일제강점기 낙동교(洛東橋) 건설과 낙동강 하류부 교통로의 변화 (Construction of Nakdong Bridge(洛東橋) during the Japanese colonial period and changes in the transportation route in the lower the Nakdong River)

초록

본 연구는 일제의 조선 개발정책의 일환으로 추진되었던 ‘낙동교’ 건설이 낙동강 하류지역 교통망에 미친 영향을 살펴본 것이다. 1933년 개통된 낙동교는 경상남도 동래군 구포와 김해군 대저를 연결하는 다리로, 낙동강 수운을 주요한 교통로로 이용하던 낙동강 하류부 지역민들의 줄기찬 요구 속에서 조선총독부의 ‘낙동강 개수공사’와 ‘궁민구제사업’을 직접적 계기로 실현되었다. 낙동교의 가설로 동래군 구포와 김해군을 경유하는 3등도로인 부산-영산선이 완성되었는데, 이로써 낙동강 ‘수운’ 중심이던 낙동강 하류지역의 교통로는 ‘육운’ 중심의 근대적 교통로로 바뀌었다.
이상의 부산-영산 간 도로와 낙동교 건설 사례를 보면, 일제강점기 지선 도로와 교량의 건설과 같은 지역 단위의 근대적 교통로 건설은 굉장히 더디게 진행되었다. 그 과정에서 이를 요구하는 지역민들의 다양한 목소리가 크게 작용하기는 했으나, 이보다는 하천 개수사업이라든가 궁민구제사업과 같이 조선총독부가 추진한 지배정책이 결정적인 계기가 된 측면이 크다. 1930년대 일제의 긴축재정 기조 속에서 진행되었던 조선의 지역 개발사업들은 대체로 지방비와 지역민의 저임금·고강도 부역으로 완성되었는데, 그것이 지역사회에 가져다 준 혜택 또한 민족별, 계급별, 거주지별로 균일하지 않았다.

영어초록

This study examines the impact of the construction of the Nakdong Bridge, which was promoted as part of the Japanese colonial development policy, on the transportation route in the lower the Nakdong River. The Nakdong Bridge, which opened in 1933, is a bridge connecting Gupo, Dongrae-gun, and Daejeo, Gimhae-gun, Gyeongsangnam-do. It was realized as a direct result of the ‘Nakdong River Improvement Project’ and ‘Poverty Relief Project’ of the Japanese Government-General of Joseon, amidst the persistent demands of the residents of the lower the Nakdong River who used the waterway of the Nakdong River as their main transportation route. With the construction of the Nakdong Bridge, the Busan-Yeongsan Line, a third-class road that passed through Gupo, Dongrae-gun and Gimhae-gun, was completed, and the transportation route in the lower the Nakdong River, which had been centered on the ‘water transport’ of the Nakdong River, changed to a modern transportation route centered on ‘land transport.’ Looking at the above cases of the construction of the Busan-Yeongsan Line and the Nakdong Bridge, the construction of regional modern transportation route, such as the construction of branch roads and bridges during the Japanese colonial period, progressed very slowly. In the process, the voices of local residents demanding this played a significant role, but more than that, the ruling policies of the Japanese Government-General of Joseon, such as river improvement project and Poverty Relief Project, were a decisive factor. These local development projects, which were carried out in the 1930s amidst the austerity fiscal policy of the Japanese Empire, were mostly completed with local government funds and low-wage, high-intensity labor of local residents, and the benefits they brought to the local community were also not uniform by ethnicity, class, or place of residence.
