초록

<고을덕묘지>는 조부 高夸가 영류왕대에 이르러 遼東城褥薩·對盧·評臺之職 등의 고관에 올랐다는, 문헌사료에서는 그동안 전혀 살필 수 없었던 사실을 전하고 있다. 이러한 새로운 사실들을 자료로 삼아 고구려 후기 정치사의 주요 문제인 영류왕의 왕권과 연개소문 정변의 관계에 대해 살펴보았다.
이전까지 하위의 관에 머물고 있던 고과는 영류왕대에 고관에 올랐다. 이러한 정치적 성장은 유력 귀족가문들이 대를 이어 권력을 분점해오고 있던 상황 속에서 이루어졌다는 점에서, 영류왕이 그를 신임하고 후원했음을 알 수 있다. 영류왕은 고과와 같이 정치 권력에서 소외되어 있던 이들을 발탁하여 자신의 친위세력으로 키워나갔던 것이다.
고과의 관로가 열리게 된 계기가 垧事에 있었다는 것은, 영류왕이 즉위 초부터 馬政으로 대표되는 군사적 대비책의 정비에 힘을 쏟았음을 알려준다. 家業으로 牧馬의 실무 지식을 습득해온 고과를 발탁함으로써 마정의 충실을 의도했던 것이다. 점차 노골화되고 있던 唐의 위협도 국왕의 친위세력이 성장하는 기회였다. 요동성은 西邊의 大城이자 對唐 방어의 중심 거점으로, 고위 무장이 욕살에 올라 중앙군을 포함한 1만의 정병을 지휘하며 이 곳을 관장하였다. 이런 자리에 고과가 올랐다는 것은 영류왕이 어느덧 고위 무장으로 성장한 친위세력을 통해 군권을 장악해 나가고 있었음을 보여준다.
고과의 최종 관, 평대의 직은 漢代 이래 국정 운영의 중추였던 尙書省의 관인을 가리킨다. 이를 통해 우리는 고구려 후기 정치제도의 새로운 면을 살필 수 있다. 현안에 대해 타당성을 검토하고 판단한 의견을 올리는 상서에 비견되는, 고구려의 관이 있었다는 사실이다. 이른바 상위 5관이 주요 정무를 담당하며 그 처리를 주관하였고, 고구려의 상서는 이들 사안의 검토와 의견 표명을 통해 국왕에게 정무적 판단을 제공하였다. 친위세력인 고과에게 상서의 일을 맡김으로써, 영류왕은 유력 귀족들로 이루어졌을 상위 5개 관의 자의적인 정무 처리를 차단하고 국정 운영에 왕권을 행사해 나갈 수 있었다.
연개소문이 부친 淵太祚의 권력을 그대로 잇지 못하고 임시·대리의 직위인 攝職에 머물렀던 연유가 여기에 있었다. 영류왕은 연씨 일가의 권력 계승을 가로막고 국정 운영의 주도권을 되찾으려 했던 것이다. 그러나 불만을 품은 연개소문이 정변이라는 비상한 조치를 통해 역습에 나섬으로써, 영류왕이 의도했던 왕권의 재확립은 그것이 정점에 올랐던 바로 그 시점에 실패로 끝나게 되었다.

영어초록

The Epitaph of Go Euldeok tells a fact that his grandfather, Go Gwa(高夸) held high officials such as Yoksal of Liaodong Fortress(遼東城褥薩), Daero(大盧), and Pyeongdae(評臺) during the reign of King Yeongnyu, and it has not been grasped through any other historical documents. Based on these new facts, this article aims at examining the relationship between King Yeongnyu’s royal power and Yeon Gaesomun’s Coup, which is a major issue in the political history of the late Koguryeo.
Go Gwa, who was previously a low-ranking official, was promoted to a highranking official during the reign of King Yeongnyu. His political growth took place in a situation where influential noble families had shared power from generation to generation, and this shows King Yeongnyu’s trust and support for him. King Yeongnyu selected those who were alienated from political power like himself and made them as his own allies.
The opportunity that made Go Gwa pave the way to promote was Sangsa(垧事), which means that from the beginning of King Yeongnyu’s accession, the king devoted himself to the maintenance of military preparations represented by horse administration(馬政). It was intended to be faithful to horse administration by selecting him, who had acquired practical knowledge of breeding horses as a family business. The increasing overt threat of Tang(唐) also provided an opportunity for the king’s allies to grow. Liaodong Fortress was a large fortress on the western border and a central base for defense against the Tang. A high-ranking military commander held Yoksal and commanded 10,000 troops, including the central army, and took control of the fortress. The fact that Go Gwa held such an official shows that King Yeongnyu was gaining control of the military power through the allies who had grown to become a high-ranking military commander.
Go Gwa’s last official post, Pyeongdae, refers to the official in Sangseoseong(尙書 省), which played pivot role in state affairs since the Han Dynasty. This reveals a new aspect of the late Koguryeo political system. It shows the aspect that there was a government office in Koguryeo comparable to Sangseo, who checks the validity of pending issues and posts opinions. The so-called top five officials were in charge of major political affairs and supervised the handling, and Sangseo of Koguryeo provided political judgment to the king by examining these issues and expressing their opinions. By entrusting Sangseo to Go Gwa of his allies, King Yeongnyu was able to prevent top five officials made up of influential nobles from arbitrary handling of state affairs and exercise his royal power in the administration of state affairs.
This is the reason why Yeon Gaesomun was unable to continue the power of his father Yeon Taejo(淵太祚) and stayed in temporary, and substitute position, Seopjik(攝 職). King Yeongnyu’s intention was to block the succession of power of the Yeon family and regain the initiative in state affairs back. However, the dissatisfied Yeon Gaesomun counterattacked through an extraordinary measure called a coup, and thus the reestablishment of the royal power of King Yeongnyu ended in failure at the very point when it reached its peak.
