인구소멸위기와 일본의 다문화정책 －‘다문화공생’과 재일조선인 문제의 간극－ (Population extinction crisis and Japan's multicultural policy －The gap between ‘multicultural coexistence’and Korean residents in Japan－)

초록

본 논문은 인구소멸위기에 봉착한 일본 사회의 양면적인 모습, 즉 정부 차원의 다문화공생 정책과 국민들의 외국인 배척을 고찰했다. 일본은 근대 이후 식민지를 확대하면서도 천황제 단일민족 국가관에 기반한 혈통주의를 고수해 외국인에 대한 차별과 배제의 정책모형을 적용했다. 그러나 현재 일본은 다문화･다민족 정책을 피해갈 수 없는 상황이다. 2004년을 정점으로 일본 인구가 지속적으로 감소하고 있기 때문이다. 이에 2006년 3월 일본 총무성은 ‘다문화공생’ 이라는 표현을 공식적으로 사용하고, 외국인을 일본 사회의 구성원으로 인식하기 시작했다. 일본 정부는 ‘외국인=일시적 존재’라는 인식에서 벗어나 외국인도 지역주민이라는 관점하에 ‘다문화공생’을 위한 조건정비에 나섰다.
한편, 일본 정부가 ‘다문화공생’ 정책을 펴는 가운데 일본 사회에는 유례없는 외국인 배척 현상도 나타나고 있다. ‘혐한류’를 대표하는 ‘재특회’의 활동이 대표적이다. 이러한 현상은 ‘다문화공생’에 대한 인식과 식민지지배에 대한 역사 인식의 괴리에서 발생한다. 점령기, 일본은 한국전쟁으로 인해 미국의 우방국으로서 입지를 굳히면서 식민지지배에 대한 반성의 의지도 희박해졌다. 그리고 냉전체제에서 고도경제 발전을 이룬 일본은 다시 아시아 주변국들과의 차이를 강조한다. 때문에 현실에서는 재일조선인에 대한 배외주의가 만연하고 있으며, 단적으로 ‘혐한류’가 그 현상을 그대로 보여주고 있다. 따라서 일본 사회에서 ‘다문화공생’을 공유하기 위해서는 식민지기에 대한 역사 인식을 바로 세워야 하며, 이것이야말로 오늘날 일본 사회가 극복해야 할 가장 큰 과제일 것이다.

영어초록

This thesis examines the ambivalent aspects of Japanese society facing the crisis of demographic extinction, namely the multicultural coexistence policy at the government level and the people's exclusion of foreigners. In the modern era, while opening ports and pioneering colonies, Japan adhered to the principle of lineage based on the view of a homogeneous nation under the emperor system. And according to this principle, a policy of discrimination and exclusion was applied to foreigners. However, the current reality is that Japan cannot avoid multiculturalization and multiethnicization. Japan's population has been declining since its peak in 2004. Accordingly, in March 2006, the Ministry of Internal Affairs and Communications of Japan announced a policy of “multicultural coexistence” and began to recognize foreigners as members of Japanese society. The Japanese government moved away from the perception that “foreigners = temporary existence” and set out to prepare conditions for “multicultural coexistence” with the view that foreigners are also local residents.
Meanwhile, while the Japanese government is implementing a policy of “multicultural coexistence,” an unprecedented phenomenon of exclusion from foreigners is also appearing in Japanese society. The activities of the ‘Zaitokukai’, which represents the ‘Anti-Korean Wave’, can be cited. This phenomenon arises from the gap between the perception of 'multicultural symbiosis' and the historical perception of colonial rule. During the period of occupation, Japan became an ally of the United States due to the Korean War, and as a result, the will to reflect on colonial rule became weak. And Japan, which achieved advanced economic development under the Cold War system, wanted to differentiate itself from its Asian neighbors. For this reason, in reality, chauvinism towards Koreans in Japan is prevalent, and the ‘Anti-Korean Wave’ shows the phenomenon as it is. Therefore, in order to share 'multicultural coexistence' in Japanese society, it is necessary to establish a correct historical awareness of the colonial period, and this is probably the biggest challenge that Japanese society needs to overcome today.
