성종 대 匿名書와 그 특징 (Ikmyeongseo and the Characteristicin the King Sengjong’ period)

초록

垂簾聽政하는 貞熹王后는 韓明澮 등 勳戚을 政曹 판서 겸 판서로 내세워, 강력해진 勳舊를 견제하며, 국정 운영을 주도하려 하였다. 그가 육조직계제로 정책 결정을 주도한 것과는 달리, 훈척을 임명하여 훈구를 견제하려는 것은 처음부터 능력이나 數的인 면에서 무리였다. 훈척이 행한 인사 비리가 드러났지만, 대비는 좌리공신을 책봉하면서까지 그들 중심의 인사 방식을 고수하였다. 불공정한 인사는 반복되었고, 그 때마다 대간이 매번 極論하였다. 신랄하게 논박하는 대간의 언론을 저지하려는 목적으로 성종 4년 6월 吳百昌이 成俊을 비방한 첫 번째 匿名書 사건이 발생하였다. 이어진 성준이 오백창을 비방한 익명서 사건과 특히 대비 一門에 대한 불공정 인사와 그들의 비리를 비난한 익명서 사건은 대비와 성종에게 큰 부담이 되었고, 훈구의 인사 전횡을 부추기는 빌미가 되었다. 성종도 훈구를 견제하기 위해 훈척과 무신들을 청직·요직에 임명하였다. 그러나 그는 인사 전횡이나 업무에 태만했던 신료들을 강단 있게 처벌하지 못하였다. 이 같은 인사 문제로 공적 국정 운영에 기반하고 있는 대비나 성종의 權威가 弱化되었다. 그로 인해 宮禁이 엄숙하지 못하고 기강이 해이해진 상황과, 활발한 대간의 활동은 익명서 사건이 많이 발생할 수 있는 배경이 되었다.
성종 대에는 위의 사례를 포함하여 총 13건의 익명서 사건이 발생하였다. 그 익명서들의 특징은 당대 중요한 정치적 변화뿐만 아니라, 경제·사회상의 변화나 풍조의 일면을 잘 보여 주고 있었다는 것이다. 또한 여러 계층의 인물이 익명서를 의사 전달의 통로로 사용하였고, 익명서 대상자의 지위나 관계에 제한을 두지 않았으며, 익명서가 확실하게 전달될 수 있도록 장소를 대담하게 선택하였다는 것이다. 그리고 중요한 인물이 관련된 익명서가 대부분 공개되면서 작성자가 그 목적을 이루었으나, 그들도 처벌을 받았다는 것 등이었다.
성종 대에 관리의 비리나 부정에 대한 익명서가 많았던 이유는, 오랫동안 권력의 핵심에 있었던 훈척·훈구가 청탁인사로 뇌물을 받거나, 인사를 매개로 수령과 결탁하여 지방에 있는 자신들의 경제적 利權을 보호하려 하면서, 관료․지방관의 비리가 많아졌기 때문이었다. 이는 세조대 직전법을 거쳐 성종 대 관수관급제로 변하면서, 과전에서 수조권을 매개로 한 불법적인 수취가 어렵게 된 그들이 더욱 적극적으로 경제적 이득을 취하려 했던 사정과 무관하지 않은 것이었다.

The event occurred ikmyeongseo of total 13 items in addition to above case in King Seongjong’s period. As well as one side of political change that the ikmyeongseos' characteristic is important present age, and it was showing well one side of change or tendency of economy phase of life. Also, persons of several class used ikmyeongseo to passageway of communication and did not allow limitation in subject person's position or relation ikmyeongseo, and ikmyeongseo selected place fearlessly so that can be delivered certainly. And writer achieved the purpose as ikmyeongseo that important person is involved is exhibited mostly, but it is that was punished back.
For King Seongjong’s period government official's irrationality or reason which there were a lot of ikmyeongseos about injustice, huncheok․hungu that was in point of power for a long time takes payola as asking person or as personnel matters by intermediary and conspires with receipt and protect oneself economical rights and privileges in latitude, bureaucrat because there were been a lot of jibanggwan's corruptions be. As this changes by gwansugwangeupje of King Seongjong’s period through jikjeonbeop of the King Sejo’ period and they who become unlawful receiving that do sujogwon by intermediary in ghoajeon match with difficulty, were not unrelated with situation that tried to gain economical gains more actively.
