대원군 하야 후 서원 復設의 동향과 儒疏 활동 - ｢請祠院復設疏疏廳錄｣을 중심으로 - (Rend of Seowon Restoration and Yuso Activities After Daewon-gun Stepping Down)

초록

이 글은 흥선대원군 하야 후 소수서원을 중심으로 전개된 영남 유림계의 서원 복설 유소 과정을 연대기자료와 청사원복설소소청록(請祠院復設疏疏廳錄)을 바탕으로 탐색한 것이다.
1864년 신정왕후의 서원 축소와 혜택 박탈 전교를 반포했고, 이어 대원군은 노론의 성지 만동묘(萬東廟) 를 시작으로 향론 분열책을 활용해 미사액서원의 훼철에 성공한다. 그 연장선에서 1871년 남은 사액서원 철폐에 돌입해 47개소의 원사(院祠)만을 남겨두고, 전부 훼철시켰다. 대원군의 전면적인 서원 훼철의 동인(動 因)은 서원에서 파생되는 특권 제거에 있었다. 1차 때 속수무책으로 당한 영남에서는 2차 때 ‘만인소’로 대응했으나 대원군의 단호한 결의 때문에 봉입조차 하지 못했다.
1873년 대원군은 실각과 동시에 만동묘가 복묘(復廟)되자, 8도 전역에서 서원 복설 활동이 폭증한다. 특히서원의 존망을 영남의 존망으로 인식했던 영남에서는 1877년 6월 소수서원에서 16개 고을의 인사가 임원으로 참여한 복설소(復設疏)를 기획해 상경한다. 어려운 환경 속에서도 소청활동을 펼친 결과, 영의정 이최응의아들에게 이 사실을 알리게 되었다. 그리고 소수(疏首)의 동생 수찬 박종운이 이와 관련 된 상소를 올렸고, 마침내 25일 만에 봉입이 성사된다. 그러나 고종은 복설 폭증 우려 및 재정과 폐단 문제를 들어 불허한다.
이처럼 조정에서 서원 복설 불가를 엄명했음에도 향촌에서는 여전히 서원을 필요로 했다. 서원을 매개로실력을 행사하던 사족들의 기반 상실과 서세동점의 외부 변화에서 오는 위기의식의 발로였다. 또한 족적 결속의 구심처 역할을 한 서원이 제공한 문중 일원이라는 정체성을 확인시켜 주는 공간이라는 인식이 강하게남아있었다. 특히 조선 후기 내내 재야로 밀려나 향권에 집착했던 영남이 여타의 지역에 비해 이러한 현상이더 두드러졌다. 서원이 오늘날까지도 신⋅복설이 되는 이유도 여기에서 찾을 수 있다.

This article seeks for the process of seowon (Confucian academy) restoration yuso (collective appeal to the king by the young scholars) process of the Youngnam scholars undertaken with the focus on Sosu Seowon after Heungseon Daewon-gun stepping down on the basis of the chronology data and 『Cheongsawonbuseolsosocheongrok』. The contents discussed in the main context should lead to the conclusion.
In 1864, Queen Sinjeongwanghoo presented the jeongyo (royal decree) to cut down on seowons and take away of privileges and Daewon-gun utilized the policy to split the rural factions with the beginning of Mandongjo as the holy site of Noron to have the successful disposition of seowons that did not attain the royal charter. In its extension, Yougnam worked its way for closure of the seowons with the royal charter to completely demolish them with only 47 wonsas remaining. The cause of the full-scale seowon disposition by Daewon-gun was to eliminate the special privileges derived from those seowons. Youngnam that was struck hard without any encountering measure in the first of such movement was counter-acted with ‘Maninso’ in the second movement, but they had no success due to the firm resolution of Daewon-gun.
In 1873, together with the downfall of Daewon-gun, Mandongmyo was revived and it triggered the seowon restoration activities all over the country. In particular, in Yougnam where the existence of seowons as the reason to exist for Youngnam, people of 16 towns with Sosu Seowon planned of appeals for restoration where they were participated as the officers came to the capital in June 1877.
As a result of engaging in the appealing activities under the difficult environment, the fact was informed to the son of Younguijeong (prime minister) Yi Choi-eung. And, Suchan Park Jong-woon who was a younger brother of Sosu submitting the sangso (petition to the king) related to the foregoing and it was accomplished in 25 days at last. However, King Gojong did not allow the request due to the concerns of drastic increase for restoration and issues of finance and ill-effects.
As such, the government stringently ordered for not permitting the seowon restoration but the rural town still needed seowons. It would be attributable to the fact that the scholars that flexed their power with the seowons as the means had urgent sense of crisis from the loss of their stronghold and external change of the Seosedongjeom. In addition, there remained strong sense that the seowons that had the role of focal point for unity of clans was the space to confirm the identity as part of the clans. In particular, Youngnam that had been obsessed to the regional power as it was driven to the outside of power all through the second half of the Joseon Dynasty was more conspicuous for such a phenomenon compared to other regions. The reason that the seowons had new establishment and restoration until the present days could be attributed from here.
