    In the Tang(唐) dynasty, as the Personal Recruitment of Subordinate System was established with Caifangshi(採訪使), preparing for the procedure, the government acted as the final approver of the Personal Recruitment of Subordinate System, so the final decision rested with the government. However, the An-shi Rebellion(安史의 亂), which occurred in the 14th year in Emperor Xuanzong(玄宗) Tianbao(天寶), changed the situation about personnel authority.
    The Emperor Xuanzong issued a decree to counter the uprising in his refuge, Puanjun(普安郡). This gave Jiedushi(節度使) the power to select the Secretary and local bureaucrats for their jurisdiction. After that, the Tang government could no longer play the role of the dynasty as the final authority in the process of the Personal Recruitment of Subordinate System, but only acted as a mere approver. After that, the Fanzhen(藩鎭), who had control over the provinces, used the personnel powers entrusted to them to select the officials of the jurisdictions. This was the driving force behind the Personal Recruitment of Subordinate System‘s popularity in the Fanzhen.
    In response, Emperor Suzong(肅宗) took steps to reclaim the personnel rights handed over to the Fanzhen to the central government. However, as the rebellion continued, it was impossible to recover the personnel rights, which led to a new debate surrounding the implementation of the Personal Recruitment of Subordinate System. In the 14th year of Emperor Daizong(代宗) Dali(大曆), Xielulang(協律郞) Shen-jiji(沈旣濟) posted an opinion on the bureaucratic selection system, and the discussion of the Personal Recruitment of Subordinate System began. Shen-jiji pointed out the problem of bureaucratic personnel and argued that the Personal Recruitment of Subordinate System should be implemented as a methodology to reform it. Shen-jiji argued that the Personal Recruitment of Subordinate System could ensure fairness in the selection of bureaucrats, which was raised on the basis of accurately recognizing the reality at the time. In other words, Shen-jiji's argument was a theory of reality based on the recognition that Libu(吏部) was unable to function normally due to the loss of personnel-related documents caused by the An-shi Rebellion, and that the Fanzhen took control of the local administration.
