초록

본고는 1945년부터 1948년까지 조소문화협회의 조직 과정과 활동 내용을 살펴봄으로써 ‘문화 건설’의 측면에서 북한의 국가 건설 과정을 분석한다. 1945년 11월에 창립된 조소문화협회는 초기에는 지식인 중심의 ‘문화운동 전위단체’를 지향했다. 그러나 1946년 말~1947년 초, 냉전이 공식화되고 분단의 가능성이 높아지는 가운데 북한 지도부는 건국을 위한 ‘사상개혁’ 운동을 한층 강화했다. 북한은 ‘건국 운동’의 성공을 위해서는 인민들의 적극적인 참여가 중요하며, 소련의 ‘선진 문화’와 국가 건설 경험을 대중적으로 학습하는 것이 그러한 참여를 이끌어내는 데 중요한 동력이 될 것이라 인식했다. 이에 따라 북한 지도부는 1947년 초 대대적인 개편 작업을 통해 노동자・농민 등 광범한 대중을 회원으로 포괄하는 ‘군중단체’로 협회의 면모를 새롭게 했다. 소련 ‘선진 문화’에 대한 학습이 전 인민적 실천운동의 지위를 부여받으면서 조소문화협회는 단기간 안에 농민・노동자 속에서 다수의 회원을 확보하고 중앙본부에서 조소반으로 이어지는 수직적인 조직체계를 완비했다.
조소문화협회는 북한이 국가 건설 과정에서 소련 문화를 매개로 인민들의 사상・의식을 환기시키는 데 중요한 역할을 수행했다. 북한 정권은 협회를 통해 수입한 소련 문화를 통해 자칫 모호해 질 수 있는 건국의 노선・방략을 명확히 하고자 했다. 전국적으로 구축된 조소문화협회의 조직을 통해 보급된 소련의 문화적 양식은 북한 문화의 기본적 틀을 만드는 데 기여했다.

영어초록

This paper analyzes North Korea's state-building process in the viewpoint of 'cultural construction', by studying Korea-Soviet Cutural Association(KSCA)'s organization and activities from 1945 to 1948. Soviet Union's culture had an important impact on the making of North Korea’s culture during the 'state-building period', and KSCA functioned as North Korea's key channel to accept and study Soviet's culture. This research examines KSCA's overall organization and activities, analyzing the reason why North Korean regime tried to propagate Soviet's culture and their experiences in socialistic nation building.
KSCA started as a friendship organization between Soviet armed forces and Korean leaders right after Soviet's occupation of north of the 38th parallel. KSCA changed its identity as a cultural exchange organization after 'trusteeship crisis' of early 1946, setting up branch offices in North Korea's major cities, publishing magazines, and establishing relationship with Soviet’s All-Union Society for Cultural Relations with Foreign Countries (VOKS). At this time, KSCA aimed to be an intelligentsia-oriented group professionally researching and popularizing Soviet's culture.
However, KSCA's character fundamentally changed due to North Korea's political changes around late 1946 to early 1947. North Korean regime initiated 'ovement for Mobilizing Nation-Founding Ideology (Kunguk Sasang Chongdongwon Woondong)' to promote the people's reformation of thoughts. North Korean people's active participation was a key to succeed in these nation-building works, and propagating Soviet's 'advanced culture' and their historical experiences would be a great impetus for the regime to motivate the people. As a result, North Korean regime transformed KSCA from intelligentsia-centered group to mass organization embracing hundred thousands of peasants and laborers as members.
In conclusion, KSCA played a key role in ideology education of North Koreans by using Soviet culture. Most of socialist countries also had similar kinds of friendship associations with the Soviet Union, but their functions were limited in the field of cultural exchanges. On the other hand, KSCA actively collaborated with North Korea's national tasks of liquidating colonial inheritance and constructing new culture, showing clear differences over the other socialist countries' friendship associations.
