초록

서울의 재개발은 2000년대에 낙후된 서울의 강북지역을 재정비하는 ‘뉴타운사업' 을 중심으로 이루어졌다. 강남-강북의 격차를 해소하고 강북지역을 활성화시키겠다는목적으로 시작된 뉴타운사업은 대상 지역의 부동산값을 빠르게 상승시켰고 2008년에는대다수 총선 후보들의 공약이 될 만큼 큰 관심을 끌었다. 그러나 주택과 각종 건물이 빼곡히 들어서 있는 강북지역의 재개발은 그 과정에서 많은 갈등을 수반했다. 그중에서도가장 첨예한 갈등은 종교건물을 둘러싸고 나타났다. 재개발지역의 조합측과 성당, 사찰, 교회 등의 종교측은 종교건물의 존치, 이전, 청산을 결정하는 과정에서 보상금 문제를놓고 난항을 겪었고, 법정소송으로 이어지기도 했다. 영세한 종교시설은 사라지고 일부의 종교시설은 재개발을 기회로 거대한 현대식의 건물을 지어 올렸다. 그리고 재개발이완성되면 새로운 종교시설이 다시 들어섰다. 이러한 현상은 우리 사회에서 도시재개발이 갖는 의미와 종교시설의 사회적 의미를 재고하게 만든다. 결과적으로 뉴타운 재개발과정에서 강북이 갖는 서울의 현대사적 공간으로서의 가치는 소멸하고 있다. 주택과 골목, 상점 등 역사적이고 사회적인 보존가치가 있는 강북의 공간들이 획일적으로 사라지고 있다. 서울시는 뉴타운사업이 기존의 도시재개발과 차별화된 방식으로 진행될 것이라고 주장했지만 결과적으로는 원주민의 낮은 정착률과 일방적인 전면철거, 역사적 공간 보존에 대한 대책 전무 등 기존의 재개발이 가진 문제를 그대로 드러냈다. 강남식의재개발을 꿈꾸는 주민들의 부동산 숭배와 국가의 획일적인 도시재개발 방식 속에서 뉴타운이 탄생하고 있다. 그리고 많은 종교시설이 부동산의 재개발 논리를 등에 업고 세력확장의 기회를 꿈꾸고 있다. 이는 한국의 종교가 얼마나 영토·건물 중심주의에 깊이 경도되어 있는지, 종교 세력의 의미가 얼마나 부동산과 연계되어 있는지를 보여준다. 서울의 현대사를 간직한 강북의 사찰과 교회, 성당 등의 종교시설은 점차 사라지고 있고 그와 함께 종교시설이 갖는 사회적 의미 역시 사라지고 있다. 전후의 시대 양식을 반영하는 건축물, 생활문화와 공동체, 사회변동의 역사를 간직한 공간으로서의 종교시설은 사라지고 대규모의 신식 종교건물들이 그 자리를 채우고 있다

영어초록

The urban redevelopment of Seoul was centered on the ‘New Town Project’ to reorganize the old Gangbuk area of Seoul in the 2000s. The new town project, which started with the aim of bridging the gap between Gangnam and Gangbuk and revitalizing the Gangbuk region, quickly increased the real estate price in the target areas and drew keen attention enough to make it a pledge by most candidates for the 2008 general elections. However, the redevelopment of the Gangbuk area which is packed with houses and various buildings entailed many conflicts in the process.
Among them the sharpest conflict emerged over religious buildings. In the process of deciding the existence, relocation, and liquidation of religious buildings, the union in the redevelopment area and the religious facilities such as cathedrals, temples, and churches faced difficulties over the issue of compensation and led to court proceedings. Many religious facilities disappeared but some religious facilities took advantage of redevelopment as an opportunity to build huge modern buildings. And when redevelopment was completed, new religious facilities in a small form were rebuilt. This phenomenon makes us rethink the meaning of urban redevelopment and the social meaning of religious facilities in our society. As a result, in the process of redeveloping the new town the value of Gangbuk as a contemporary historical space in Seoul is disappearing. The spaces in Gangbuk that have historical and social preservation values such as houses, alleys and shops are disappearing uniformly. The city of Seoul insisted that the new town project will proceed in a way that is differentiated from the existing urban redevelopment, but as a result, it revealed the problems of the existing redevelopment such as low settlement rate of indigenous peoples, unilateral total demolition, and no countermeasures for preservation of historical space.
A new town is being born amidst the real estate worship of residents who dream of redevelopment of Gangnam-style and the nation's uniform urban redevelopment method. And many religious facilities are dreaming of opportunities to expand their power with the logic of real estate redevelopment. This shows how deeply the religion of Korea is deeply attached to territorial and building-centralism and how much the meaning of religious power is related to real estate. Religious facilities such as temples, churches, and cathedrals in Gangbuk which preserve the modern history of Seoul are gradually disappearing and the social significance of religious facilities is also disappearing. Religious facilities as spaces that reflect the postwar period style, life culture and community, and the history of social changes have disappeared and large-scale new religious buildings are filling the place.
