평원왕대 정국 운영의 특징과 그 함의 (Characteristics of Governmental Management during the Reign of King Pyongwon and Its Implications)

초록

평원왕이 즉위하면서 고구려는 양원왕대의 혼란을 극복하고 대내외적인 안정을 이루어나갔다. 평원왕은 前王인 양원왕과는 서로 父子之間이지만 그 정치적인 운영에 있어서는 차이가 발견된다. 평원왕 즉위 후 주목할만한 변화는 대내적인 측면에서 졸본의 시조묘 제사가 행해졌다는 것과 대외적인 측면에서 양원왕대와는 다른 對中外交가 추진되었다는 점이다. 양원왕대 고구려는 北朝와만 對中交涉을하였다. 그런데 평원왕이 집권하면서 고구려의 대중교섭은 남북조와 동시에 외교하였다. 이렇듯 고구려의 對中外交의 경향은 시기별로 차이를 보이는데 공교롭게도 시조묘 제사를 행했던 안장왕과 평원왕대의 대중교섭이 南朝와 더 빈번하게 행해지는 것을 확인할 수 있었다. 그런 점에서 평원왕대 시조묘 제사와 對中外交의 변화가 평원왕대 정국 운영과 특히 정치세력의 변화와 밀접한 관련을 갖는다는것을 제기하였다.
왕위계승전을 경험하고 즉위한 양원왕대 고구려는 대내적으로는 정치세력간의 갈등과 반란을 대외적으로는 돌궐의 침입과 한강 유역의 10성을 신라에게 빼앗기는 굴욕을 당하였다. 그러한 상황에서 즉위한 평원왕은 양원왕대의 정국 운영의 혼란을 극복하고 점증하는 북방에서의 전쟁 위협을 방비하고자 하였다. 그러한 노력의 일환으로 평원왕은 즉위하여 양원왕대 왕위계승전에서 패배한 舊都의 細群 세력을 위무할 필요가 있었다. 평원왕은 졸본 지역과 연관있는 온달과 관련 정치세력들을 등용하였다.
특히나 온달은 평원왕의 사위가 되어 後周와의 전쟁에서 선봉장이 되어 전쟁을 승리로 이끌 정도로 뛰어난 장수였다.
평원왕은 졸본 지역을 위시한 舊都 지역의 정치세력들을 위무하고 평원왕 정권에 협력을 추진하기위해 졸본의 시조묘에 제사하였다. 시조묘 제사 후 평원왕은 돌아오는 길에 환도성 반란에 연루된 세력들을 사면함으로써 평원왕 정권에 협력할 수 있는 지원세력을 확보하고 그럼으로써 점증하는 북방세력의 위협에 대비할 수 있었을 것이다. 바로 평원왕이 舊都 지역의 정치세력을 위무하고 제휴하는과정에서 선택되었던 방식이 졸본의 시조묘 제사였으며, 그들과의 제휴는 對中外交의 교섭이 남조까지도 확산하게 하는 動因으로 작용했을 것으로 판단하였다.

영어초록

King Pyongwon overcame the chaos created by King Yangwon immediately after his ascension to the throne and achieved stability nationally and internationally.
Although he was a son of King Yangwon, there were differences in their methods of political management. Under the reign of King Pyongwon, the remarkable changes were that sacrificial rites were passed to Founder’s Shrine in Jolbon internally and a different form of diplomacy to the previous king was enacted externally. Goguryeo under the reign of King Yangwon had diplomatic relationships only with the Northen Dynasties of China. As King Pyongwon gained power, diplomatic exchanges were extended both to the Southern Dynasties as well as the Northern Dynasties. Thus, Goguryeo’s diplomatic exchanges with China differed according to the period, coincidental memorial services are performed Founder’s Shrine under the reign of King Anjang and King Pyongwon, popular exchanges were made more frequent with the Southern Dynasties. From this aspect, transferring ancestral rites to Founder’s Shrine and changes in diplomatic exchanges with China showed a close relationship with the changes in governmental management, notably, the politcal powers.
Under the reign of King Yangwon, who experienced a struggle in his ascension to the throne, Goguryeo suffered from conflicts in political power and an invasion by Dolgwol(突厥) and was deprived of ten fortresses in the Han-River Basin. King Pyongwon who ascended the throne under these circumstances, tried to overcome the chaos of political management created during the reign of King Yangwon and to prepare for the threat of war from the Northern Districts. In his efforts to do this, King Pyongwon necessarily had to pacify the Segun(細群) powers of the old capital which was defeated in the struggle for ascension to the throne. King Pyongwon appointed political powers relating to Ondal from Jolbon. In particular, as Ondal became a son-in-law of King Pyongwon, he was a leader in the war with Later- Zhou(後周) and won a victory.
King Pyongwon did ancestral rites to Founder’s Shrine of Jolbon for cooperation with the political administrative power of the old capital. On the way home after the memorial services Founder’s Shrine, King Pyongwon released the powers involved in an uprising in Hwandosung(丸都城) to secure supporting power so that the political power of King Pyongwon could gain cooperation and be prepared for threats from the Northern powers with increased strength. It was suggested that the method selected from the process where King Pyongwon pacified the political power from the old capital and gained cooperation was passing the ancestral rites to Founder’ s Shrine in Jolbon, and exchanges due to this would work as motivation to extend diplomatic exchanges even to the Southern Dynasties.
