인천 서구의 전통시장에 대한 경쟁력 강화 방안 연구 (A Study of plans competitiveness on the traditional markets of the Incheon, Seo)

초록

급변하는 국제 경기와 침체가 지속되는 내수경기 속에서 인천 지역 전통시장의 경쟁력을 강화하지 않으면 안되는 상황이 되었다. 특히, 지역 전통시상 상권을 위협하는 대형유통점 및 기업형대형마트 등의 등장으로 더욱 어려운 상황이다. 이에 본고에서는 인천 서구의 전통시장의 경쟁력 강화를 위해 정책적인 부문과 조직 및 운영적인 부문, 재원마련부문 등을 고려하여 활성화방안을 구체화하고자 하였다.
첫째, 정책적 경쟁력 방안으로서 인천 서구의 전통시장의 경쟁력 강화을 제시함에 있어 주변 도소매업자와 서로 분리해서 모색할 것이 아니라, 상호 네트워크 구축을 통한 정책적 지원방안을 모색할 필요가 있다. 특히 기존의 시설비중이 높은 단기사업 치중에 따른 문제점을 개선하여 서구 전통시장과 주변 도소매업간의 상호 네트워크를 통한 지역상권 활성화에 초점을 맞추고자 함. 둘째, 조직 및 운영적인 부문으로는 인천 서구의 전통시장의 효과적인 운영시스템과 차별화를 위한 조직 및 운영에 있어 서구청만의 전통시장상권관리기구의 설치와 운영시스템을 구축할 필요가 있다. 특히 서구청의 전통시장과 주변 영세도소매업자들의 활성화를 위한 조직 및 운영부문에서 활성화방안을 마련할 필요가 있다. 마지막으로, 재원마련 을 통한 경쟁력 강화방안으로서 서구전통시장의 경쟁력을 위해 지역상권 조성의 필요 재원조성과 개별 입점상인들에 대한 재정적 지원을 위한 방안으로는 서구 전통시장 상권조성을 위한 매칭펀드(matching-fund) 조성, 서구전통시장 입점상인을 위한 서민 미소금융 강화 등을 제시하였다.
결론적으로, 서구 전통시장의 경쟁력을 위해 소비자의 요구 및 구매패턴 등 직접적으로 서구 전통시장을 이용한 소비자의 소비행태를 파악하여 대응할 필요가 있다. 이를 위해서 서구 전통시장 상인들과 행정관청 등이 상호간의 협력을 통해 변화를 모색해야 나가야 할 것이다.
