초록

경상북도 영일지역은 1895년 지방관제 개편으로 연일군, 흥해군, 청하군, 장기군으로 개편되었다가, 1914년 일제에 의한 지방관제 조정으로 통합되어 영일군이 되었다. 3․1운동이후 영일지역의 청년들도 각 면지역을 중심으로 청년단체를 설립하였다. 포항면의 영일청년회, 청하면의 청하청년회, 송라면의 송라청년회, 흥해면의 흥해청년회 등을 설립하였고, 이러한 청년단체들은 이후 영일지역의 민족운동과 사회운동을 주도하였다.
1920년대부터 사회주의 사상의 유입으로 전국의 청년단체들이 혁신을 통해 조직체를 변경한다. 전국적 청년단체의 혁신은 영일지역의 청년회에도 영향을 미쳤으며, 혁신과 더불어 지역 청년단체 연합체 구성의 필요성이 제기되었다. 이러한 필요성에 의해 영일지역에서는 10 여 개의 청년단체들이 모여 영일청년연맹을 설립한다.
이후 영일청년연맹은 1927년, 청년운동이 민족주의․사회주의 양 진영의 통일전선체 구성에 대한 논의가 이루어지면서 또 다른 변화를 겪게 된다. 민족통일전선운동으로 방향전환 한 청년회들은 더욱 더 조직화 되어 一郡 一靑年會라는 목적아래 각 府․郡에 있는 청년회 및 청년연맹을 자진 해체하고, 대신 각 府․郡 청년동맹을, 그리고 각 面에는 동맹지회를 결성하여 나갔다. 영일청년연맹 역시 이러한 통일전선체 구성을 통해 영일청년동맹으로 변화․발전하게 된다. 또한 정학선․이재우 등이 주도하여 설립한 사상단체 ‘四月會’를 해체하고, 신간회 영일(포항)지회 설립하였다.
영일지역의 청년들은 영일청년동맹 활동과 신간회 영일(포항)지회와의 연대활동을 통해 민족의 이익 옹호 활동을 하였다. 하지만 1929년 말에서 1930년대 초까지 일어난 조선공산당사건, 조선공산당 재건위 사건은 신간회 각 지회와 청년단체에 있어서 큰 타격이 되었다. 이 사건들로 인해 신간회 각 지회 간부들이 대거 연행이 되고, 이들이 속한 단체들은 강제 해산되거나, 활동에 많은 제약을 받을 수밖에 없었다. 영일지역에서도 조선공산당사건은 지역의 청년운동이 위축되는 계기가 되었다.
경상북도 영일지역의 민족운동과 청년운동은 사회주의 계열의 청년들과 포항교회 출신의 기독교인들이 주도하였다. 하지만 이들을 제외한 새로운 민중들의 참여를 적극적으로 이끌어 내지 못한 한계가 있었다. 특히, 지역 운동을 주도하였던 사회주의 계열 청년들이 일제에 의해 검거된 이후, 청년단체 뿐만아니라 노동조합, 형평사, 어업조합 등의 활동이 크게 위축되거나 와해되면서 지역적 민족운동의 한계를 드러내었다. 하지만 이러한 한계에도 불구하고 영일지역 청년운동은 많은 청년들을 지역의 민족운동의 선도자적 위치로 이끌었다. 또한 사회주의자들과 기독교계열 비타협적 민족주의자들의 이념적․사상적 분화를 뛰어 넘어, 영일청년연맹․신간회영일(포항)지회․영일청년동맹 등 단일한 민족운동 세력을 형성하고자 끊임없이 노력하였다. 이러한 점은 영일지역에서도 청년들이 1920~30년대 청년회 활동과 해방 이전까지 일제에 대해 끊임없이 항거하고 전민족적 활동을 이어왔다는데 그 의의와 영향은 지대한 것이라고 할 수 있을 것이다.

Yeongil-gun, Yeonil-gun, Heunghae-gun, Cheongha-gun, and Janggi-gun were reorganized into Yeonil-gun, Heunghae-gun, Cheongha-gun, and Janggi-gun due to local control reorganization in 1895. After the March 1st Movement, young people from the Yeongil area also established youth groups centered on each Myeon area. Yeongil Youth Association in Pohang-myeon, Cheongha Youth Association in Cheongha-myeon, Songra Youth Association in Songra-myeon, and Heunghae Youth Association in Heunghae-myeon were established.
At that time, socialism was also spread in the Yeongil area by Jeong Hak-seon and others. After that, each youth organization changes its organization through innovation. After the change in the Youth Association, youth organizations in the Yeongil region sought a coalition of local youth organizations. At a time when each youth organization was changing, it was also necessary to unite local youth organizations and unify the youth movement. Due to this need, the Yeongil Youth Federation is established with more than 10 youth organizations in the Yeongil area.
Since then, the Young-Japanese Youth Federation has undergone another change in 1927 when the youth movement discussed the composition of a unified front between the two camps of nationalism and socialism. The youth associations, which changed their direction to the National Unification Front Movement, were further organized and voluntarily disbanded youth associations and youth federations in each department and county, and formed alliance branches in each side. The Young-Japanese Youth Federation will also be transformed and developed into the Young-Japanese Youth Alliance through the formation of such a unified front. In addition, the ideological organization “Sawolhoe”, led by Jeong Hak-seon and Lee Jae-woo, was disbanded and the Yeongil (Pohang) branch of the Singanhoe was established.
Young people in the Yeongil region engaged in activities to defend the interests of the people through joint activities with the Yeongil Youth Alliance and the Yeongil (Pohang) branch of the Singanhoe. However, the Joseon Communist Party incident and the Joseon Communist Party Reconstruction Committee incident, which took place from the end of 1929 to the early 1930s, were a major blow to each branch and youth organization of the Singanhoe. Due to these cases, a large number of executives of each branch of the Singanhoe were arrested, and the organizations to which they belonged were forced to be dissolved or subject to many restrictions on their activities. Even in the Yeongil region, the Joseon Communist Party incident served as an opportunity for the local youth movement to shrink.
The national and youth movements in Yeongil, Gyeongsangbuk-do, were led by young socialist people and Christians from Pohang Church. However, there was a limitation in that it could not actively attract the participation of new people except them. In particular, after the arrest of socialist youth who led the local movement by the Japanese colonial rule, activities such as labor unions, equity firms, and fishing associations as well as youth groups were greatly reduced or collapsed, revealing the limitations of the local national movement. However, despite these limitations, the Yeongil Youth Movement led many young people to a leading position in the local national movement. In addition, they constantly tried to form a single national movement force, such as the Youngil Youth Federation, the New Korean Hoeyeongil Branch, and the Youngil Youth Alliance, beyond the ideological and ideological differentiation of socialist and Christian uncompromising nationalists. In this regard, it can be said that the significance and impact of young people in the Yeongil region constantly protested against Japanese imperialism and continued national activities before liberation in the 1920s and 30s are great.
