초록

한국의 인권운동과 민주화운동은 1970년대와 80년대에 독일 및 세계교회와의 에큐메니컬 협력을 통해 큰 힘을 얻었다. 에큐메니컬 정보 네트워킹은 국내의 인권상황을 신속하게 해외에 알리는 역할을 함으로써 국제사회로부터 독재정권에 대한 정치적 압박을 효과적으로 행사할 수 있었다. 또한 기층 민중의 생존권을 보장하고, 주민들의 비판적인 정치의식을 고양시켜 그들을 조직화하는 데 기여한 각종 연구 및 교육프로그램들은 독일교회의 지속적이고 다양한 재정지원이 없었으면 수행이 대단히 어려웠을 것이다. 또한 진보적인 지식인들의 반독재 정치투쟁도 수감된 인사들과 해직교수 가족들에 대한 재정지원을 통해 그들의 고통을 덜어주지 않았더라면 장기적인 투쟁을 벌여나갈 수 없었을 것이다.
그러나 한·독간의 에큐메니컬 협력은 결코 일방적인 수혜관계가 아니었음을 주목할 필요가 있다. 도로테아 슈바이처는 한국교회의 인권운동과 민주화투쟁을 이끌었던 성직자들과 교수들 그리고 사회운동가들이 극심한 탄압 속에서도 굴하지 않는 용기와 신앙을 보여준 것에 감동받았으며, 독일교회와 기독교인들이 배워야 한다고 증언했다. 안병무․서남동․박형규․김관석 등 그가 가까이 알고 지냈던 한국 친구들의 헌신적인 투쟁을 가까이서 보지 않았더라면 슈나이스는 그렇게 열정적으로 한국의 민주화운동을 돕지 않았을지도 모른다. 민중신학에 대한 독일교회와 신학자들의 관심과 경의는 여러 권의 민중신학 소개서들이 출간되었고 하이델베르그 대학에서 민중신학에 대한 강의가 개설된 것을 통해서도 확인할 수 있다.
70년대 초까지만 해도 한국의 기독교에 별 관심이 없던 독일인들은 유신체제에 대한 진보적인 한국 기독교 인사들의 헌신적 투쟁에 관심을 갖기 시작했다. 결정적인 전기를 가져온 것은 1976년 3월 1일의 민주구국선언사건이었다. 구속된 18명의 기독교 인사들의 석방을 위한 독일교회의 광범위하고 적극적인 구명운동과 구속자 가족을 돕기 위한 모금운동이 전개되었다.
당시 김대중과 함께 구속되었던 이해동 목사는 이 사건을 정치인 김대중과 재야세력을 묶어준 중대한 의미를 가진 사건이라고 규정지었다. 이것을 김대중 구명운동과 관련하여 덧붙인다면 이 사건은 김대중을 한국 기독자민주동지회의 네트워크에 연결시킨 사건이기도 했다. 이미 1975년까지 김관석․지명관․김용복․오재식 등으로 구성된 민주화운동 정보 네트워크가 WCC의 지원 하에 세계적인 네트워크로 확장되었고, 여기에 아주 탁월한 메신저로서 독일인 선교사 슈나이스가 가담함으로써 국내의 한국 민주화운동을 지원하는 환상적인 해외 정보 및 지원 네트워크가 갖춰졌다. 1980년 광주 민중항쟁과 이른바 ‘김대중 내란음모사건’ 이후 5월 광주에 대한 해외에서의 연대와 김대중 구명운동은 이 네트워크를 기반으로 효율적으로 이루어질 수 있었다.

The human rights movement and democratization movement in Korea gained great strength in the 1970s and 80s through ecumenical cooperation with German and international churches. Ecumenical Information Networking was able to effectively exert political pressure on the dictatorship from the international community by quickly notifying the human rights situation in Korea to overseas. In addition, the various research and educational programs that have contributed to securing the right to live among the lower classes and organizing them by raising critical political consciousness of the residents would have been very difficult without the continuous and diverse financial support of the German church.
In addition, the anti-dictatorship political struggle of progressive intellectuals would not have been possible for a long-term struggle if they had not relieved their suffering through financial support for the political prisoners and the families of dismissed professors. However, it is worth noting that the ecumenical cooperation between Korea and Germany was never a one-sided beneficiary relationship. The German missionary Dorothhea Schweitzer was touched by the courage and faith of the pastors, professors, and social activists who led the Korean church's human rights movement and struggle for democracy, despite intense oppression, and testified that German churches and Christians should learn from this courage and faith of the Koreans. If he hadn't seen the devoted struggles of Korean friends he had known close to, such as Ahn Byung-moo, Seonam-dong, Park Hyung-gyu, and Kim Kwan-seok, another German pastor Paul Schneiss might not have been so passionately helping the democratization movement in Korea. German churches and theologians expressed deep interest and respect for Korean Minjung Theology.
Germans, who had little interest in Korean Christianity until the early 1970s, began to take interest in the devoted struggle of progressive Korean Christians against the Yushin system. It was the Declaration of Democracy on March 1, 1976 that brought the decisive momentum. The German Church's extensive and active life-saving campaign for the release of 18 arrested Christians and a fundraising campaign to help the political prisoner's families took place.
Pastor Lee Hae-dong, who was arrested with Kim Dae-jung at the time, defined the case as an event of great significance that united the politician Kim Dae-jung and the “Jaeyaseryeok”(opponent forces). If you add this in connection with the Kim Dae-jung lifesaving movement, this incident was also the case that linked Kim Dae-jung to the network of the Korean Christian Democratic Comrades. Until 1975, the democratization movement information network consisting of Kim Kwan-seok, Ji Myung-gwan, Kim Yong-bok, and Oh Jae-sik was expanded to a global network under the support of the WCC, and German missionary Schneiss joined the network as a very excellent messenger to support the Korean democratization movement in Korea. It became a fantastic overseas information and support network. After the 1980 Kwangju People's Uprising and the so-called “Kim Dae-jung Civil Conspiracy Incident”, solidarity with Gwangju in May and the Kim Dae-jung life-saving campaign could be efficiently implemented based on this network.
