이르니 법령(Lex Irnitana)으로 살펴본 로마 속주 도시 통치에 관한 소고(小考) (A Study on Lex Irnitana and the Roman Provincial Governance)

Thanks to several municipal statutes engraved on bronze during the Flavian period, excavated from the Iberian Peninsula, relatively detailed information on the administrative structure of provincial cities with ius Latii is available. This article attempts to analyse one of these Flavian municipal statutes, called Lex Irnitana, discovered in 1981, in order to understand the internal structure and administrative-legal principles of the provincial city Irni, and what changes this statute has brought about from the perspective of urban communities, and how it has exerted its influence over the central government and vice-versa. In addition, what this paper aims at drawing special attention to is that the function of this statute may be worked in both ways, integrative and exclusive. What is meant by this statement is that the promulgation of the statute may be read as having the purpose of integrating provincial elites into the Empire and employing them into a cooperative group for the imperial government, while locally the statute can be read as having played a part in dividing and maintaining the community into several classes with unequal rights and privileges. Meanwhile, the earlier study of these municipal statutes, especially Lex Irnitana, tended to regard them as a group of documents that revealed and proved Romanization and urbanization of the Flavian municipia in Iberia.
However, by re-reading it with placing its focus more on the various aspects of the statute and its relation within the local population and with the imperial power, it may be possible to show that Lex Irnitana should be regarded more as a document that mixed the autonomous aspects of the community and regional characteristics, not only as the important mechanism to assist the imperial government for Empire-wide integration.
