초록

唐 玄宗 시기 安史의 亂이 발생했을 때, 반란에 효율적으로 대처하기 위해 절도사들에게 필요한 인원을 자율적으로 선발할 수 있는 권리를 부여한 이래 번진은 빠르게 지배구조를 확대해 나갔다. 이로 인해 현종의 뒤를 이어 황제에 오른 肅宗 이후부터 번진에 부여했던 인사권을 중앙으로 회수하고, 번진이 벽소할 수 있는 막직관의 수를 줄여 나가려는 다양한 정책을 시행하였다. 唐朝의 번진 막직관 수를 감축하려 했던 정책에 대응하여 행정 양이 지속적으로 증가하고 있던 번진은 攝職을 설치하여 해결하려 했던 것으로 보인다.
攝職은 관직명 앞에 ‘攝’字를 써서 지위를 나타내는 것으로, 번진에는 幕職을 攝한 攝職과 帶職을 攝한 攝官 두 종류가 있었다. 기존의 연구는 섭직에 대해 2 종류의 상반된 견해를 제기하고 있다. 하나는 번진이 막직관을 선발하고 그 사실을 중앙에 보고한 후 중앙에서 허락이 내려지기 이전까지 벽소된 자가 임명 대기자의 신분으로서 보유하는 직위라는 것이고, 또 다른 하나는 번진이 막직관을 선발할 때 중앙에 보고하지 않고 임의로 선발한 자에게 내려졌던 직위라는 것이다. 이처럼 상반된 견해가 존재했던 것은 攝職과 攝官을 구분하지 않았기 때문이라 할 수 있다. 때문에 이 논문은 섭직과 섭관을 구분하여 그 역할과 성격을 분석해 보았다.
攝職은 정식으로 임명된 막직관과는 구별되는 正職 外의 인원이었다. 때문에 번진은 규정으로 정해진 정직의 막직관이 모두 설치되어 설치할 수 있는 자리가 없는 상태에서 추가로 막료를 설치할 필요가 생기면 攝職을 설치하였던 것으로 보인다. 攝職은 기존의 정직인 幕職官이 겸직하거나 새로운 인원을 선발하여 임명하였다. 이때 섭직은 중앙에 보고하는 과정을 거치지 않고 절도사가 임의로 임명하였다.
반면 攝官은 정식의 선발 과정을 거쳐 선발한 정직의 막직관에게 부여한 일종의 우대조치였던 것으로 보인다. 攝官은 정식 선발 과정을 통해 중앙에 보고하고 승인받아 조정에서 내려준 帶職을 가지고 있었다. 이 때 섭관은 감찰기관인 어사대의 관직이나 지방관직을 동시에 보유하였는데, 주로 섭관의 형태로 보유하였다. 攝官은 이후 승진과정에 유리하게 작용하였고, 이후 새로운 벽소가 이루어지게 되면 보유하였던 攝官 職을 정식의 관직으로 보유하게 되었던 것으로 보인다. 따라서 攝職이 중앙의 허가가 내려지기까지 임명대기자 신분을 나타내는 직위라는 기존의 견해는 이러한 방식으로 이해되어야 할 것이다.
또한 攝職이나 攝官은 번진이 구조를 확대하고, 유능한 인재를 벽소하기 위해 이용된 임시적 직위였다. 다시 말해서 唐朝가 막직관 인원을 줄이기 위한 정책을 시행하자 번진은 정책을 어기지 않으면서 필요한 인재를 선발하여 행정을 맡기기 위해 攝職 선발이 이루어졌고, 선발한 막직관 중에 우수한 인재는 攝官의 형식으로 우대하였던 것이라 하겠다. 따라서 攝職이나 攝官에 대한 새로운 이해가 필요하다.

영어초록

When the An-shi rebellion(安史의 亂) was raised at the period of Emperor Xianzong(玄宗) of the Tang(唐) Dynasty, Tang invested the Military governors with rights to recruit the Personal Secretary required to effectively handle the rebellion. This made the Military Governors expand its own governance structure. Emperor Suzong(肅宗) tried every effort to re-claim the Military Governor's personnel matters. When the prime minister Yang-guan(楊棺) insisted that the number of the Personal Secretary should be reduced, Emperor Daizong(代宗) who succeeded Emperor Su-zong accepted his idea and implemented various policies to reduce the number of the Personal Secretary. The policy to reduce the number of the Personal Secretary was diversely implemented in relation to the regulations of salary and promotion. This eventually shrank the power structure of the Military Governors and was to make a strong centralized government system. The policy implemented by Emperor Daizong was established at the period of Wuzong(武宗) Hui-chang(會昌) as a different policy which specifically limited the number of the Personal Secretary considering the different situations of the Military Governors.
It seemed that the Military Governors would establish Shezhi(攝職, a temporary employee) to solve the matter of the increased administration for the policy to reduce the number of the Personal Secretary of the Military Governors. She-zhi indicated the title with using the word ‘She(攝)’ in front of official title. There were two kinds of titles in the Military Governors such as Shezhi titled Mozhi(幕職, the staff title) and Sheguan(攝官) titled Daizhi(帶職, a Government post title). The precedent studies presented two different opinions for She-zhi. The one is that the Military Governors reported the fact to the central government that it recruited the Personal Secretary but the central government didn't allow the fact yet. Therefore, the Personal Secretary was a title for a person on a waiting list. The other is that the Personal Secretary was a temporary title that the Military Governors didn't report to the central government when the Military Governor recruited the Personal Secretary. There could be two different opinions because Shezhi and Sheguan were not differentiated.
The Shezhi(攝職) was a personnel who didn't belong to the regular personnel and was different with the legally appointed the Personal Secretary. Therefore, the military Governors could establish Shezhi only when the all regular Personal Secretaries were established and the additional staff were needed. The established regular Personal Secretary held Shezhi or it was newly appointed. The regional commander voluntarily appointed Shezhi without reporting the appointment to the central government.
Whereas the Sheguan(攝官) seemed preferential measure for the Personal Secretary who was formally recruited. Sheguan was recruited through formal procedure, reported to the central government, and had Daizhi(帶職, a goverment post title) which was granted by the royal court. Sheguan held an inspection institute Yu-shi-tai(御史臺) as well as a local government official. Sheguan was favorably affected to the promotion. Hereafter, She-guan was held as a regular officiary title as new recruit was made. Therefore, the opinion that Sheguan was a position to wait the central government's permission is to understand in the way.
