라오스 보건과학대학교 국제협력개발 경험 (The experience of international development cooperation in Laos PDR)

초록

공적개발원조는 흔히 ODA (official development assistance)라는 약어로 불리며, 공여국 정부 또는 공공기관이 유, 무상 원조를 통해 수여국의 발전을 도모하는 것이다. 국제개발협력은 ODA를 포함하는 개념으로 빈곤 해결을 통해 인간의 기본권을 지키려는 국제사회의 노력과 행동을 의미한다. 교육분야 개발협력을 통하여 개발도상국들의 역량 개발이 이루어 질 수 있으며 빈곤의 탈출에 대한 근본적 해결 방안이 제시될 수 있을 것이다. 현재 의학분야에서의 국제개발협력은 상당히 활발히 이루어지고 있으나 안타깝게도 치의학 분야는 그에 미치지 못하고 있다. 따라서 이 연구를 기반으로 향후 더욱 많은 치의학 분야의 국제개발협력이 이루어 질 수 있도록 하고자 한다.
2015년 1월 5일 부터 2015년 2월 4일까지 라오스의 University of Health & Science, Faculty of Dentistry (UHS, FOD)에서 국제보건협력재단의 이종욱 펠로우십 사업의 자문관으로 다양한 교육 활동을전개하였다. 우선 학생들의 기초 및 임상 치의학 실습 교육을 자문하고 지도하였다. 교육 이전과 이후 설문조사를 통한 활동 효과 분석을 총 56명 학생 대상으로 진행하였다. 또한 UHS, FOD 교수진 면담 및 자문을수행하였다.
실습교육은 치아형태학과 치과총의치학을 대상으로 진행하였고, 설문 조사 결과 자신과 동료의 치아형태학과 치과보철학의 지식 및 수기 능력 향상에는 모두 큰 점수 향상 폭을 보여 교육을 받은 학생들은 자신들의 지식과 수기 능력이 향상하였다고 자체 평가하였다.
이번 연구를 통하여 공여국 자문관의 파견 실습 교육의 효과를 확인하였고, 이러한 활동이 수여국 대학의 교육 발전에 대한 동기 부여와 지속성 제공에 기여함을 알 수 있었다. 따라서 앞으로 수여국의 발전을 위한 치의학분야의 교육분야 개발협력이 더욱 필요할 것이다

영어초록

Official development assistance (ODA) is a project in which donating countries aim to enhance the growth of the recipient countries through grant aid and/or credit assistance. International development cooperation includes ODA, and is the actions of the international society that tries to protect basic human rights through abolishing poverty. Through combined effort in improving education, developing countries can expand their capabilities and the fundamental solution to escape from poverty may be found. These kinds of exchanges are being actively performed in medical fields, but dentistry is regrettably lagging in those aspects. Therefore this study aspires to lay the foundations for future international partnerships in dentistry.
From January 5, 2015 to February 4, 2015, acting as the advisor of the Lee Jong-Wook Fellowship, a subsidary project of the KOFIH, diverse educational activities were conducted at the Lao University of Health & Science, Faculty of Dentistry (UHS, FOD). First, instructions and counselling for basic and clinical dentistry education were carried out. Surveys were conducted on 56 subjects before and after the program to analyse the result of the educational program. Interviews and consulting with the professors of UHS, FOD were also performed.
Practical training was conducted in dental anatomy and complete denture. In a post-training survey, students who received the training showed great progress in knowledge of dental anatomy and prosthodontics, self-evaluating themselves and their peers to have grown in their capabilities.
Through this study the effectiveness of practical education conducted by advisors sent from donating countries and the fact that these activities contribute to the motivation and continued interest in helping the universities of the recipient country advance their educational programs were confirmed. Therefore development and cooperation in educational fields of dentistry will be increasingly in need for the progress of the recipient countries.
