초록

570년 이래 고구려는 對倭外交를 통해 왜와 우호하여 新羅를 견제해 나갔다. 이 글은 이러한 고구려의 대왜외교와 마주하게 된 왜국 조정의 입장을 구체적으로 살펴보고, 양국의 우호로 왜국의 대외관계에는 어떤 변화가 나타나게 되었는가 하는 점을 짚어봄으로써 고구려와 연동되었던 각국의 대외전략을 살핀 것이다.
지금까지의 연구에서는 고구려의 대왜외교가 왜국의 대외관계에 미친 영향에 대해, 큰 관심을 보이지 않았다. 그것은 아마도 대왜외교가 개시된 지 불과 4년 여만에 중단되었다고 이해하고, 다만 이 외교가 고구려의 대외전략 상에서 어떤 의미를 갖는 것인가 하는 점에만 주목해 왔기 때문이라고 여겨진다.
그러나 검토의 결과 고구려의 대왜외교가 전개되기 전까지, 왜국은 동북아시아 국제관계에서 바깥에 놓여있던‘孤島’와 같은 처지에 놓여 있었다. 그러던 왜국이 고립의 상황에서 벗어나게 된 계기는 고구려가 대왜외교를 개시하게 되면서부터였다. 고구려가 접근해 왔다는 사실을 내세워 왜국은 新羅에게 관계 再開를 요구할 수 있었고, 원하던 바를 이룰 수 있었던 것이다.
백제가 대왜외교를 재개하게 된 까닭도 여기에 있었다. 고구려의 대왜외교로 인해 百濟는 왜국의 대외관계에서 고구려와 경쟁적 위치에 놓이게 되었다. 왜와 고구려의 우호는 백제의 입장과는 무관하게 이루어진 왜의 단독 講和였고, 그 우호관계는 왜와 고구려의 관계에 한정된 것으로 고구려와 백제의 적대적 관계까지 변화시켰던 것은 아니었다.
기록에 따르면 고구려의 대왜외교는 574년의 사절 파견을 끝으로 약 20여 년 간 중단되었던 것으로 보인다. 그러나 595년 高句麗僧慧慈의 渡倭는 고구려와 왜국 간의 긴밀한 관계를 토대로 성사된 것이어서, 기록에 보이질 않는 이 20여 년의 기간이야말로 양국이 우호하게 되는데 필요한 교류가 있었던 시기였다. 이와 관련하여 고구려의 접근에 대해 왜국 조정이 호응하게 된 배경은 고구려의 대왜외교를 이용하여 교섭 상대국을 압박하고 왜의 의지를 관철시킨다는 왜국 조정의 대외전략에 있었음을 밝혔다.
수의 등장에 뒤이어, 동북아시아세계를 뒤흔든 사건은 수와 고구려의 대결이었다. 이러한 긴박한 국제정세와 관련하여 지금까지의 이해는 왜가 고구려의 대외전략에 호응하고 있었다고 보아왔다. 608년 왜가 에 보낸 國書는 고구려 침공을 계획하고 있던 수의 주의를 왜로 돌리는 결과를 가져오는 것이었다.
그러나 隋煬帝는 실상을 살피기 위해 사자를 보냈을 뿐, 후속의 조치를 취하지 않았다. 희생양이 되었을 법한 왜국의 遣隋使일행조차 무사히 임무를 마치고 귀국하였던 것이다. 이 점에서 왜국의 對隋外交를 고구려의 대외전략과 연관지워 살핀 이해에는 동의할 수 없다. 즉 왜의 대수외교는 수와의 교류를 필요로 했던 왜국 조정의 독자적 판단과 의도에 따른 것이라고 보아야 한다. 고구려의 대왜외교를 내세워 교섭 상대국을 압박하고 왜의 의지를 관철시킨다는 前시기의 대외전략이 對隋關係에서도 적용되고 있었음을 여기에서 확인할 수 있는 것이다.

영어초록

Since the year of 570, Koguryo established amicable relations with Japanese Wa through the diplomatic polices, standing against Silla. This thesis intends to examine specific standpoints of Japanese Wa on this Koguryo’s diplomatic relations toward Japanese Wa and changes in the foreign relations of Japanese Wa to see the international strategies of each country connected with Koguryo.
Previous studies have not showed a significant interest in the effects of Koguryo’s diplomatic relations with Japanese Wa on the foreign relations of Japanese Wa. This is because Koguryo’s diplomatic relations with Japanese Wa was stopped only after 4years, and all previous studies only have focused on the significances of Koguryo’s diplomatic relations with Japanese Wa on Koguryo’s international strategies. But, as a result of examination, before Koguryo implemented its diplomatic relations with Japanese Wa, Japanese Wa was isolated from the international relations in the Northeast Asia. Japanese Wa was out of isolation after Koguryo became its diplomatic relations with Japanese Wa. Claiming the Koguryo’s approach, Japanese Wa was able to demand Silla to continue the diplomatic relations and get what they wanted.
This is why Baekje also resumed their diplomatic relations with Japanese Wa. Due to Koguryo’s diplomatic relations with Japanese Wa, Baekje had to compete with Koguryo for the international relations with Japanese Wa. The amicable relationship between Japanese Wa and Koguryo was reinforced by Japanese Wa regardless of Baekje’s standpoint, and this relationship was limited between Japanese Wa and Koguryo so that it didn’t changed the relationship between Koguryo and Baekje to be hostile.
According to the records, Koguryo’s diplomatic relations with Japanese Wa had been suspended for approximately 20 years after dispatching an envoy in 574. However, Koguryo Buddhist monk Hyeja’s visit to Japanese Wa in 595 was accomplished based on close relationship between Koguryo and Japanese Wa, so there had been exchange between two countries for the close relationship during this period of 20 years. With regard to this, Japanese Wa revealed in their international strategies that they responded to the approach of Koguryo in order to press target countries for negotiation and accomplish their intention using their diplomatic relations with Koguryo.
Followed by the appearance of Sui Dynasty, an accident which stirred up the Northeast Asia was a confrontation between Sui Dynasty and Koguryo. With regard to this critical international situation, it has been considered in our understanding so far that Japanese Wa responded to the Koguryo’s international strategies. Japanese Wa’s message to Sui Dynasty in 608 turned the countries for negotiation. But, Yang, emperor of Sui only dispatched an envoy to understand the fact, but didn’t take any follow-up actions. This is why even a group of envoys from Japanese Wa who could have been victimized was able to return to their home country after completing their mission. In this respect, it is impossible to agree with the understanding that examined in the connection between Japanese Wa’s diplomatic relations with Sui Dynasty and the international strategies of Koguryo. Therefore, it is necessary to consider that Japanese Wa’s diplomatic relations with Sui Dynasty was due to the decision and intention of Japanese Wa that needed the exchange with Sui Dynasty. We can see here that Japanese Wa also applied their international strategies to press target countries for negotiation and accomplish their intention using their diplomatic relations with Koguryo to their diplomatic relations with Sui Dynasty.
