초록

Jang Yu(1587~1638) mainly worked in the early times of King Injo, and the core content of his theory is as follows.
Jang Yu was employed several times after King Injo to the throne, but he always tried to keep his code of conduct without losing his self, and was famous for his probity. He claimed gradual practice of "identification tag"(hopae) law, privilege establishment for the County School (hyanggyo) pupils who failed in the Four Books and Five Classics of China examination, abolishment of exemption of taxes on fish traps and salt production regarding people who farm the land of King's relatives(Gungga), elimination of Naesusa office, and allowance of divorce concerning females with improper attitude.
He also insisted education for the King and reestablishment of education system regarding the Crown Prince. And, he argued that well governing of a nation is up to the King's setting of goals, broadening magnanimity, and containing an fair mind.
Jang Yu insisted that officials of Saheonbu(Office of the Inspector General) and Saganweon(Office of the Censor-General) press activity should be guaranteed, which is because it directs the nation's policy to the proper way by holding the mistakes of King and his servants in check. He said they leads the King to purity and takes a role of monitoring the law to be applied fair.
Reduction of tribute tax concerning Gungga, and reduction of cotton cloth(po) paid by infantries․a kind of hostage(giin), and reduction of taxes for farmers and fishers by hurrying the settlement of salt farms and fish traps owned by Naesusa․Gungga. Taxes paid to the government by slaves should be reduced, military service regarding fragile classes should be reduced, illegal usage of public horses should be prevented, and reducing local people's burden regarding obligation by recommending the use of each Yongri [one of petty officials of a provincial town]'s private horse.
He claimed reduction of naval force power in Jeolla-do area, selection of talented people in Honam area, reduction of military tax regarding the military located in the mountains of Jeolla-do and compensation of public slave shortage, prohibition of payment by neighbors when a slave escaped, reduction of labor obligation in futile areas, and reduction of tax in wounded cultivated lands.
