농산어촌 지역에서 학교의 폐교 위기 극복과 폐교가 된 뒤 활용 여부는 지방 소멸 억제를 위한 인구 정책에 유효한가?: 지역사회에서 의무통과지점으로서 학교의 행위적 실재성 (Are Preventing Permanent School Closure and Utilizing Disused Schools Effective in the Population Policy to Suppress Local Extinction in Rural Agricultural and Fishing Villages?: Agential Reality of S)

초록

2019년 OECD 국가 가운데에서 합계출산율 최저를 기록함으로써 한국은 본격적으로 초고령화 사회에 진입하게 되었다. 탈농산어촌과 수도권 인구 집중화로인해 지방은 소멸의 위기에 직면해 있다. 가임기 여성의 합계출산율 수치보다, 지방 소멸에 더 확실하고 상직적인 지표는 바로 폐교이다. 학교는 해당 지역의 교육, 문화, 전통, 스포츠 등이 교류되고 재생산되는 중심지이다. 학령인구와 그 부모들이 다른 곳으로 전출하게 되어 지방 학교가 폐교가 되기도 하지만 반대로 폐교가젊은 층 주민의 전출을 가속하는 결정적 기폭제가 되기도 한다.
폐교와 관련하여 지방 소멸을 억제하는 첫 번째 방법은 학교교육의 특성화나거주지 인센티브 등을 통해 폐교를 막는 것이다. 하지만 열정적이고 헌신적인 교사나 이장 등의 지휘자가 반드시 있어야 가능하기에 보편적인 해결책은 아니며, 이들의 부재 시에는 다시 위기 상황으로 돌아가 폐교를 면하기 어렵기에 근본적인 해결책도 아니다. 둘째는 지방정부와 지방교육청이 폐교를 매각 및 임대하는것이다. 이는 폐교 문제를 해결하는 가장 쉬운 방법일 수 있지만 해당 학교 출신인 지역 주민의 반발이 적지 않으며, 중요한 것은 이 방법이 지방소멸 문제 해결과거의 관련이 없다는 것이다. 셋째는 폐교가 된 후 방치기간을 최소화하여 어떠한형태로든 자체적으로 지역주민들이 활용하는 것이다. 하지만 관리소홀로 대개는다시 방치 상태가 된다.
본고는 위의 셋째 방안의 단점인 관리소홀 부분을 기독대학과 신학과가 나서서 주체적 조력자가 될 것을 제안한다. 지역주민들과 함께 각 지방의 폐교들을 활용하여 도심지의 지역교회들과 연결시키는 농수산품지역센터이자 선교센터가 되게 하는 것이다. 이를 통해, 폐교의 외형과 외관을 그대로 지킬 수 있기에 해당 학교 출신 지역 주민의 반발도 거의 없을 것이다. 첫 번째 방안에서의 교사 역할을파송된 조력자가 하게 될 것이기에 관리소홀 및 방치 문제를 해결하는 지속가능한 모델이 될 수 있다. 미혼 및 기혼 기독 청년들을 파송함으로써 취업 문제 뿐 아니라, 지방 초고령화 문제와 더불어 학령인구 감소를 통한 지방 소멸 문제도 완화및 해결할 수 있다. 폐교를 파송된 기독 청년들의 자녀들이 다니는 교육부 인가대안학교로도 지역주민과 함께 운영할 수 있다. 그러면 매매 및 임대에 비용이 들어가게 하지 않고도 전국 각지에 선교센터이자 학교를 세울 수 있게 되며, 국토 균형 발전에도 일조하게 된다. 폐교를 활용한 대안학교의 이름은 기존 폐교의 학교이름을 그대로 따르며, 이사장은 지역사회의 이장이, 교장은 지역교회의 목사가, 교감은 파송된 조력자가 맡는 것이 좋겠다. 지역에서 행위적 실재성을 지니는 폐교가 여러 행위자들을 묶어내는 경계물이자 지역의 의무통과지점으로 부활할 수있다.

영어초록

By recording the lowest total fertility rate among OECD countries in 2019, South Korea has become a super-aging society. Due to rural exodus from agriculture and fishing villages and concentration of population in the metropolitan area, rural towns are facing local extinction. The writer insists that disused schools are more certain and representational indicator of local extinction than the total fertility rate of women in childbearing ages in the area. Schools are centers where education, culture, tradition, and sports in the region are exchanged and reproduced. It is true that school closes for good because the school-age population with their parents move out. But it is also true that permanent school closure is a decisive catalyst for accelerating young residents’ moving out.
The first way to suppress the local extinction is preventing permanent school closure no matter what. Exemplars would be specialization of school education or incentives for school students and their parents’ residence. It is neither, however, a universal solution nor a fundamental solution. Since it is not feasible without a passionate and dedicated teacher or the head of the local village, the permanent school closure is unavoidable if they are absent. The second way is that the local government and the bureau of education sell or lease disused schools.
This may be the easiest way to solve the problem of disused school. But there is always lots of resistance from local residents who graduated from the school. More importantly, this method has little to do with solving the problem of local extinction. The third way is to minimize the period of disused school after the school is closed and let the local residents use it in any form. However, due to negligence in management, the school becomes abandoned again.
This paper proposes that the Christian Universities and their Department of Theology step up and take the lead as the assistant director to make up the drawbacks of the third method. Together with the local residents in the rural area facing local extinction, it is to become a regional center for agricultural and fishery products and a mission center that connects local churches in cities and countries by utilizing the disused schools. Through this, the wings and outer appearances of the disused school can be kept as it used to be, so there will be little objection from local residents graduated from the school. Since the dispatched assistant director will play the role of the teacher in the first method, it can be a sustainable model for resolving the problems of negligence.
By dispatching unmarried and married Christian youth, it is possible to solve not only the employment and local super-aging problem but also local extinction problem due to moving in of the school-age population.
Together with the local residents it can also be operated as an alternative school accredited by the Ministry of Education, where the children of Christian youth dispatched would attend. Then, mission centers and schools can be established all over the country without any huge amount of money for buying or renting, and contribute to the nation-wide balanced development. The name of the alternative school must follow the name of the school as it used to be. It is desirable the chancellor is taken by the head of the local community, the principal by the pastor of the local village church, and the vice-principal by the dispatched assistant director. A disused school with an agential reality in the region can be revived as the obligatory passage point and the boundary object that intersects various actors in the region.
