高麗時期 遷都論의 提起와 生態環境 (The Argument for the Transfer of the Capital and the Ecological Environment during Goryeo)

초록

필자는 이 글에서 지금까지 고려시기 천도론을 風水圖讖說로 설명한 것에서 벗어나 생태환경의 관점에서 재해석을 시도하였다.
고려시기 천도론이 자주 제기되었는데, 地氣의 쇠약을 천도의 이유로 제시하였다. 지기의 쇠약은 災異의 발생으로 표현되었다. 재이 가운데 하늘이 아닌 지상에서 발생한 것, 그리고 개경 지역에서 발생한 것이 천도의 원인이 되었다. 구체적으로는 개경 일대에서의 산짐승의 출현, 우물물과 연못물의 異常 현상, 궁궐 및 대형 화재의 발생이 천도와 관련된 재이였다. 이러한 재이는 매우 나쁜 조짐으로 받아들여져 개경의 거주인에게 엄청난 불안감을 느끼게 했고, 심각한 위기의식을 갖도록 했으며, 개경을 벗어나야 한다는 생각을 갖도록 했다. 그렇기 때문에 천도의 주장에 특정 개인만이 아니라 국왕을 비롯한 많은 관인들이 동조하였다.
위의 세 가지 재이는 다른 요인도 없지 않지만, 개경 일대의 임야의 축소, 산림의 훼손이 가장 중요한 요인이었다. 임야 축소, 산림 훼손이라는 생태환경 열악화는 개경이 대도회로 발전함에 따라 불가피하게 나타난 현상이었다.
당시인이 제시한 천도 이유는 풍수도참설에 근거한 신비적 ‧ 주술적인 언어로 표현되었지만, 그 논리가 전혀 근거가 없는 허황된 것만은 아니라고 생각한다. 물론 풍수도참설은 당시 생태환경 변화를 합리적‧과학적으로 인식하는 데에는 미치지 못하였다.
결국 고려시기 수도인 개경을 지속가능한 도시로서 관리 운영하는 데 많은 한계가 있었다고 판단된다. 조선에 와서 都城의 운영은 한층 수준이 향상되어 생태환경을 크게 고려하게 되었다.

영어초록

This study made an attempt to reinterpret the theory of moving the capital during Goryeo from the perspective of ecological environment by moving away from the old explanations based on the Fungshudocham(風水圖讖) theory.
The theory of moving the capital was often raised during Goryeo because of the weakened energy of land in the old capital. When the energy of land was weakened, it would be manifested in natural calamities, of which the ones that happened on Earth rather than the Heaven and the Gaegyeong area became reasons to transfer the capital. Specifically, the transfer of capital was related to such natural calamities as mountain animals appearing in Gaegyeong, abnormal phenomena in the water of wells and ponds, and royal court fires and large fires. These calamities were accepted as very bad signs by the residents of Gaegyeong, who became very uneasy, started to have serious awareness of crisis, and decided to move out of Gaegyeong. As a result, the argument for the transfer of the capital was advocated by many government officials including the kings as well as certain individuals.
There were several factors that caused the three calamities mentioned above, but the most important ones were the reduction of woods and fields and the damage of forest in Gaegyeong. The deterioration of its ecological environment represented by the reduction of woods and fields and the damage of forests was inevitable according to the development of Gaegyeong into a large city.
Those days, people cited the Fungshudocham theory in mysterious and incantatory words to argue for the transfer of the capital, but their logic was not completely ungrounded. The Fungshudocham theory was not, of course, enough to recognize changes to the ecological environment those days in a rational and scientific way.
It is estimated that they must have faced a lot of limitations with managing Gaegyeong, the capital of Goryeo, as a sustainable city. In Joseon, the management of the capital city was further improved, and they took the ecological environment into huge consideration.
