초록

이 글에서는 민주당 정부 국토건설사업을 재검토하기 위해서 크게 세 부분으로 나누어 살펴보았다. 이를 간단히 정리해보면 다음과 같다.
첫째로는 민주당정부의 국토건설사업 추진시점에 관한 부분이다. 사회경제적으로 경제개발에 대한 필요성이 대두된 것은 1950년대 중반부터였다. 이승만정부에서도 경제개발을 해야한다는 압력을 받았음에도 불구하고 이것이 민주당정부의 집권 이후에 이루어진 부분에 대해서 전체적인 배경과 이승만정부시기와의 차이점 등에 대해서 살펴보았다.
둘째로는 민주당정부의 국토건설사업 인식에 대한 부분이다. 경제제일주의를 앞세우며 국토건설사업을 추진한 민주당정부에서는 국토건설사업을 단순하게 경제정책으로 생각하지 않았다. 이를 통해서 국민들의 자발적인 참여, 그 과정에서 근로정신의 고취와 ‘할 수 있다’는 자신감을 심어주는 국민운동이자, 정신혁명으로서 추진하고 싶어했다. 이와 더불어 국토건설사업에 대한 국민들의 인식들은 어떠헀는지 살피고자 하였다. 사업초기에는 국민들이 국토건설사업에 대해서 잘 몰랐지만 3월 하순으로 가면서 이를 인식하고 긍정적으로 보는 비율이 증가하기 시작하였다. 또한 언론에서 지적되던 다양한 문제에 대해서도 적극적으로 대응하며 이를 해결하는 모습을 보이기도 하였다.
셋째로는 민주당정부 국토건설사업의 평가는 어떻게 이루어졌는가이다. 지금까지 국토건설사업을 부정적으로 보는 시각은 민주당정부의 실적에 기반한 것이 아니었다. 그것이 추진되기 전까지의 과정이나 예산확보가 늦어진 부분 등에 맞춰진 부분이었다. 따라서 국토건설사업의 추진실적을 실체적으로 살펴볼 필요가 있었다. 민주당정부에서는 국토건설사업이 실업문제 해결에 방점을 둔 만큼 노동력 위주의 사업들을 초기에 집중적으로 배치하여 조림, 사방, 수리사업의 경우에는 높은 달성률을 보이기도 하였다. 이런 구체적인 실적을 바탕으로 민주당정부의 국토건설사업에 대한 재평가가 시도될 필요가 있다.

This article reexamines the National Construction Service Projects under the Democratic Korean governments of the 1960s, from three perspectives, which are outlined below.
The first section covers the timing of the implementation of the National Construction Service Projects under the Korean Democratic governments of the 1960s. It was from the mid-1950s that the need for economic development emerged from a socio-economic perspective. The overall historical context was examined to determine why, although Rhee Syngman's regime was also under pressure to develop the economy, this only took place after the Democratic government took office in 1960, and to determine what made the Democratic government different from Rhee's regime.
The second section describes the Democratic government's perception of the National Construction Service Projects. The Democratic government, which promoted the National Construction Service Projects with the “economy first” principle and slogan, did not regard the projects as mere economic policy. They wanted to promote these projects as a national movement to inspire the people's voluntary participation and a spiritual revolution, evoke a working spirit and instill confidence and a “can-do” attitude in the people in the process. examines the public attitude towards the National Construction Service Projects. At the start of these projects, the public didn't know much about them, but by late March 1960, public awareness had increased greatly and people had developed a more positive view of the projects. Furthermore, the Democratic government had actively responded to the issues the media had raised with the implementation, and had solved these problems.
The third section reviews the actual results of the National Construction Service Projects of the Democratic government. The academic discussion on this topic to date has been largely critical in tone, based not on the actual results of the projects, but on analysis of the period prior to the execution of the projects and the delays in securing their budgets. So it was necessary to examine the actual performance of these projects. The focus of the Democratic government on these projects was to solve the unemployment problem, so labor-intensive projects were concentrated at the beginning of the process, and the success rate of afforestation, erosion control, and irrigation projects were high.
