초록

이 글은 전통적인 ‘남북 갈등’ 뿐 아니라 남한 사회 도처에서 벌어지고 있는 다양한 차원의 ‘남남 갈등’을 한층 더 확대․재생산하는 데 있어서 탈북자 집단이 또 하나의 새로운 진원지로 부상하게 된 결정적인 원인을 ‘실천철학적’ 관점에서 비판적으로 고찰해 보고자 했으며, 잠정적인 탐구 결과를 토대로 그에 대한 ‘철학적’ 처방책 및 대안을 모색해 보았다.
그러한 고찰 작업을 통해서는, 취약한 통치 권력의 기반을 강화하기 위한 지배 전략의 일환으로 ‘의도적인’ 갈등 유발 책략을 구사하는 과정에서, 탈북자 집단을 정치적․이념적 조작 대상으로 간주해 활용하려는, 남한 내 일부 보수 지배 세력 및 이념 집단의 ‘정치 공학적’ 시선에서 비롯된 것임을 비판적으로 드러내 보여주고자 했다. 특히 최근 일부 탈북자 단체의 ‘현실 권력 연계적인’ 행보가, 표면적으로는 ‘국민 대통합’을 주창하면서도 실제로는 ‘두 국민 정책’을 통해 현 정부에 대한 지지 세력과 비판 세력으로 양분하여, 후자는 배제하고 전자만을 통합의 대상으로 삼아 추종 세력의 결집을 통해 지배 권력을 공고히 하려는 현 집권 세력의 통치 전략과 밀접히 연관되어 있다는 점을 비판적으로 규명해 보고자 했다.
다음으로, 탈북자 집단의 ‘정치색 짙은’ 현실 참여 행태로 인해 남한 내 사회적 갈등이 심화․확산되는 사태를 차단하고 극복하기 위해 ‘사회철학적’ 관점에서 모색해 본 타개책으로는 다음과 같은 실천 방안을 제안해 보았다. 즉 모든 사회 구성원들이 자각된 시민의 자격으로 공론장에 모여 현 갈등 사태의 근본적 문제점을 인식하여 그에 대한 비판적 공론을 형성하고, 그에 기초해 강건한 ‘민주적’ 의사소통적 권력을 구성한 뒤 이를 바탕으로 갈등 조장 및 분열적 통치 전략을 구사하는 현 정권의 부당한 권력 행사에 맞서 ‘강력한’ 정치적 압력을 행사해야만 한다. 명색이 ‘민주화된’ 오늘의 한국적 상황에서는 그렇게 함으로써만, 규범적 정당성이 결여된 정치 공학적 책략과 기도 아울러 그로부터 이끌려 나온, 이데올로기적 도구로서 탈북자 집단을 바라보고 활용하려는 뒤틀린 시선과 기도를 포기토록 하는 데 ‘현실적으로’ 유의미한 영향력을 발휘할 수 있을 것이기 때문이다.

영어초록

In this article, I intend to investigate critically the main causes for North Korean Defectors to emerge as ‘another new source’ to expand and reproduce South-South conflicts still more everywhere and in various dimensions of Korean society, from the point of view of ‘practical philosophy.’ And on the basis of temporary results of that study, I try to seek the ‘philosophical’ solutions and alternatives to such problems.
In the first place, through such investigation, I attempt to disclose critically the fact that North Korean Defectors are utilized effectively as the political and ideological objects of manipulation by specific conservative ruling powers and ideological groups in Korean society, in the course of making use of the tactics of ‘intentional’ social conflicts induction as a part of the strategics for governance to fortify the ground of vulnerable sovereign power. Especially I make considerable efforts to reveal critically that the collective practical behavior ‘involved in current political authority’ of some organizations of North Korean Defectors are have to do with closely the strategics of governance of present ruling clique in Korean society to solidify ruling power by gathering the force of supporters for the current regime which professes ostensibly ‘National Cohesion’ but in reality attempt to embrace only the support group on the present regime after dividing by support group and critical group through ‘two-nation policy.’ In the second place, from the practical philosophical point of view, I tries to seek practical measure to interrupt and overcome the state of affairs that social conflicts deepens and spreads more increasingly due to participatory practical behavior ‘related to actual ruling powers’ of some organizations of North Korean Defectors in Korean society. It is as in the following: That is to say, we all the members of Korean society should participate in the various public spheres in the capacity of awakened citizen and form critical public opinion about the nature of present social conflicts situation, and then construct the powerful communicative power on the basis of such pubic opinion. And subsequently we should put sturdy political pressure which is founded upon that democratic power on the present regime to give up the conflicts-promoting and divisive strategics of governance.
In a so-called democratized Korean social situations, only by doing so, we all are able to exert meaningful influence realistically on our current conservative government to retreat political technological tactics devoid of normative justification, to abandon the distorted view and attempt to regard and utilize North Korean defectors as ideological means.
