미국의 이민･다문화 정책에 관한 연구 (A Study on Immigration and Multicultural Policy in the United States)

초록

(연구목적) 본 연구의 목적은 대표적인 이민･다문화 국가인 미국의 인구문제와 이민역사, 이민･다문화 정책과제도적 특징을 살펴보고, 한국사회에 활용 가능한 유용한 정보와 자료를 제공하여 한국의 이민･다문화 정책의개선 그리고 사회통합을 위한 실천적 시사점을 도출하고자 하였다. (연구방법) 본 연구는 문헌연구 방법을 활용하여, 미국의 인구문제, 이민정책의 시대적 변화, 추진체계와 체류관리 등에 대해 살펴보고 미국의 이민･다문화 정책 중에 고용, 교육, 가족복지 영역의 정책과 제도를 중심으로 핵심사항을 정리하였다. (연구결과) 미국의 이민･다문화 정책은 국익과 안보를 우선하는 방향에서 경제 상황과 노동력 수요와 공급, 그리고 시대적 상황에 따라 이민자의 유입과 유출을 유동적으로 조정한다. 특히, 미국 내부의 주류집단인 백인 수는줄고 고령화하는 상황에, 유색인종 이주민이 증가하는 인구변화 속에서 이민은 매우 중요한 이슈가 되었다. 이에, 체류 이민자들을 대상으로 교육을 통한 고용과 취업 기회를 찾도록 지원하는 다양한 이민･다문화 정책을 펼치고 있다. 미국은 행정부 수반의 변화에 따라 이민자 유입과 체류 정책이 변화하지만, 입국목적이 분명한 이민자에게는 단순비자를, 가족초청과 전문가 집단은 영주비자를 제공한다. 최근, 바이든 행정부는 미국의 가치를 반영하며 이민 문호를 개방하고, 국가 경제발전과 기여도에 따라 이민자를 평가하고 지원하는 이민제도와 이민･다문화 정책을 개혁하는 방향으로 전개하고 있다. (결론 및 제언) 한국도 인구감소에 따른 외국인 유입정책을 보다 체계적으로 개선할 필요가 있다. 한국의 경제와산업 발전에 기여하는 이민자를 중심으로 인재를 확보하기 위해 전문 영역에 기술과 재능을 가진 이민자의 유입문턱을 낮추는 비자제도와 국내 다양한 체류 외국인 관리체계를 개선하여 지역사회에 정착하도록 안내해야 한다. 이민･다문화정책은 이민자의 인권 보호와 평등의 가치 실현을 토대로 고용, 교육, 복지 영역에 선순환적인중앙-지방-지역을 연계한 민･관･학의 거버넌스 시스템을 형성하고, 보편적이며 특화된 사회 서비스와 프로그램을 개발･제공하여 이민자의 실질적인 정착을 지원하며 사회통합을 이루어야 한다. 한국사회는 체류 이민자와그 자녀들이 함께 상생과 공존하는 방향으로 이민･다문화 정책과 제도를 개선하고 모두가 사회통합에 기여하는방향으로 적극적인 혁신이 필요하다.

영어초록

(Purpose) The purpose of this study is to examine the immigration history and characteristics of immigration and multicultural policies of the United States as a representative immigration country and to provide useful information and resources that can be used in Korean society to derive practical implications for improving immigration and multicultural policies. (Research methods) This study examined the implementation and management systems of U.S. immigration policy using literature research methods and analyzed those focusing on employment, education, and family welfare policies. (Findings) The United States immigration policy prioritizes national interests and security and flexibly adjusts the inflow and outflow of immigrants according to economic conditions, labor supply and demand, and circumstances of the times. In particular, immigration has become a very important issue amid demographic changes in which white immigrants, the mainstream group in the United States, are decreasing and aging, and immigrants of color are increasing. There are various immigration and multicultural policies to support employment and employment opportunities for immigrants living through education. The immigrant inflow and stay policies of the U.S. change along with the change of the head of administration. Simple visas are provided to immigrants with a clear purpose of entry, and permanent visas are provided to family members and professional groups. Recently, the Biden administration is moving toward reforming the immigration system and immigration and multicultural policies that reflect American values, open the door to immigration, and evaluate and support immigrants based on national economic development and contribution. (Conclusion and recommendations) Korea also needs to improve its immigration policy more systematically due to population decline. Our government must accept immigrants in specialized fields who can contribute to Korea's economic development and revitalization, and improve the visa system so that they can settle in the local community. Immigration and multicultural policies develop social services and programs in a virtuous cycle linked to the central, local, and regional areas in the fields of employment, education, and welfare, based on the values of protecting immigrants' human rights and pursuing equality. Through this, the Korean government can provide practical support for the settlement of immigrants. There is a need to deeply consider Korea's population and industrial development issues and revise immigration laws and systems so that immigrants and their children can settle down as equal members of society and contribute to social integration.
