신라시대 鰥寡孤獨者等의 구제와 그 특징 (Relief and its Characteristic of Old Widow(er)s, Orphans and the Aged without Children etc. in Silla Period)

초록

본 글에서는 신라에서의 환과고독자등에 대한 국가적 차원의 구제가 어떻게 이루어졌는지를 구체적으로 살펴보았다. 신라 상대에서는 환과고독자등에 대한 구제가 10차례 이루어졌다. 환과고독자 및 이를 포함한 대상을 구제한 사례는 4차례, 그리고 특정 집단만을 대상으로 한 경우는 6차례였다. 그리고 구제 시행방법으로는 순행이 6차례로 가장 많고, 사자파견과 왕이 직접 한 경우가 각기 두 차례였다. 이를 통해 보면, 신라 상대에는 대체적으로 국왕의 순행시에 환과고독자와 특정 집단에 대한 구제조치가 많이 이루어졌다고 할 수 있다.
한편 신라 상대에서는 마립간기로 접어들면서부터는 점차적으로 구제 대상에 대한 구제물품 등이 차등 있게 지급 된 특징이 찾아진다. 신라 이사금기 5차례의 구제 사례 중 기림이사금대에만 차등 있게 구제가 이루어진 것과 달리 마립간시대부터 상대까지는 이러한 경우가 3차례나 보이고 있는 것이다. 한편, 신라 상대의 10건의 구제조치 중 재해발생과 연관된 경우는 소지마립간대와 선덕왕대 등 2차례 밖에 없었다. 그렇다면 이 시기에는 재해발생과 무관하게 환과고독자 및 특정 집단에게 국가적 구제조치를 취하였다고 볼 수 있다.
신라 중대부터의 환과고독자등에 대한 구제 사례 또한 살펴보았는데, 상대와 비교하면 몇 가지 특징이 찾아진다. 먼저, 이 시기에는 신라 상대보다 재해 발생 및 피해와 연관되어 구제조치가 이루어진 경우가 많았다는 점을 들 수 있다. 다음으로 신라 중대부터는 상대의 경우보다 국왕의 순행시에 환과고독자등에 대한 구제가 이루어지기 보다는 왕이 직접 또는 사자 파견을 통해 이들에 대한 구제가 시행된 사례가 많아졌다.
이러한 신라시대에 국가적 차원에서 이루어진 환과고독자등에 대한 구제의 내용과 특징은 『삼국사기』와 『삼국유사』에 기록된 국왕의 즉위의례시에 이루어진 시혜조치 또는 재해가 발생하였을 때에 특정되지 않은 광범위한 지역 또는 국가 전체의 민들을 대상으로 한 구제양상을 보다 구체적으로 이해할 수 있는 기반이 될 수 있다. 본 글에서 다룬 『삼국사기』에 보이는 신라시대 환과고독자등에 대한 국가적 차원의 구제는 그 내용이 구체적인 경우가 적지 않기 때문이다.

영어초록

This study specifically looked into how relief was provided to old widow(er)s, orphans and the aged without children etc. in Silla at the national level. Relief was provided to old widow(er)s, orphans and the aged without children etc. 10 times in early Silla, including 4 cases of relief for people including old widow(er)s, orphans and the aged without children etc. and 6 cases for specific groups only. And as for how they were implemented, there were 6 royal tours, followed by 2 messenger dispatches and 2 by the king himself. In this way, in early Silla, relief cases for old widow(er)s, orphans and the aged without children, and specific groups took place most in general during the king's royal tours.
On the other hand, in early Silla, relief supplies etc. were given differently to those subject to relief gradually from the start of the Maripgan period. In contrast that relief was provided differently only during the KirimIsageum period among 5 cases of relief during the Isageum period, 3 such cases were found from the Maripgan period to early Silla. Meanwhile, among 10 relief measures of early Silla, only two involved the occurrence of disaster including the SojiMaripgan period and King Seondeok period. Then, it can be said that during this period, national relief measures were taken for old widow(er)s, orphans and the aged without children, and specific groups regardless of the disaster.
The study also looked into the relief cases for old widow(er)s, orphans and the aged without children etc. after mid-Silla, and compared with early Silla, some features were found. First of all, relief measures were often taken in connection with disasters and damage than early Silla. Next, in mid-Silla, more cases of relief were implemented by the king himself or through messenger dispatches rather than during the king's royal tours.
The contents and characteristics of relief for old widow(er)s, orphans and the aged without children etc. implemented at the national level of the Silla Dynasty may become the basis for a more detailed understanding of the relief patterns for the people of a wide range of regions or country during the royal ceremonies or in the event of a disaster, which were recorded in 『The Chronicles of Three Kingdoms』 and 『The Heritage of Three Kingdoms』. As reviewed in this study, the national relief cases for old widow(er)s, orphans and the aged without children etc. in Silla, which appear in 『The Chronicles of Three Kingdoms』 were often specific.
