초록

이 논문의 목적은 1974년의 ‘문인간첩단사건’을 주된 분석 대상으로 삼아 ‘문인’이라는 독특한 표상이 갖는 사회적 의미와 ‘문인간첩’이라는 낙인의 정치적 효과를 규명하는 것이다. 이 논문은 1960년대 중반을 기하여 ‘법의 이름’으로 문학장을 통제하기 시작한 권력의 통제 방식이 1970년대에 접어들어 또 다른 양상을 보이며 변화해갔음을 ‘문인간첩단사건’을 통해 보여주고자 했다. 또한 1960년대 후반부터 본격적으로 발생하기 시작하는 일련의 간첩단 사건과의 비교 분석을 통해 문인간첩단사건의 특징을 고찰하고 1960∼70년대 지식인 간첩단 사건의 계보에 대한 복합적인 이해를 창출하고자 했다.
이 논문에서 제시하고 있는 ‘문화 검역’이라는 개념은 ‘문인간첩단사건’을 비롯한 일련의 간첩단사건을 분석하고, 나아가 박정희 정권기의 문화 통제 방식을 새롭게 재해석하기 위해 고안되었다. 박정희 정권기 문화 통제 방식은 특정한 텍스트에 대한 검열을 수행하는 국지적 처벌의 형태를 띠지 않았으며, 사건을 스펙타클화하고 사회 전역으로 퍼트려 대중으로 하여금 소비하게 만들었다는 점에서 확산적인 성격을 가졌다. 당국은 ‘수사와 재판’ 그리고 ‘공표와 보도’라는 방식을 통해 텍스트의 생산, 유통, 소비를 포괄적으로 관리하고자 하였으며, 텍스트의 창작자는 물론이고 매체의 편집자와 발행인을 구속 기소함으로써 문화적 생산물에 대한 통제 방식을 전환시켰다. 이러한 통제 방식은 텍스트에 대한 제재나 처분을 넘어 그것을 생산하고 유포하는 데 관여한 인물들의 일신을 구속함으로써 텍스트를 통해 형성되고 확산된다고 간주된 불온한 사상을 전방위적으로 관리한다는 목적을 가졌다는 점에서 검역의 형태를 띠었다. 또한 전범의 생산을 통해 처벌받는 자만이 아니라 처벌의 바깥에 있는 이들까지도 시선에 의한 불안과 히스테리를 경험하게 한다는 점에서 처벌적 기능과 함께 예방의 효과를 창출했다. 이러한 권력의 작용은 유관 담론과 지식의 생산에 적극적으로 관여함으로써 사건과 주체를 특정한 의미망 속에 포획하고 지배적 관점이나 해석의 모델을 창출한다는 점에서 억압적인 동시에 생산적이기도 했다. 1974년에 발생한 문인간첩단사건은 이러한 검역 당국의 출현과 문화 통제 방식의 전환을 인상적이면서도 분명하게 드러내준 대표적 사례에 해당했다.

영어초록

The purpose of this paper is to analyze the case of the literary spy which occurred in 1974, and to identify the social meaning of the distinctive symbol of ‘writer’ and the political effect of the stigmatization of ‘literary spy’. By analyzing the case of the ‘literary spy’, this paper intends to show that the control of power, which started to control the literary field by the name of ‘law’ in the mid 1960’s, changed in the 1970’s. In addition, through the comparative analysis with the cases of spy incident that began to take place in the late 1960’s, this article attempted to characterize the case of the literary spy and to describe the palimpsest of the genealogy of the spy incidents which various intellectuals were involved in the 1960’s and 1970’s.
The concept of ‘cultural quarantine’ presented in this paper is designed to analyze a series of spy cases including ‘the case of the literary spy’ and to reinterpret the cultural control of the Park Jeong hee’s regime. Park Jeong-hee’s regime of cultural control did not take the form of local punishment to perform censorship on specific texts. Instead, the cultural control of the Park Chung-hee’s regime was diffusive in that it made the incident spectacular and spread throughout the society, causing the public to consume it. The government tried to extensively manage the production, circulation and consumption of texts through ‘investigation and trial’ and ‘publicity and reporting’, and changed the regulation system by arresting the editors and publishers of the media as well as the creator of the text. This type of regulation can be said to take the form of a quarantine. As it was not only about sanctions or dispositions of texts, but also the imprisonment of the writer, who was involved in producing and disseminating of those texts, and the management of inflammatory ideas which were spreading through texts. In addition, it created the punitive function and the effect of prevention by giving intellectuals the experience of the anxiety and hysteria caused by the gaze of power. This perform of power was both repressive and productive in that it actively engages in the production of discourse and knowledge, capturing events and subjects in a particular network of meanings, and creating a oppressive viewpoint or model of interpretation. The literary spy incident in 1974 was a representative example which demonstrates the emergence of quarantine authorities and the transition of cultural control.
