초록

현재 우리 사회는 저출산·고령화로 인한 인구 소멸의 위기 속에서 이민국가로의 전환을 준비하고 있다. 이런 변화에 부합하는 방향으로 사회통합이 추진되기 위해서는 이민자의 적응 노력은 물론 그들에 대한 주류사회의 수용 태도가 개선되어야 한다. 그러나 국민 다문화 수용성은 큰 개선의 기미가 보이지 않고 있으며, 그것은 우리의 다문화 교육에 개선의 여지가 있다는 점을 말해 주는 것이라고 볼 수 있다.
이에 따라 이 연구의 목적은 초등학교 어린이의 다문화 수용성 증진을 위한 포용적 다문화 교육의 설계 방향을 탐색하려는 것이다. 이를 위해 첫째, 초저출산 국가가 겪고 있는 한국 다문화 사회의 지형도 변화와 이주 문명의 시대에 코로나19가 끼친 영향을 짚어보았다. 둘째, 다문화 수용성 조사 결과에 대한 분석을 바탕으로 수용성 증진 교육의 방향을 설정하였다. 셋째, 초등학교 다문화 교육의 현황과 문제점 진단에 기초하여 다문화적 연대와 협력 의식 함양을 위한 포용적 다문화 교육의 가능성을 탐색하였다.
다문화 수용성을 높이기 위한 가장 효과적인 방법이 교육이라는 점에는 이견이 별로 없을 것이다. 국민 다문화 수용성 조사는 우리에게 두 가지 가능성을 암시하고 있다. 그것은 첫째, 다문화 수용성은 연령대가 낮을수록 높게 나타났고, 둘째 다문화 교육이 국민 다문화 수용성 개선에 효과가 있었다는 점이다.
낮은 연령대의 다문화 수용성이 높다는 것은 장기적이고 더딜지언정 어렸을 때부터 보다 습관화되고 자동적인 다문화 인식과 태도를 함양할 수 있는 교육 중요성을 말하는 것이다. 또한 그것은 다문화 교육이 모든 학생들을 위한 포용교육의 개념에서 접근되어야 한다는 점을 확인시켜 주는 것이기도 하다.

영어초록

Currently, in light of the population decline resulting from low birth rates and aging, our society is taking steps to transform into an immigration nation. To advance social integration in line with these transformations, it is essential to enhance not only immigrants' efforts to adapt but also the mainstream society's attitude towards them. Nevertheless, the absence of noticeable advancements in the acceptance of multiculturalism at a national level suggests that there is still scope for enhancing our multicultural education.
Thus, the goal of this research is to examine the design orientation of inclusive multicultural education to foster multicultural acceptance among elementary school children. In order to achieve this goal, we initially examined the transformations in the structure of Korea's multicultural society, influenced by a significant decrease in birth rates, and the repercussions of COVID-19 on the period of migration civilization. Next, the research established the direction of education to enhance acceptance by analyzing the outcomes of the multicultural acceptance survey. In the third phase, the study examined the present condition and challenges of multicultural education in elementary schools, and explored the potential of inclusive multicultural education to promote understanding of multicultural solidarity and cooperation.
It is widely agreed that education is the most powerful tool for promoting multicultural acceptance. There are two key factors that require attention in the outcomes of the multicultural acceptance survey regarding the efficacy of multicultural education. Firstly, that younger age groups tend to have higher levels of multicultural acceptance, and secondly, that multicultural education plays a significant role in enhancing people's multicultural acceptance. The high level of acceptance of multiculturalism in younger age groups indicates the importance of education that can foster habitual and automatic multicultural awareness and attitudes from a young age, even if it is long-term and slow. It also confirms that multicultural education must be approached from the concept of inclusive education for all students.
