초록

풍납토성은 유력한 백제초기의 왕성으로 주목 받고 있는 지역이다. 그러나 풍납토성은 대부분의 역사적 실체가 매장문화재 상태로 부존되어 있을 뿐만 아니라, 성벽을 포함한 내부지역 면적이 약 88만㎡에 달한다. 그리고 성내외부 일대가 모두 주거지역으로 조성되어 있어 보존과 개발의 갈등이 첨예하게 대립하고 있다. 이러한 풍납토성을 둘러싼 갈등과 그 해결방안들은 한성백제기의 문화재와 매입발굴지역에 대한 보상 문제에만 치중되어 있어 정작 진정한 풍납토성의 장소적 가치를 살피는 노력들은 소홀히 다루어져 온 측면이 있다.
풍납토성은 한성백제기의 핵심적인 문화재일 뿐만 아니라 과거부터 현재까지 사람들과 함께해온 도시환경이다. 도시는 형성-발전-쇠퇴-재생의 발전주기 속에서 끊임없이 변화를 거듭하지만, 급변하는 토지이용과는 달리 자연환경과 도로, 필지 등 일부 역사문화환경 요소의 경우는 쉽게 변화하지 않고 유지되는 속성을 가지고 있다. 근대화 이전의 전통사회의 도시형태속에는 한성백제시대와 연속선상에서 파악될 수 있는 요소들이 더 많이 남아 있을 것이다.
그러므로 과거부터 유지되어 온 도시형태속에 남아있는 역사적 흔적을 구체적으로 밝혀냄으로써 특정시대의 문화재로서만이 아니라 풍납토성을 이루고 있는 역사문화환경의 다양한 역사적 층위를 분석해내는 연구가 요구되는 시점이다.
따라서 본 연구의 목적은 풍납토성 일대의 시대적 층위를 다양화시키는 측면에서 근현대화 과정을 겪기 이전의 조선시대 풍납토성 일대의 도시형태적 특성을 미시적으로 고찰하고, 이를 한성백제기의 풍납토성의 도시형태와 비교 연구하는 것이다.
연구 결과 조선시대의 풍납토성은 여전히 한강과 매우 밀접한 관계를 맺고 있었을 뿐만 아니라 주거지로서 주요한 삶터였고, 도요업의 기능을 갖춘 비교적 번성한 촌락이었다는 사실이다. 뿐만 아니라 한성백제부터 이용되던 도로가 확인되었는데 이 도로는 조선시대 토성내부의 high street로 한성백제기의 지형을 반영하여 조성되어 있고 토성내부 도시형태에 영향을 미쳤으며 광역적으로는 주변지역을 연계하는 기능을 오랫동안 유지해왔다는 것이다. 두 시대간 형태적 관계고찰을 통해서는 하천, 등고선, 지목, 필지형태, 발굴조사 자료 및 기타 사료를 통해 풍납토성 성벽의 전체적인 형상과 문지를 추정할 수 있었으며, 일부 면적인 발굴유구배치도를 미시적으로 살펴본 결과 조선시대 도시형태와 한성백제 도시형태 사이에는 형태상 일치하거나 맥락적 상관성이 매우 높은 것으로 확인되었다.

Pungnaptoseong Fortress is an area grabbing attention as Wiryeseong, the capital of Baekje at the earliest stage. However, most of the historical resources of Pungnap-toseong Fortress has remained in the condition of buried cultural properties, and the area of its inside including the ramparts is almost 880,000㎡. As its inside/outside is all built up as residential area, there are sharp conflicts between preservation and development. The conflicts and their measurements regarding management of Pung-naptoseong Fortress give priority to issues on cultural heritage and compensation for excavation site of the Hanseoung Baekje era, whereas little concern on investigating its place values tends to be paid.
Pungnaptoseong Fortress is not only a core cultural asset of Hanseong Baekje period, but also an urban environment together with people till today. Even though cities are continuously changing in the development cycle such as formation-development-decline-regeneration, contrary to the rapidly changing landuse, some historic and cultural environments like natural environment, street, and plot are not changing easily. In the urban form of traditional society before modernization, there would be much more elements continued from Hanseong Baekje period.
Thus, it would be necessary to have researches on the analysis of various historic layers of historic and cultural environment composing Pungnaptoseong Fortress, by concretely revealing the historical traces remaining in the urban form kept from the past.

In the results of the study, Pungnaptoseong Fortress of the Joseon Dynasty period was a relatively prosperous village equipped with the function of pottery manufacturing as a residential area for main livelihood, on top of close relation with Han River. Moreover, there was a street used from Hanseong Baekje period, which has reflected the topography of Hanseong Baekje period, had influence on the urban form of the internal fortress, and maintained the function of connecting surrounding areas, as a high street inside of the fortress of the Joseon Dynasty period. Through the consideration of the formative relation between those two different time periods based on data such as river, contour, land category, plot form, excavation, and other historical materials, it was able to estimate the whole shape and gate sites of Pungnaptoseong Fortress. In the results of microscopically examining the excavated remains plan for some areas, the urban form of the Joseon Dynasty period has much formative accord or high contextual correlations with the urban form of Hanseong Baekje period.
