다문화담론과 로컬리티의 이원성 (Duality in the Discourse of Multiculture and Locality)

초록

세계화의 시대에 지역문화의 개념과 범주는 대략 세 가지로 나눌 수 있다. 첫째,세계적인 시각에서의 지역문화는 동아시아문화, 북아프리카문화, 라틴아메리카문화, 시베리아문화와 같은 지구적인 개념이고 둘째, 광의의 지역문화는 한국문화, 중국문화, 일본문화와 같이 국가적인 개념이며 셋째, 협의의 지역문화는 부산문화, 청주문화, 광주문화와 같은 지방적 개념이다. 지역문화의 특질이라는 의미에서의 로컬리티는 원래의 의미와 다르면서 지연되는 데리다적 차연(différance) 현상이 발생하는 장(field)이다. 이것은 사용 주체의 세계관, 사상, 의식 등을 반영하면서 자기정체성을 확보하려는 일종의 언어적 인정투쟁의 산물이다.
한국의 문화단일주의는 근대 초기에 저항주체들의 저항에서 강화되었다. 1900년대 초 최남선이나 신채호와 같은 민족주의자들은 단군신화를 신비화하면서 식민지/반식민지의 조선인들에게 민족적 일체감과 문화적 동일성을 심어주었고, 이것이 문화순혈주의라는 단문화주의의 토대가 되었다. 1990년대 이후, 한국사회는 문화상대주의적 시각에서 문화적 다양성, 혼종성, 다원성, 복합성, 이질성을 받아들였다. 하지만 받아들인다는 피상적이고 표상적인 차원에서 다문화주의일 뿐, 실제로는 문화순혈주의의 인력 때문에 문화동화주의에서 크게 벗어나지는 못했다. 또한 자민족중심주의(ethnocentrism) 또는 문화절대주의의 경향이 강하여 타자의 문화를 상대적으로인식하는 데 한계가 있었다.
한국문화는 지역적 특질 즉 로컬리티를 유지함으로써 민족문화로 존재할 수 있다.
세계적 지구문화(geoculture)의 환경에서는 역설적으로 단문화주의와 문화순혈주의를 유지해야 하는 것이다. 이런 이유 때문에 세계화의 시대에 요구되는 다문화주의와 문화다양성은 민족문화의 순혈주의적 인력(引力)에 가로막혀 있는 형국이다. 다시 말해서 다문화주의가 거꾸로 단문화주의를 용인하고 문화다양성이 거꾸로 문화단일성을 용인하는 모순되는 상황이 발생하는 것이다. 이것이 다문화주의와 단문화주의의 길항(拮抗)이다.

영어초록

There are three kind of regional cultures. First, regional culture in the globalperspective would be understood as East Asian Culture, North African Culture, EastEuropean Culture and so on. Second, broad regional culture would be KoreanCulture, Japanese Culture, China Culture etc. Third, narrow regional culture as inKorea would be Busan Culture, Cheongju culture and Gwangju culture which areused in one nation state. In these perspectives, each category of the regional culturehas its own local identity.
I would use locality of the regional culture in the perspective of one nation statelike Korean Cultural locality. But we call it not as jiyeokseong(地域性) but aslocality because of several reasons. Korean Culture as a regional culture hasdistinctive cultural environment which organizes its own cultural ecosystem.
Locality can be interpreted as local characteristics, but there is a subtle phenomenonof différance as said by Jacques Derrida.
Korean monoculturalism has been enforced during the modernization for theresistance against the Japanese Imperialism. Nationalists in the beginning of thetwentieth century mystified the Dangun Myth which resulted in the Korean culturalhomogeneity. Moreover, mystification of the myth established the monoculturalismand Ideology of the Korean Pure Blood. As said by B. Anderson, Korean under thecolonial rule might make an imagined community with the cultural homogeneitythrough language Chosunoe, language of Korean.
This monocultural climate in Korea came across the multiculturalism and culturaldiversity during the 1990s. Disposition of Korean's monocultural idea oppressed andgave symbolic violence toward the immigrants and other residents in South Korea.
Multiculturalism in Korea has adjusted to Korean society according to the change ofhistory textbooks around the year of 2004. Finally, Korean assimilated culturaldiversity, heterogeneity, plurality, multiplicity as moving from nationalism to theopen ideology.
Unexpected problems has come to this issue. Korean culture could exist throughits established regional culture in the global cultural ecosystem. If we have a geocultural perspective within this world cultural ecosystem, Korean culture mustkeep its monoculturalism and its Ideology of the Korean Pure Blood ironically. It isan ironical phenomenon of culture, because Korean culture is itself a regionalculture and must keep its cultural identity. In this cultural circumstance, Koreanmonoculturalism is the global multiculturalism and cultural sameness is the globalcultural diversity. It is the parallel antagonism of culture in Korea.
