미·소 군정기 중국공산당 언론의 남한인식 - 1946~1948년 人民日報 기사를 중심으로 - (The Chinese Communist Press’ Understanding of South Korea under the Military Administration by the United States and the Soviet Union – Focusing on Articles in the People’s Daily (1946~1948) –)

초록

이 글은 전후 중국공산당 기관지였던 인민일보에 보도된 남한관련기사를 사안별로 분석하여 미국의 대한정책에 관한 중국공산당의 인식을 살펴본 것이다. 인민일보는 미·소 군정의 점령정책, 미소공동위원회의 활동, 유엔의 한국문제 처리, 소련의 동시철군론, 남북한의 정치·경제 상황 및 정부수립 과정 등에 관하여 상세히보도하였다. 이를 통해 전후 중국공산당이 남한의 미군정에 대해 어떤 인식을 가졌고, 어떻게 대응했는지를 파악할 수 있다.
미군정의 초기 점령정책에 대해 인민일보는 신탁통치를 먼저 제안한 미국이 남한내 우익의 반소활동을 조장하고 있다면서 강하게 비판하였다. 한국독립을 실현시키기 위한 미소공위는 양국이 각각 기능주의와 정치우선의 접근방식을 취하며 자기 입장만 고수함으로써 무산되었다. 인민일보는 이런 과정을 보도하면서 소련의인내와 양보에도 불구하고 미국에 의해 결렬된 것처럼 주장하였다. 또한 인민일보는 미·소 군정하의 남북한실상을 암흑과 광명으로 비교하면서 소련식 사회주의의 성과라고 선전하였다.
미·소는 처음부터 한국의 통일, 독립을 목표로 했다기보다 자기세력을 강화시키는데 유리한 명분 축적에급급하였다. 이에 대해 인민일보는 미국의 동아시아전략이 그동안 蔣介石을 주축으로 對蘇防共基地를 구축하려던 것을 포기하고 남한 및 일본으로 전환했다고 보았다. 그 후 인민일보는 미군정의 좌익탄압에 대한 비판기사를 쏟아 내며, 북한의 소비에트화와 남한의 좌익운동을 고취시키는 방향으로 보도하였다.
한국독립과 관련하여 미소공위가 무산되자 미국은 한국문제를 곧바로 유엔에 상정하였다. 이에 맞서 소련은 미·소 양군의 동시철수와 남북한 총선거 실시를 제안하였다. 미국은 자신들이 압도적 우위를 차지하고 있는 유엔에서 한국문제를 처리하는 것이 명분과 실리를 모두 챙길 수 있는 유리한 방법이었으므로 총선거를 통한 남한 단독정부 수립으로 나아갔다. 이에 대해 인민일보는 “남한의 미제국주의 노예화”로 규정하며 적극 반대하였고, 소련의 동시철군과 한국인의 자주정부 수립을 지지하였다. 국민당과 내전 중이던 중국공산당은 남북한의 대립, 분열이 자신들과 직결된 문제이자 전후 동아시아 지역질서를 좌우할 요소로 인식하였다. 그러므로 공산당은 한국독립에 있어서 양국의 역사적 우호관계에 기반을 둔 전통적 입장보다 한반도에 사회주의체제를 이식시키려는 소련의 전략을 견지함으로써 미국과 대척점을 이루었다. 아울러 공산당은 새로운 사회주의국가 건설과정에서 외세의 간섭 배제와 내부 안정이 주요 과제임을 명확히 인식하게 되었다.

영어초록

This paper is planed to consider in all the aspects how the U.S. Military Government in Korea appreciated South Korea after the Second World War through the Korea-related articles covered in the People’s Daily, which had been the official organ of the Chinese Communist Party. It reported in detail news about Korea such as an occupation policy by the U.S. and Soviet military government, the activities of the Joint Soviet-American Commission, an approach on Korean issues in the U.N., an argument of simultaneous military withdrawal by the U.S.S.R., the country’s political or economic situations, and the formation of a new government in Korea. These historical and consecutive considerations could cause the study to appreciate if the Communist regime in China supported the U.S. Military Government in Korea and how it coped with the situation in the formative period of the Cold War.
The Joint Soviet-American Commission, which intended to discuss Korea’s postwar independence, was held twice but both negotiations broke down for the reason each country held its ground. The two nations originally indulged themselves in seeking blind devotion to the cause more helpful to strengthen their own influence than Korea’s independence or unification.
The People’s Daily did have collective editorial opinions that the States modified its strategic focus in East Asia, which was meant to build an forward base against the U.S.S.R., into South Korea or Japan from the Chiang Kai-shek regime.
By the time of the Cold War beginning, the Daily wrote its stories toward the U.S. with a critical eye.
When the Commission broke down, America tried to deal with Korean matters in the U.N., while the Soviet Union made proposals for demanding troop withdrawal concurrently between the two nations and holing the general election simultaneously in Korean Peninsula. The newspaper defined single government by South Korea to be enslaved by American imperialism and also showed an aggressive attitude on opposing it; on the other hand, it clarified its position of a fierce advocate for the Soviet Union in the sense that China in a civil war was also going to face the same crisis in the foreseeable future.
The political state and economic climate in whole South Korea described in the Daily was as in the follows: the U.S. military government strongly denied the Provisional Government of Korea and the Democratic People’s Republic of Korea and retained most colonial organizations by Japan. These dangerous policies brought about people in South Korea region to distrust the U.S.
There was some military government’s mishandling of the economy. Most of all, the division of Korea into the North and the South threw the South into confusion due to its dependence upon the North. The U.S. did not try to make South Korea achieve political and financial independence. Korea was simply occupied territory in the U.S. The U.S. military government had no choice but to provide the leftist factions in south with a cause for the resistance movement against itself. The movement forced their activities to be blocked. In short, South Korea was the first victim after the war and it was difficult for it to build a democratic and unified nation independently. A series of lessons from the Korean Peninsula illustrated what is the very urgent problems of the Chinese Communist Party, that is, rejecting the foreign power and winning its intrinsic stability.
