농특산품 포장디자인 지원 현황분석 및 지원사업 프로세스 개발 연구 (Analysis of Special Agricultural Products Package Design & Study on Development of Supporting Project Process)

초록

농촌의 사회적, 경제적 변화에 의해 과거 농업 중심에서 현재는 농산물 생산, 제조, 가공, 판매, 유통 등 6차산업화 환경에 속해 있다. 농촌의 6차산업화가 원활하게 이루어 질 수 있도록 정부지자체기관에서 다양한 지원정책을 통해 적극지원하고 있다. 각 지원사업이 성공적으로 이루어지기 위해서는 분야의 전문가, 담당자 등의 신중한 검토와 협의가 필요하다. 본 연구에서는 전국 158개소의 농업기술원 및 기술센터의 포장디자인 지원사업을 중심으로 운영현황을 조사 분석하여 애로사항 및 개선점을 파악하였다. 분석결과 전문위원구성 및 농업인의 의식부족, 구체적 프로세스, 체크리스트 필요, 예산부족, 전문가 필요 등이 파악되었다. 이를 개선하기 위해 농업인, 디자인전문가 등 10인(농업인2, 기관 담당자3, 디자인컨설팅 2, 디자인전문가3)의 전문가를 구성하여 5차 심층 협의를 거쳐 개발하였다. 그 결과 수요조사-기획-계획안작성(지침마련)-대상선정(공모)-실행-중간관리-결과 및 평가-사후관리 총 8단계의 체계적인 지원사업 프로세스와 각 단계 별 세부 체크리스트를 개발하였다. 각 세부 체크리스트는 포장디자인 요소추출 과정에 농업인과 디자인 업체가 공동 참여하여 워크샵을 통해 추출할 수 있도록 하여 농업인, 디자인전문가, 기관담당자가 3가지 관점에서 고려하여 합리적으로 지원사업이 진행될 수 있도록 하였다. 디자인 결과물은 그래픽 부분 뿐만 아니라 제품적합성(온도, 습도, 변형정도), 포장환경(포장재적재성), 유통방식(포장단위결정) 등을 점검하여 효율적으로 결과물이 도출될 수 있도록 하였다. 본 연구결과를 농촌현장에 실현하기 위해 정책협의를 거쳤으며 향 후 농촌기업 및 6차산업예비인증자 지원사업에 활용 할 계획이다. 개선된 지원사업 프로세스 활용을 통해 농특산품 포장디자인 품질향상, 농업인 디자인 의식제고 등 농촌의 시너지 효과를 기대하며 경쟁력 향상에 적극 기여하고자 한다.

영어초록

With social and economic changes, rural communities have broken from the past agriculture-centered economy to belong to the environment of the sixth industry with production, manufacturing, processing, sales and distribution of agricultural products. Each local government is aggressively offering various supporting policies so that the sixth industrialization may be achieved without problems. In order for each supporting project to be successful, the prudent reviews and conferences by experts in each field and those responsible for the project is indispensable. This study has examined and analyzed the operation status by focusing the supporting projects of 158 agricultural research services and technology centers nationwide to appreciate difficulties and improvement points. The followings have been found by the analysis result: an expert committee should be organized, the farmers lack awareness, a concrete process and its checklist are necessary, the budget is not enough and some specialists are needed. Accordingly, in order to improve these problems, the committee made up of 10 members – 2 farmers, 3 government officials, 2 design consultants, 3 designing specialists – has discussed in depth for developing the following solutions: a systematic support projects with 8 stages of demand survey, planning, filling-out of blueprint (setup of guidelines), object selection (public contest), execution, interim management, outcome and estimation, ex post facto management. And the detailed checklist by stage was developed, which enabled farmers, designing specialists and government officials to carry out a rational support project with the consideration ofthree viewpoints so that by those farmers and designing companies may jointly participate in workshops to extract packing design factors. Through this, not only the graphic issues but also the product conformance (temperature, moisture and degree of deformation), the packing environment (suitability of packing material) and distribution method (determination on packing unit) were to be checked so that any outcomes might be extracted efficiently. Several policy consultations were held for these study results to be materialized in the agricultural field and furthermore those results is planned to be utilized for the project supporting rural businesses and preliminary authenticated in the field of the 6th industry. The utilization of the improved supporting project process is expected to bring out such synergies effect in rural communities as improvement of packing designs for agricultural specialties and raise of farmers’ designing awareness and anticipated to aggressively contribute to the enhancement of competitiveness.
