초록

본고는 김정국이 편찬한 『성리대전서절요』를 통해서 기묘사림 내부의 군주론, 군신관계론의 한 특색을 살피고자 했다.
김정국은 기묘사화 이후에 기묘사림들의 『성리대전』 연구를 계승해 『절요』를 편찬했다. 그러나 그는 지주제의 확산 속에서 몰락하는 농민들, 그리고 반정과 사화가 연쇄하는 정국 현실을 목도하면서 군주 주도의 정치론 모색 차원에서 『성리대전』에 주목했다. 이에 따라 『절요』의 체재 역시 원래 『성리대전』에서 적은 비중을 차지하고 있는 「역대」, 「군도」, 「치도」 등 정치사상 부분을 중심으로 요약하고, 군주 중심의 정치운영을 긍정하는 목차와 언설을 활용해서 요약했다. 이를 통해서 볼 때에 김정국은 『성리대전』에 담겨 있는 군주 주도의 정치론을 긍정하면서 『절요』를 편찬했음을 알 수 있다.
그리고 『절요』의 내용적인 차원에서도 군주 주도의 정치론을 강조하는 특색이 드러난다. 그는 군주론과 관련된 부분에서 그는 군주가 정무의 최고 주재자로서 대체를 장악하는 가운데, 군신 간의 협력을 촉구하는 대체군주론을 바탕으로 『절요』의 군주론을 정리했다. 실제로 그는 군주수신론을 말하면서도 그것이 실질적인 정무주재자로서 군주가 제 역할을 수행하기 위한 수단이라고 했다. 이와 함께 그는 군신관계에서도 군주의 독단에 의한 정치는 비판하면서도 동시에 신료들의 자정을 촉구했다. 이러한 입장을 바탕으로 그는 군주와 재상이 같이 정치할 것을 말했다. 그가 이상적으로 보는 재상은 경세적 자질인 재와 도덕적 능력인 덕을 겸비한 실무재상이었다. 그는 실무재상론을 통해서 관료층의 실무에 대한 자질 강화, 그리고 그 내부의 자정 촉구를 통해 관료제의 정상적인 운영을 도모했다.
요약하자면, 김정국의 『절요』는 중종 대의 정치･사회 문제를 군주권의 강화를 통해서 해결하고자 하는 발상이었던 것이었다. 그러나 이 점은 오히려 『절요』가 양반사대부 일반의 정치론으로 받아들여지지 못하고, 성리학의 테두리 내에서 군주권을 강화할 방안을 모색한 명종 대 집권세력이 주목하게 된 원인이 되었다.

영어초록

This paper tried to examine one characteristic of the relationship between the ruler and the subject through the 〈Seongri daejeonseo jeolyo〉 compiled by Kim Jeong-guk.
Kim Jeong-guk succeeded in the study of 'Seongri Daejeon'(『性理大全』) of the Gimyo sarim(己卯士林) and compiled 'Jeolyo'(『節要』). However, while witnessing the decline of peasants amid the spread of the land tenure system, and the political reality of a chain of ‘literati purges’(士禍) and ‘The Restoration of Righteousness’(反正), he paid attention to 'Seongri Daejeon' in terms of seeking a monarch-led political theory. Accordingly, the format of 'Jeolyo' was also summarized into political ideologies, which occupies a small proportion in the original 'Seongri Daejeon', and in the table of contents affirming the monarch- centered political operation and Much of the content structure was quoted. From this, it can be seen that Kim Jeong-guk compiled 'Jeolyo' while affirming the monarch-led political theory contained in 'Seongri Daejeon'.
Also, in terms of the content of 'Jeolyo', the characteristic of emphasizing the monarch-led political theory is revealed. In the part related to the monarch theory, he arranged the monarch theory of 'Jeolyo' while supposing the role of the monarch as the supreme ruler. In fact, he said that the monarch should be moral, but he emphasized that it was the means by which the monarch could function as a de facto ruler rather than constraining the monarch. At the same time, in terms of the relationship between the monarch and his subjects, he criticized the monarch's arbitrary politics, but similarly urged the rectification of the subjects' excessive media activity. Based on this position, he said that the monarch and the prime minister should govern together. His ideal prime minister was a working-level prime minister with both governmental and moral capabilities. He urged the normal operation of the bureaucracy by strengthening the qualifications of the bureaucrats in practice through the theory of practical re-employment, and by urging for self-correction within the bureaucracy.
In summary, Kim Jung-guk's 'Jeolyo' was an idea to solve the political and social problems of the reign of King Jungjong by strengthening the monarchy. However, this fact caused the attention of the ruling powers of the Myeongjong era, who sought ways to strengthen the monarchy within the framework of Neo-Confucianism, rather than being accepted as a general political theory by the yangbansadaebu.
