In the ninth month of the fifth year(1088) of the reign of King Sônjong, the Koryô embassy requested that the Liao court abandon its plan to establish a border market［Kakchang or Ch'ü-chang(榷場)］at the east side of Amnok(Yalu) River. In its letter, Koryô reminded the Liao court of their 994 agreement regarding the matter, and accused the Khitans of several previous border violations.
The Khitans had made continuous attempts to establish trading installations at the east side of Amnok River for both economic gains and political leverage in its relations with Koryô. On the other hand, the Koryô court opposed the Liao plans to establish a trading market in the Amnok area. At the time, the Liao court demanded investigations of its borders with Koryô as the border between Koryô and the Khitans was not clearly drawn at the time. This was not a simple matter of settling a border dispute but rather a Liao attempt use the issue to put pressure on Koryô as it sought further development in its relations with Sung China.
Profits from the trading activities at the border market belonged to the state that controlled the place. The Liao would have retained all the profits from the commercial activities if it were able to establish the market at the east side of the Amnok River. Koryô was fully aware of this, and it not only opposed this Liao plan but also tried to force the Khitans out of the east side of the Amnok River altogether. Thus, this conflict over the border market between Koryô and the Liao represents one of the important issues in the complex Northeast Asian relations in the 11th century.
