창군기 한국군 정훈의 도입 과정과 중국국민당 정공의 변용 (The Korean army’s early Adoption of Troop Information and Education, modeled after the political warfare of The Kuomintang of China)

초록

미군정은 한국군의 기초가 되는 경비대를 만들었다. 경비대는 ‘정치적 중립’을 방침으로 삼고 있었다. 이 방침은 탈식민의 복잡한 정치지형에서 군인의 다양한 정치적 분출을 희석하고 군대의 정치적 전용을 막기 위한 조치였다. 역설적으로 ‘정치적 중립’ 방침은 경비대 안에 남로당 세포가 침투하고 군대의 사상적 균열을 가중시키는 원인이 되었다. 초기 경비대의 사상적 균열은 산발적 소요, 월북사건이었지만, 결국 여순사건에 이르는 일련의 ‘반란’사건으로 확대되었다.
군의 사상적 균열에 대해 국방부장관 이범석은 중국 국민당 경험을 토대로 정훈을 도입했다. 정치-군사가 결합된 국민당 정공은 레닌주의적 당군 운영의 유산인 동시에 반공을 위한 파시즘적 방법론이었다. 그는 한국군 내부에 국민당식 정치훈련을 위해 정훈조직에 족청계를 투입했다. 족청계는 중국 국민당 정공 전문가였다.
하지만 국민당식 당군노선과는 달리 한국의 정치적 상황은 다당제와 ‘정치적 중립’을 지켜야하는 딜레마가 있었다. 따라서 한국군의 정훈은 중국의 정공을 변용했다. 한국군은 당군을 조직하는 대신에 행정체계를 강조하고, 사병에 대한 사상통제를 강조했다.
이러한 정치-군사 결합 방법론은 대체로 파시즘으로 이해되어왔다. 하지만 정치훈련은 미국의 냉전 이해와는 다른 방식으로 당대 동북아시아의 자장 안에서 내전에 대처하는 유효한 방법론으로 공유되었다.

영어초록

The U.S. Military Government launched the ‘State Guard,’ which became the foundation for the Korean(South Korean) Army. It was supposed to maintain political neutrality. The political situation of recently liberated Korea was murky at best at the time, so the soldiers were not to disclose their political aspirations or preference, and also not to use the military for their own political agendas. But ironically, this ‘political neutrality principle’ turned out to be what eventually allowed elements from the South Korean Labor party to slip into military ranks. Increased ideological frictions amongst officers started to appear in the form of minor commotions, or incidents of soldiers crossing the border to go over to North Korea. Ultimately, even a series of revolts (usually called as the “Yeo/Sun revolt incident”) began to break out.
In response to such incidents, Minister of the State Defense department Yi Beom-seok ordered the installation of a ‘troop orientation and training’ system, based upon his own experiences with the “Jeong-gong” system of the Chinese State Citizens’ Party. This Chinese “Jeong-gong” system was from the Party’s own Leninist troop-operating legacy, and was designed to apply Fascist methods in army operations, for Anti-Communist purposes. Yi also inserted ‘Jokcheong-gye’ agents -named after the Chinese training specialists- inside the units’ orientation & training bodies, in order to train Korean troops just as the Chinese State Citizens’ party did with their own soldiers.
But unlike the Chinese situation, the Korean political arena was composed of multiple parties and there was a notion of the aforementioned ‘political neutrality.’ So the Korean army’s troop orientation & training system had to be modified from the Chinese model before being applied to the Korean situation. Instead of building Party-controlled troops, the Korean system developed an administrative structure and through that enforced ideological conditioning of the soldiers. This kind of approach to troops orientation has so far been understood as a Fascist approach to the matter, but this seems like an issue that would have to be evaluated not only in terms of its implications in the Cold-war and U.S. interests and all, but also in terms of how the South Korean regime and society dealt with the constant possibility of civil disturbances in a ‘Northeast Asian way.’ Some might say it was not an ineffective methodology.
