‘영토문화론’ 재정립에 관한 고찰 (A Study on the Reestablishment of ‘Territorial Culture Theory')

초록

우리 한민족은 만주와 대마도 등 최근세에 들어서 강탈당한 영토가 유난히 많은 민족이다. 그럼에도불구하고 강탈당한 영토를 수복하는 방법을 강구하는데 있어서는 아주 소극적이다. 강탈당한 사실조차잊혀 가고 있는 영토에 대한 수복을 위해서는 무엇보다 확실한 영토권 규명을 위한 ‘영토론’이 필요하건만 그마저도 아주 저조하다. 이런 상황을 인지한 필자는 그 타개 방안 중 한 가지로 박사학위 논문문화영토론에 의한 대마도의 영토권 연구 에서, 학계 최초로 ‘문화영토론’에 영토권 개념을 도입하여‘일정한 영토의 영토권자는 영토문화의 문화주권자’라는 영토권 규명을 위한 기본이론으로 정립하였다.
또한 문화에 의한 영토권 규명을 위해서는, ‘문화영토론’의 개념에 명시한 ‘영토문화’에 대한 고찰이 필요하므로, ‘영토문화’라는 용어를 새로 만들어서 그 개념을 정의하고 분류 방법 등을 학계 최초로 정립했다. 그리고 수년에 걸쳐 ‘영토문화’에 관한 연구를 거듭하여 ‘영토문화론’이라는 이론을 학계 최초로구축함으로써, 영토분쟁 지역 영토의 영토권자 규명은 ‘영토문화론’을 동반한 ‘문화영토론’에 의해서 규명되어야 한다는 이론을 완성하였다. 하지만 영토권 규명이라는 하나의 목적을 위해서, 비록 연계되었다지만 둘로 나뉜 이론을 적용해야 하는 번거로움과 ‘문화영토’와 ‘영토문화’라는 비슷한 용어에서 오는혼동으로 인해서 이해하기가 쉽지 않다는 의견도 다수 있었다. 또한 ‘문화영토론’이라는 용어가 홍일식에 의해서 ‘문화가 실행되는 영역’이라는 의미로 이미 사용된 후라 많은 독자와 연구자들이 더 혼동할수밖에 없다고도 했다. 게다가 필자와 홍일식의 ‘문화영토론’이 용어는 같아도, ‘영토권 규명을 위한 이론’과 ‘문화가 실행되는 영역’이라는 전혀 다른 의미를 보유한 이론임에도 불구하고 두 이론을 혼용하는경우까지 발생하는 것을 필자가 직접 겪었다. 따라서 필자는 영토권 규명을 위한 이론인 ‘문화영토론’과‘영토문화론’의 용어를 혼동하거나, 이해하기 어려워서 일어나는 사태에 대해서 바르게 잡을 필요를 느꼈다. 그리고 ‘영토문화론’을 동반해야 하는 ‘문화영토론’을 쉽게 이해하고 필요한 사람은 누구라도 편안하게 인용할 수 있도록 단일 이론으로 재정립할 방안을 오랜 시간 연구한 끝에, ‘영토문화의 문화주권자’라는 용어를 ‘영토문화주권자’라는 한 단어로 새롭게 정의(定義)함으로써, ‘영토문화론’과 ‘문화영토론’ 을 융합하여, ‘영토문화론’을 영토권을 규명할 때 실제로 적용하는 단일 이론으로 재정립하였다.

영어초록

Korean's have been robbed of a great deal of territory in recent times, including Manchuria and Tsushima Island. Despite this, they are very passive when it comes to finding ways to recover the territories that have been robbed. In order to recover territories that are being forgotten, a ‘Territorial theory’ for clarifying territorial rights is necessary above all. Recognizing this situation, the author introduced the concept of territorial rights to ‘Cultural territory theory’ for the first time in academia as one of the solutions to overcome this in his doctoral dissertation, “A Study on Tsushima Island’s Territorial rights through Cultural territory theory,” and established it as a basic theory for clarifying territorial rights, stating that ‘the territorial rights holder of a certain territory is the cultural sovereign of the territorial culture.’ In addition, in order to clarify territorial rights by culture, it is necessary to examine the ‘Territorial culture’ specified in the concept of ‘Cultural territory theory’, so the term ‘Territorial culture’ was newly created, the concept was defined, and the classification method was established for the first time in academia. In addition, by repeatedly researching ‘Territorial culture’ over the years and establishing the theory of ‘Territorial culture theory’ for the first time in academia, the territorial rights holders of territorial dispute areas should be clarified by the ‘Cultural territory theory’ accompanied by the ‘Territorial culture theory’. However, it was difficult to understand due to the inconvenience of having to apply two separate theories, although they were related, for the single purpose of clarifying territorial rights, and the confusion caused by the similar terms ‘Cultural territory’ and ‘Territorial culture’. It was also said that many readers and researchers were more confused because the term ‘Cultural territory theory’ had already been used by Hong Il-sik to mean ‘the area where culture is practiced’. Moreover, although the term ‘Cultural territory theory’ of the author and Hong Il-sik is the same, the two theories have completely different meanings, ‘theory for clarifying territorial rights’ and ‘areas where culture is practiced’, and I have personally experienced cases where the two theories are used interchangeably. Therefore, I felt the need to correct the situation where the terms ‘Cultural territory theory’ and ‘Territorial culture theory’, which are theories for clarifying territorial rights, are confused or difficult to understand. And after studying for a long time how to reestablish ‘Cultural territory theory’, which must be accompanied by ‘Territorial culture theory’, as a single theory so that anyone who needs it can easily understand it and quote it comfortably, I redefined the term ‘Cultural sovereign of territorial culture’ as a single word ‘Territorial culture sovereign’, thereby reestablishing ‘Territorial culture theory’ as a single theory that is actually applied when clarifying territorial rights by merging ‘Territorial culture theory’ and ‘Cultural territory theory’.
