초록

다산은 중앙･지방의 관직생활을 통해서 조선의 정치현실을 겪었고, 유배시절에는 학자로서 조선 지방사회의 실정을 그대로 목도하였다. 일표이서(一表二書)로 전해지는 『경세유표(經世遺表)』, 『목민심서(牧民心書)』, 『흠흠신서(欽欽新書)』에서 그는 조선사회에 정치, 경제, 사회 전반에 걸친 근본적 국가개혁이 반드시 이루어져야 한다는 진단을 내리고 있다. 이어서 조선사회의 이상적 국가상에 도달하기 위한 다양한 개혁론을 단계적으로 제시하고 있는데 특히 『경세유표』에서 다산은 자신이 구상한 조선사회의 전체 틀을 보여준다.
지방제도의 불합리한 구조 속에서 전개되는 많은 문제점들을 주시했던 다산은 지방행정을 운영하는 핵심 담당층으로 당시 조선의 지방에서 야기되었던 복잡다단한 폐습(弊習)의 중심에 있었던 외관(外官)을 어떻게 제도적으로 규정하고 정립시킬 것인지의 문제를 곧 지방제도개혁의 관건으로 고려하였다.
먼저 다산은 조선 국가에서 지방의 공간영역을 재배치함으로써 지방제도의 지리적 틀을 변화시켰다. 12성제(省制)는 기존의 8도제(道制)에서 나타난 구조적 불균등과 폐습을 해소하는 배경이 되었고, 12성제의 틀 속에 배치된 외관의 역할과 기능을 하부 향리직까지 포함하여 명확히 규정하였으며, 동시에 이들을 철저히 관리하고 통제할 수 있는 인사고과 시스템을 갖추어 놓았다.
다산의 외관제 개혁론은 지방제도 개혁의 관건이자 총체적인 국가개혁론의 한 부분이라 할 수 있으며, 본 연구를 다산이 구상하고자 했던 조선의 국가상을 그려보는 하나의 출발점으로 삼고자 한다.

영어초록

Jeong Yak-yong(1762～1830) experienced the reality of Joseon's politics during his government service in the central government and the provincial government office. And also during his exile term, as a scholar, he watched the real situation of Joseon's local community. Today Da-san tells by Kyong-se-yu-pyo(『經世遺表』), Mok-min-sim-seo (『牧民心書』)and Hum-hum-shin-se(『欽欽新書』) that Joseon certainly needs a fundamental national reform in politics, economy, and in public. And also shows a wide variety of the reform plans for the attainment to reach Joseon's ideal nations figure in advanced stages.
In Kyong-se-yu-pyo, Da-san shows the whole frame of his concrete concept in Joseon's society. On the other hand, the concrete concept of Joseon's society in Kyong-se-yu-pyo isn't exactly what Da-san wanted finally. Da-san's final point of Joseon is that in land system Jing-tain(井田) and Yo-jon(閭田) is put in operation, and also people have an equal life in political-social ways, in the other side Kyong-se-yu-pyo shows the realistic standard of reformed Joseon's society.
Da-san observed especially with the problems in irrational parts of local system while he present the reform of Joseon society. In concrete terms, a provincial governor is the one who directly operates the local-society, and were in the middle of complicated problems which was created in Joseon's local society at that time. How to define and erect the provincial governor in political ways, was the key point to settle the problems in reforming local-politics.
He first reorganized the territory of Joseon to change the local-politics geographical frame. He showed the system of 12 Ministries(省) that became the background of solving the inequality and abuse from the existing local system. And he clearly prescribed the function of a provincial governor who was going to arranged in the system of 12 Ministries's frame, he also made a consideration of service system that could completely control them.
Da-san's reformation plan on the system of a provincial governor is the key point of reforming the local-politics and one part of the whole nation reforming plan. As we see, the research in Da-san's reformation plan on the system of a provincial governor can be a start in what his ideal in Joseon's nations frame.
