조선 영조대 別遣御史의 성격 (The characteristics of ‘The Specially Dispatched Royal Inspector’ of the Joseon Yeongjo period)

초록

별견어사는 조선 영조대에 파견됐던 ‘특별한 어사’였다. 암행을 하며 수령들 비리를 염찰하기도 하고, 신분을 드러내 명행하며 재해지역 진휼을 감독하고 백성을 위로했다. 영조는 감진어사는 실효가 없고, 안집어사는 그 이름만 거창하다고 여겼다. 그래서 별견어사라는 새 명칭을 택해 실질적이고 효과적인 활약을 기대했다.
별견어사는 각종 옛 기록에서 어사를 ‘별도로 파견한다’는 뜻으로 표기한 ‘별견’ 어사 문구와는 다른 고유 직함이다. 이 때문에 별견어사는 암행어사와 별도로, 특정 임무로 파견된 일반어사를 가리키는 범칭으로 사용할 수 없다.
영조는 정미환국 직후 별견어사를 파견했다. 이광덕, 박문수, 이종성 등 젊은 탕평파 관료들이 별견어사로 파견돼 영조의 덕의를 백성에게 직접 전하며 재해지역을 진휼했다.
암행 업무는 암행어사만큼 철저히 수행했다. 어사 임명장인 봉서에는 암행어사처럼 암행대상 읍 명단이 들어있었다. 영조는 별견어사가 염찰대상 이외 읍까지 살펴, 봉고하고 파직 장계 올릴 것을 지시했다. 암행어사도 함부로 할 수 없는 일이었다.
별견어사의 인선 작업은 암행어사와 달리 공개리 진행됐다. 또 진휼 재원 마련을 위해 임명후 임지로 바로 떠나지 않고 며칠씩 머물며, 대신 및 영조와 업무를 협의했다.
별견어사는 일반어사와 암행어사의 기능, 모두를 소홀히 할 수 없다는 영조의 특별한 의지에서 비롯된 어사였다. 별견어사는 영조대 후반부터 암행어사의 일반어사 업무 관할이 심화되면서 사라지게 됐다고 보인다.

영어초록

The Specially Dispatched Royal Inspector was a special Royal Inspector who sent to the province for King Yeongjo period of the Joseon. During the trip, he secretly inspected the corruption of the local official and revealed his identity, supervised the disaster area, comforted the people. Yeongjo thought that Gamjin-eosa was ineffective, and that the name of Anjip-eosa was only grand. Therefore, he chose the new title of ‘Byeol Gyeon–eosa(The Specially Dispatched Royal Inspector)’ and expected a practical and effective performance.
Through this, it can be seen that the Byeol Gyeon–eosa cannot be used as a name referring to the general Royal Inspector dispatched for a specific mission other than the Secret Royal Inspector. The phrase ‘Byeol Gyeon–eosa’ which is frequently seen in historical records is merely an idiomatic expression of ‘separately sent Royal Inspector’.
King Yeongjo sent ‘The Specially Dispatched Royal Inspector’ shortly after ‘Jeongmi political change’. Young Tangpyeong officials, including Lee Kwang-deok, Park Moon-soo, and Lee Jong-sung, were dispatched to the local area to deliver the virtues of King Yeongjo directly to the local people.
His the secret service was as thorough as the Secret Royal Inspector. Bongseo, a certificate of appointment for Royal Inspector, contained a list of villages subject to secretly inspect, just like the Secret Royal Inspector. King Yeongjo ordered that secretly take a look at the town other than a list of villages subject to secretly inspect. It was impossible for even the Secret Royal Inspector to do so.
The selection process of The Special Dispatch Royal Inspector was carried out in public, unlike the Secret Royal Inspector. He did not leave for his post immediately after his appointment, but discussed his work(famine relieving etc.) with Yeongjo as well as the Joseon ministry. He were quite different from the Secret Royal Inspector who the appointment process and destination is in secret.
The word ‘The Specially Dispatched Royal Inspector’ was derived from King Yeongjo's special will to not neglect all of them, including the function of general Royal Inspector and Secret Royal Inspector.
Since the late Yeongjo period, Secret Royal Inspector’s jurisdiction over General Royal Inspector function is intensified, Byeolgyeon-eosa seems to have disappeared.
