고려시대 交州道의 형성과 변천 (Formation and Transition of Gyo-Ju-Do (Administrative District) in Goryeo Dynasty)

초록

고려시대 交州道는 交州·春州·東州와 그곳에 소속된 속현들을 관할하던 5道의하나였다. 교주도가 형성되고 변천되는 과정을 살펴보면, 지역적으로 인접했던 東界 와 밀접한 연관성이 있었음을 알 수 있다.
교주도와 동계는 朔方道에서 비롯되었다. 995년(성종 14)에 지방제도 개편으로道制가 실시될 때, 10道의 하나였던 삭방도는 7州 62縣을 아우르는 영역으로써지금의 함경도와 강원도 일대를 관할하였다. 삭방도 관내의 安邊都護府를 중심으로각 州縣이 이곳에 소속되었지만, 도 단위 차원에서도 租賦 및 외관감찰 업무를 담당하던 轉運使와 군정업무를 총괄하던 兵馬使가 병존하였다.
삭방도는 이후에 동계와 春州道로 분화되었다. 교통체계의 편의를 고려해서 태백산맥을 기준으로 嶺東은 동계로 남겨두고 嶺西는 남도화한 조치였다. 남도화 된춘주도에는 監務나 按察使를 파견하여 동계와 구별하였고, 춘주를 安陽都護府로승격하기에 이른다.
그러나 안양도호부는 1217년(고종 4) 거란유종의 침입과 1253년 몽골군의 5차침입에 막대한 피해를 받게 되었다. 이는 곧 안양도호부의 강등과 도의 명칭변화로이어졌다. 고종대 춘주도-교주도-동주도-교주도로 잦은 명칭변화가 발생했던 것은외적의 침입으로 인해 도내의 중심지들이 陞降을 거듭했기 때문이었다. 결국은 상대적으로 전란의 피해가 적었던 교주를 교주도의 중심으로 삼으면서, 이때부터 교주도는 확고한 도의 명칭으로 자리 잡게 되었다.
이후 교주도의 위상이 변화하게 된 계기는 원의 雙城摠管府가 설치되어 동계가대규모로 축소되면서 부터이다. 동계의 축소로 인해 교주도는 고려의 실질적인 군사접경지대가 되었고, 충선왕대 교주와 동주는 새로운 거점지역으로 주목되어 각각淮陽府와 鐵原府로 승격되었다. 특히 회양부의 鐵嶺은 군사적 要害地로서 중시되었는데, 이에 따라 도의 명칭을 ‘淮陽道’라고 부르기도 했다.
아울러 동계가 축소되면서 영동의 江陵道와 영서의 교주도를 통합·운영하는 양상도 보였는데, 사안에 따라 ‘東界交州道’, ‘江陵交州道’, ‘交州江陵道’ 등으로 통합하여 按廉使나 計點使를 파견하였다. 나아가 1356년(공민왕 5)에 쌍성총관부를 수복하고 동계가 그 이전보다 크게 확장되자 철령을 기준으로 남쪽에 위치한 강릉도일대까지도 남도화 되는 양상을 보인다. 그리고 마침내 1388년(우왕 14)에는 영동과영서를 병합하여[幷嶺東西] 교주강릉도로 일원화하고 동시에 兩府大臣의 都觀察黜 陟使를 파견함으로서 확고한 도 단위로 정착하게 되었다. 이로서 교주강릉도는 고려말 조선초를 거치면서 강원도로 변천할 수 있는 계기를 마련하였다.

In Goryeo Dynasty, Gyo-Ju-Do(Administrative District) was one of the five local governments that had jurisdiction over Gyo-Ju(交州), Chun-Ju(春州), Dong-Ju(東州) and local administrative areas under the districts. The formation and transition of such Gyo-Ju-Do are closely related to the geographically adjacent Dong-Gye(Eastern Border).
The origin of Gyo-Ju-Do and Dong-Gye(Eastern Border) is derived from Sakbang-Do(朔方道). Sakbang-Do is one of the 10 administrative areas when Do-system(Local Administrative Area System) was implemented as the part of local system reorganization in 995(14thyear of King Seongjong). Sakbang-Do is a region which covers 7 states and counties and it had jurisdiction over current Hamgyong-Do Province and Gangwon-Do Province. While each state and country belonged to Sakbang-Do centering on Anbyeon Dohobu(安邊都護府, Local Administrative Organization), Jeonun-sa(轉運使) who was in charge of taxation and inspection and Byeongma-sa(兵馬使) in charge of military administration co-existed in a provincial unit level.
Later, Sakbang-Do was divided into Dong-Gye(Eastern Border) and Chun-Ju-Do(春州道). After the division, Yeongdong was remained to be Dong-Gye while Yeongseo became the southern province. After becoming the southern province, Chun-Ju-Do was differentiated from Dong-Gye as Gammu or Anchal-sa was dispatched to Chun-Ju-Do. Also, the center of the Chun-Ju-Do was Anyang Dohobu(安陽都護府) which was promoted from Chunju.
However, Dong-Ju and Anyang Dohobu were defeated after the invasion of Khitan in 1217(4thyear of King Gojong). Furthermore, Dong-Ju and Chung-Juwere massively damaged and demoted after 5th invasion of Mongolian military in 1253. This led to change in name of Do-system(Local Administrative Area System). During the King Gojong period, the names were frequently changed from Chun-Ju-do, Gyo-Ju-Do, Dong-Ju-Do, to Gyo-Ju-Do because of the repeated promotions and demotions of provincial centers due to invasion of the foreign enemies. As a result, Gyo-Ju which had relatively less damage from the war became the center of Gyo-Ju-Do and Gyo-Ju-Do became the definite name of the province.
Later, the status of Gyo-Ju-Do started to change when Ssangseong Chonggwanbu(雙城摠管府) was established and Dong-Gye was largely reduced.
Due to reduction of Dong-Gye, Gyo-Ju-Do became the practical military border of Goryeo. In King Chungson period, Gyo-Ju and Dong-Ju were spotlighted as the new local base and got promoted to Hoeyangbu(淮陽府) and Cheorwonbu(鐵 原府) respectively. Especially, Cheollyeong of Hoeyangbu was regarded as the strategic military point and got the name ‘Hoeyang-Do(淮陽道)’.
In addition, after the reduction of Dong-Gye, Yeongdong’s Gangneung-Do and Yeongseo’s Gyo-Ju-Do carried out united operation. They were integrated to ‘Dong-Gye Gyo-Ju-Do(東界交州道)’, ‘Gangneung Gyo-Ju-Do’, or ‘Gyo-Ju Gangneung-Do’ under discussion and they were operated by dispatching Anryeomsa(按廉使) or Gyejumsa(計點使). In 1356(5th year of King Gongmin), Ssangeong Chonggwanbu was recovered and Dong-Gyegot expanded. In response, the Gangneung-Do regions located in the southern side of Cheollyeong became the southern province. In 1388(14th year of King U), Yeongdong and Yeongseo were finally integrated and unified into Gyo-Ju Gangneung-Do. At the same time, Dogwanchal Chulchuk-sa(都觀察黜陟使) of Yangbu Daeshin(兩府大 臣) was dispatched and it became a definite provincial unit. From late Goryeo Dynasty and early Joseon Dynasty, Gyo-Ju Gangneung-Do arranged the grounds for changing into Gangwon-Do.
