사전(事典)은 전문성을 바탕으로 학적 지식의 체계적 심화와 함께 지식의 정확한 대중화에 기여할 수 있는 텍스트이다. 행정구역은 국가통치의 중요한 기제로서 거주민의 생활과 인식을 규정하는데 큰 역할을 한다.
『한국 근대 행정구역 사전』은 1895년부터 1963년까지 한국의 근대 행정구역에 대해 전국을 대상으로 군(郡) 단위로 면까지의 변동 상황을 정리하였다. 대상 시기는 1895년 23부제 개혁으로부터 1963년 1월 1일자로 단행된 대대적인 지방행정구역 변동까지이다. 1895-1963년까지의 행정구역은 일제의 1914년 행정구역 통폐합으로 근간이 마련된 지방행정구역을 바탕으로 아직 본격적 산업화·도시화가 진행되기 전 한국 근대의 행정구역의 궤적을 살펴볼 수 있다.
이 글에서는 『한국 근대 행정구역 사전』 편찬에 근거가 된 자료에 대한 해제, 행정구역을 도 - 군 - 면 단위로 시계열적 변동을 추적하는 작업에 대해 상세히 설명하였다. 1895년 조선정부로부터 시작된 근대 행정구역의 연원과 역사적 변천 과정을 정확히 정리하는 것은 “근대로의 이행 - 식민지배 - 독립과 분단”이라는 한국 근대사의 특성을 이해하는 기제가 될 수 있고, 지명에 대한 억측과 과도한 해석을 지양하고 현재와 미래 한국인의 삶을 담을 수 있는 지명으로의 전환 근거가 될 수 있을 것이다.

영어초록

This article explains the method employed in Dictionary of Modern Administrative District in Korea: 1895-1963 to deconstruct data, create different units of administrative districts, label each unit as “Do,” “Gun,” and “Myeon,” and record changes of district units, and the significance of this method.
Administrative district system is an essential tool for governance as it plays a significant role in shaping people’s livelihood and their perceptions of a certain place. Dictionary of Modern Administrative District in Korea records the changes of district units and their organizations, ranging from “Gun” to “Myeon", from 1895 to 1963. The district system used in this dictionary is the one that Governor-General of Joseon had established after administrative district merge and reform in 1914, which divided the peninsula into 13 “Do”s, 12 “Bu”s and 220 “Gun”s. This system came to life as an expansion on the administrative district reform that the government of Korean Empire initiated, and it continued to last after the independence in 1945 till the district reform in 1963. This system allows scholars to examine the organization of administrative districts prior to the rapid industrialization and urbanization.
Analysis of the origin of modern administrative district system and the history of its transformation, which began in 1895, helps scholars understand the modern history of Korea, which is characterized by modernization, followed by colonial rule, independence and partition of the peninsular into two states. This will also deter groundless assumptions on and interpretations of district names and enable [who] to change the district names to something relevant to the lives of Korean people in the contemporary society and future.
