초록

1980년대 후반과 1990년대 초반에 걸쳐 많은 반핵과 찬핵 서사들이 등장했다. 이 서사들에서 가장 빈번하게 드러나는 것은 아이의 형상을 경유하는 공포의 정동이다. 이 기원은 ‘영광 핵발전소 무뇌아 사건’ (1989)으로 보인다. 이 사건은 가족 공동체의 아포칼립스적 미래를 상상하게 하며, 원전과 관련한 서사들에서 발기부전, 불임, 낙태, 기형, 희귀병 등으로 가히 ‘불임 디스토피아’라 부를만한 세계관을 형성했다. 취약성에 대한 인식은 보호에 대한 강한 요청으로 이어졌고, 국내외적으로 가족주의와 함께 배타적 민족주의를 부활시키는 계기가 되었다. 영광 핵발전소 무뇌아 사건은 반핵운동이 기존의 원자탄에 대한 공포를 넘어 새롭게 대중화되는 계기를 마련했다는 점에서 ‘생태운동의 전환점’이자, 1980년대에서 1990년대로 넘어가는 길에서 민중이라는 정치적 주체를 해체 혹은 재구성하는 ‘정치적 분기점’으로 읽힐 필요가 있다.
이 글은 해당 시기 이 사건 전후로 만들어진 여러 반핵/찬핵 서사들에 드러난 갈등과 변화과정을 살피고자 했다. 이를 위해 먼저 1980년대 후반 마당극 <먹이사슬>과 민중만화 <핵충이 나타났다>에서 장르 특유의 풍자성 속에서도 당시 개인의 육체로 침투하는 핵의 위협이 이전과는 다른 방식으로 핵이라는 공해를 감각하게 만들었는지 읽어냈다. 그리고 1990년대 찬핵 소설집 『그래도 강물은 흐른다』에서는 당시 대중들의 공포 정동을 난관으로 받아들였을 정부가 이에 반하며 부각시키고자 했던 논점들을 살폈다. 이 소설집은 국가의 가족중심성을 드러내는 헤게모니적 기획으로, 통치성을 강화할 필요를 느낀 정부가 과학과 도덕주의를 결합시키며 다시 한번 정상가족을 재신성화하는 것을 보여준다. 백혜강의 『검은 노을』은 정부 중심의 찬핵의 논리가 정상가족 중심의 생존주의로 흘러가기 시작했을 때, 진보 진영의 문학에서 선택했던 하나의 길이었다. 소설은 히로시마의 원폭 피해자이자 신내림을 받은 여성 무당의 소리와 춤을 매개해 민중과 농촌 공동체를 재발견한다. 이 소설에서 강조되는 풍물소리는 1990년대 초반 사실상 민중이 해체된 자리에서 그 결여를 상상적으로 재보충하기 위해 나타난 부분 대상, ‘원시적 열정’으로 읽힌다. 하지만 소설 마지막에 자리한 정동은 공해의 문제를 국가 내부의 정치경제학적 논리를 넘어 전지구적인 차원에서 사유하고자 하며, ‘생태계급’의 단초를 드러낸다.
이 연구는 핵을 둘러싼 서사들이 1990년대 전환기 속에서 변화한 맥락을 살피고, 생존주의 공동체로 축소된 가족과 반핵 민주주의 혁명을 꿈꾸며 재구성된 민중이 길항했던 맥락을 탐색하며, 녹색 민주주의 혁명 가능성을 타진해 보려는 한 시도다.

영어초록

During the late 1980s and early 1990s, numerous anti-nuclear and pro-nuclear narratives emerged. One of the most frequently recurring elements in these narratives is the affect of fear, conveyed through the image of the child. This fear appears to have originated from the 1989 “Younggwang Nuclear Power Plant Anencephaly Incident.” The incident evoked apocalyptic visions of the future for family communities, contributing to the creation of a worldview that could be termed an “sterility dystopia,” which featured themes such as impotence, sterility, abortion, deformity, and rare diseases in narratives surrounding nuclear power. The recognition of vulnerability led to strong demands for protection, and this, in turn, became a catalyst for the resurgence of both familialism and exclusive nationalism on a domestic and international scale. The Younggwang Nuclear Power Plant Anencephaly Incident marks a key moment in the popularization of the anti-nuclear movement, as it expanded beyond traditional fears of the atomic bomb. It also represents a “turning point” for ecological movements and a “political juncture” during the transition from the 1980s to the 1990s, where the political subject of “the people” was either dismantled or reconstituted.
This paper aims to examine the conflicts and transformative processes reflected in various anti-nuclear and pro-nuclear narratives that emerged around the time of this incident. To this end, it first analyzes “The Food Chain,” a late-1980s theatrical play, and the popular comic “The Nuclear Bug Has Appeared.” Despite the satirical nature of these genres, they convey the way the nuclear threat infiltrated individual bodies in new and different ways, allowing the nuclear hazard to be sensed as a form of pollution. Then, the paper turns to the 1990s pro-nuclear short story collection And Yet the River Flows to explore the government’s response to the widespread affective fear within the public, highlighting the points the state sought to emphasize in opposition to this sentiment. This collection reveals a hegemonic project centered on the family, demonstrating how the government, recognizing the need to strengthen its governance, re-sanctified the nuclear family by combining science and moralism.
Baek Hye-gang’s novel Black Sunset represents a path taken by progressive literature when the government’s pro-nuclear logic began to evolve into survivalism centered on the nuclear family. In this novel, the people and rural communities are rediscovered through the sound and dance of a female shaman, who is both a Hiroshima atomic bomb survivor and a spiritual medium. The novel’s emphasis on traditional Korean percussion sounds can be interpreted as an imaginative effort to symbolically compensate for the disintegration of “the people” in the early 1990s through a form of “primitive passion.” However, the affect that emerges at the novel’s conclusion goes beyond the political-economic logic of pollution within the state, envisioning the issue from a global perspective and offering a glimpse into the formation of a new political force—the “ecological class.” This study explores the evolving context of nuclear-related narratives during the transitional period of the 1990s, investigating the tension between survivalist family communities and the reconstituted people envisioned by the anti-nuclear democratic revolution. In doing so, it seeks to assess the potential for a green democratic revolution.
