비시 프랑스, 프랑스 공화정의 두 얼굴? (Vichy France, a double face of the French Republic?)

Notre étude est pour but de rechercher le facteur républicain dans les politiques du gouvernement de Vichy et de le comprendre au niveau de la culture politique républicaine.
Pour le gouvernement de Vichy, l’antirépublicanisme était une grande bannière qui a condamné la IIIe Republique. Il a fondé l’établissement de la constitution nouvelle en 1940 qui a abrogé la République Française, et le procès de Riom qui a accusé les ministres de la IIIe République.
Cependant, il est possible de remarquer le trait républicain dans le procédure où le gouvernement de Vichy a légalement été approuvée par les parlementaires membres de la IIIe République. Il était évident que cette procédure s’est fondée sur l’idée républicaine. D’ailleurs, les membres principaux de la IIIe République, comme Pétain, Darlan, etc., ont continué à participer à la scène politique du gouvernement de Vichy. Il est donc necéssaire de réestimer le gouvernement de Vichy dans la continuité de la IIIe République.
Pour le prouver, nous avons examiné les caractères de la constitution nouvelle créée par l’《État francais》. Premièrement, nous avons trouvé le trait républicain du Conseil national et du conseil national corporatif agricole que le gouvernement du Vichy a inventé comme l’intermédiaire entre le gouvernement et le populaire. Certes, le gouvernement de Vichy a voulu finalement établir l’État autoritaire avec deux institutions. Malgré tout, il est remarquable que le gouvernmet de Vichy a apprécié la nécessité de l’intermédiaire. Sur ce point, nous pouvons dire que le gouvernement de Vichy était encore dans le cadre de la culture politique républicaine sous le nom de l’antirépublicanisme. Deuxièmement, nous avons observé que la politique de l’éducation nationale du gouvernement de Vichy a dérivé de《Vichy avant de Vichy》, c’est-à-dire, l’idée éducationale du gouvernement de Vichy était formée sous la IIIe Republique. C’est ce qui unit les esprit national et catholique dans l’éducation civique, et qui se sépare en deux systemes éducatifs pour l’élite et le populaire. Bien que tous les intellectuels n’aient pas partagé cette idée, certains intellectuels ont revendiqué la même chose avec le gouvernement de Vichy. Donc, il est possible de voir l’antirépublicanisme du gouvernement de Vichy dans l’origine de la culture politique républicaine.
Sur ce point, nous avons essayé de réexaminer la position du gouvernement de Vichy dans la continuité de l’histoire contemporaine de France, non la discontinuité, ou la déviation de la culture républicaine. Car cette dernière a toujours été incarnée dans le combat entre la culture et la contre-culture depuis 1789.

This article is to find out the republican feature in the policies of the Vichy Government and to understand it in the dimension of the political culture.
For the Vichy Government, the anti-republicanism was a big slogan which convicted the Third Republic. Also, it motivated the founding of the new constitution in 1940 which abrogated the French Republic, and the judgement of Riom which accused the ministers of the Third Republic.
In spite of these, it is possible to remark the republican trait in the process that the Vichy Government was legally approved by the parliamentary members of the Third Republic. This process was on basis of the republican ideal. Additionally, the principal members of the Third Republic, like Pétain and Darlan, etc., participated continually in the political stage of the Vichy Government. Thus, it is necessary to appreciate the Vichy Government in the continuity of the Third Republic.
In order to demonstrate this point, we examined the character of the new constitution in 1940 founded 《État francais》. Frist, we looked into the republican factor in the 《Conseil national》and in the《Conseil national corporatif agricole》as the intermediation between the government and the popular. The Vichy Government recognized the necessity of the intermediation which came from the political culture of the Republican government. So, we could see that the Vichy Government under the slogan, anti-republicanism, was still in the frame of the republican government. Second, we observed that the educational ideal of the Vichy Government has existed already before Vichy. This ideal was to unify the national and catholic spirits and to divide the educational system into two, the elite and the popular. So, it might be possible that the anti-republicanism came from the political culture of the French Republic which coexist with the culture and the counterculture since 1789.
Thus, we tried to considerate the position of the Vichy Government in the continuity of the political culture, that is to say, in the continuity of the French contemporary history.
