최근 중국의 발해 수도 상경용천부유적의 세계유산 등재 움직임과 가능성 검토 (Review of China’s recent move and possibility to register Balhae’s Capital Sanggyeong Yongcheonbu ruins as World Heritage Site)

초록

최근 국제관계에서 소프트파워가 중요해지면서, 자국의 유산을 세계유산에 등재하기 위한 경쟁이 치열해졌다. 현재 중국은 미국을 이어 유네스코 분담금 2위이며, 세계유산 보유 순위도 이탈리아를 이어 2위이다.
중국이 세계유산에 공을 기울이는 것은 국제사회에서의 위상과 영향력, 경제적 효과, 자국민의 공동체 의식강화 등 여러 가지 이유가 있다. 그 가운데 소수민족의 역사문화 유산을 세계유산에 등재하는 것은, 중국이 주장하는 대민족인 ‘중화민족’의 실체를 ‘물질문화’ 유산으로 증명하는 것이다. 그리고 ‘중화민족의 위대한 부흥’ 실현을 위한 국민 통합과 영토 통합의 상징물로 활용하기 위한 목적이 크다.
그 결과 전근대 시기 주변 나라와 민족의 역사문화와 관련 있는 유산의 경우, 역사 이해에서 충돌이 발생할 수 밖에 없다. 2004년 등재된 고구려 유적이 대표적이다. 한국과 중국은 이 문제로 당시 심각한 외교 갈등을 겪었다. 이어 중국이 발해 유적을 세계유산으로 등재하려고 한다는 소식이 한국에 전해지며 많은 관심을끌었다. 그러나 중국에서 이어 별다른 움직임을 보이지 않자, 2012년을 정점으로 관심이 줄어 들었다. 그런데최근 중국 공식 문건에서 발해 상경용천부유적에 대한 세계유산 관련 언급이 확인되었다.
따라서 필자는 향후 중국의 발해 상경용천부유적의 세계유산 등재에 대비하여, 중국의 세계유산 등재 움직임과 가능성을 살펴보았다. 그 결과 중국이 상경용천부유적의 세계유산 등재 준비를 꾸준히 해왔음을 확인하였고, 세계유산 등재를 추진할 때 그 방향과 방식에 대해서도 어느 정도 예측할 수 있었다. 그리고 한국은 발해유적이 있는 북한과 러시아와의 협력을 통해, 중국의 단독이 아닌 월경유산으로 발해 유적이 세계유산으로 등재될 수 있도록 하는 것이 대안임을 제시하였다. 또한 세계유산 등재는 유산의 훼손을 방지하고 보존에 기여할 수 있다는 점에서, 한중 협력을 통해 올바른 방향으로 등재할 수 있도록 노력하는 것이 현실적임을 밝혔다

영어초록

In recent international relations, as soft power becomes increasingly important, there has been fierce competition to have a country’s heritage included in the World Heritage list. Currently, China ranks second after the United States in UNESCO contributions and also holds the second position in terms of the number of World Heritage sites, following Italy. China’s efforts towards the World Heritage sites stem from various reasons such as enhancing its international status and influence, economic benefits, and fostering a sense of national unity among its people.
Among these efforts, including the historical and cultural heritage of ethnic minorities in the World Heritage sites is to substantiate China’s claim of the true essence of the “Chinese nation,” which it asserts as a material cultural heritage. Moreover, it serves the significant purpose of being utilized as a symbol for achieving the “great rejuvenation of the Chinese nation,” aiming at national unity and territorial integration.
As a result, when it comes to heritage sites with historical and cultural significance to neighboring countries and ethnicities from the pre-modern era, conflicts in historical interpretation are almost inevitable. A prominent example is the inclusion of the Goguryeo relics in 2004, which sparked serious diplomatic tensions between Korea and China. Subsequently, when news spread that China intended to nominate the Balhae relics for World Heritage status, it garnered significant attention from Korea. However, as China showed no significant progress thereafter, interest peaked around 2012 and then waned. Recently, though, references to the Balhae’s Sanggyeong Yongcheonbu relics in official Chinese documents concerning World Heritage have been confirmed.
Therefore, the author examined China’s movements and potential for the inclusion of the Balhae’s Sanggyeong Yongcheonbu relics as a World Heritage site, in preparation for its possible nomination. As a result, it was confirmed that China has been steadily preparing for the inclusion of the Sanggyeong Yongcheonbu relics as a World Heritage site, and some predictions could be made regarding the direction and manner in which the nomination would be pursued. Furthermore, South Korea proposed an alternative approach, suggesting cooperation with North Korea and Russia, where the Balhae relics are located, to nominate them as a Transnational World Heritage(Transboundary Heritage) Site rather than China’s unilateral nomination. Additionally, it was emphasized that World Heritage listing could contribute to the prevention of heritage destruction and conservation efforts, highlighting the realistic approach of striving for proper nomination in the right direction through cooperation between Korea and China.
