영화 레지던시 프로그램 활성화 방안 연구: 부산 인터시티 레지던시를 중심으로 (A Study on how to activate the Film Residency Program: Based on the Busan Intercity Residency)

초록

예술가 후원제도(Patronage)가 생소한 우리나라 실정상, 국내에서 기획된 아티스트 레지던시 프로그램(ARP)은 민간이나 개인보다는 국가나 지자체가 실적 위주로 진행한다. 이러한 상황 속에서 영화 ARP는 다른 여타 예술 장르에서 시행되는 다양한 ARP 중에 가장 주목받지 못했다. 영화 ARP는 투여되는 노력에 비해 성과가 미진하며 단기간 레지던시 개념에 부합하지 않기에 지자체에서도 꺼리는 것이다. 지금까지 우리가 경험한 영화 ARP는 주로 영화제의 부속 프로그램으로 시행되는 경우가 대부분이었다. 영화제의 한 섹션으로 기획했던 마스터클래스나 워크숍 형태의 초단기 ARP는 실제적인 효과를 거두기 힘들며, 생색내기에 불과한 경우도 비일비재하다. 영화제가 시행하는 ARP는 영화인들 끼리의 네트워크 형성에 이바지할 수 있다는 장점이 있다.
하지만 기존 제도에서는 소규모의 네트워크를 넘어서는 협력 체제를 구축하 기가 힘들다. 이와 달리 부산독립영화협회의 인터시티 ARP는 기존의 폐쇄적인 네트워크 구축 방식을 뛰어넘는다. 우리가 영화(산업, 아카데미, 인적 교류 등) 를 통해 바라마지않던 네트워크 형성은 도시 간 레지던시 교환 프로그램의 주 요 결과물이 될 수도 있다. 부산 인터시티 ARP가 좀 더 발전적인 모습으로 도약한다면 부산은 세계 도시들 사이(inter-city)의 가교로 자리매김할 수 있을 것이며, 이는 부산이 영화 창의도시를 통해 이루고자 한 목표와 명백히 공명한다.

영어초록

Korea has been implementing artist residency programme(ARP) in earnest since the turn of the millennium, but ARP have a long history of supporting the arts. While the original purpose of ARP was to develop individual artists’ capabilities, strengthen their professionalism, and provide them with material benefits regardless of the outcome, we mainly use it as an opportunity for urban regeneration to prevent slums in underdeveloped urban areas. In Korea, where the patronage system for artists is unfamiliar, ARP organised in Korea are more outcome-oriented by the state or local governments than by private individuals. As a result, Film ARP have been the least prominent and least active among the various ARP in other artistic genres. Local governments are also reluctant to support Film ARP because the results are not worth the effort and they do not fit the concept of short-term residencies. However, overseas, Film ARP are implemented in a variety of ways, and the success of the residency is not judged by the submission of a film. Most of the Film ARP we have experienced so far have been implemented as an adjunct programme to a film festival. Very short-term ARP in the form of master-classes or workshops that are planned as part of a film festival are rarely effective, and are often little more than a gimmick. From now on, Film ARP should focus on incubating ideas rather than producing a final product.
Meanwhile, the ARP fellows who benefit from the festival strengthen their networks among themselves, which in turn leads to trust and loyalty to the festival. However, while the festival's ARP can contribute to the formation of networks among film-makers, it is difficult to build a system of cooperation beyond this. The Busan Independent Film Association's Intercity ARP, on the other hand, goes beyond the existing closed network. It takes a multidisciplinary network to send selected people through the Intercity ARP to the cities where they have exchanges to complete their work. The formation of networks that we hope for through film (industry, academy, human exchange, etc.) can also be a major outcome of intercity residency exchange projects. If the Busan Intercity ARP takes off in a more developed form, Busan will be able to position itself as an inter-city bridge between cities around the world, which clearly resonates with what Busan aims to achieve through the Creative City for Film.
