초록

守成의 시대를 선언하고 당왕조의 장기적 존속과 번영을 추구하던 당 태종은 수 멸망의 단초가 되었던 고구려 원정을 시도했다. 당 태종은 많은 반대에도 불구하고 원정을 시도했을 뿐 아니라 직접 전쟁에 참여하였다. 당의 고구려 원정 준비는 고창을 멸망시키고 고구려에 직방낭중 지위에 있는 진대덕을 보내 그 허실을 살피게 했을 때부터 시작되었다.
643년 고구려에 파견한 상리현장이 돌아오면서 전쟁이 결정되었다. 당 태종은 전쟁 준비가 한창이었던 그해 8월 언기를 공격해 10월에 언기도독부를 설치하였다. 고창 멸망 후 동서교역의 새로운 거점으로 부상하고있던 언기에 대한 공격은 고구려에 경제적 압력을 주어 내부의 갈등을 일으키기 위한 것으로 보인다. 이는 고구려가 당에 굴복하지 않으면 그 교역을 강력하게 차단하겠다는 압박의 한 방편이었을 것이다. 교역의 중단은 이를 통해 부를 축적하던 지배층과 부유층들을 동요시킴으로써 고구려의 내부적 갈등을 야기시키기 위한술책이 될 수 있었을 것이다.
또한, 642년 정변을 통해 정권을 잡은 연개소문 세력이 갖는 정권 초기의 불안정한 권력구도를 흔들기 위한당태종의 의도는 고구려 정벌의 명분에서도 드러나고 있다. 당 태종은 고구려 원정이 영류왕을 시해하고 백성을 학대하는 연개소문의 죄를 묻기 위한 것임을 공표하였을 뿐 아니라 전쟁 중에도 이러한 그의 의도를 분명히드러내었다. 당 태종은 출정전부터 고구려 내부의 분열을 조장할 수 있는 조건을 만들었고, 압도적인 무력과 빠른 전쟁 진행으로 고구려를 위협함으로써 내부의 혼란을 가속화시켜 쉽게 고구려의 항복을 받아낼 수 있을 것으로 생각했을 것이다. 그러나 당은 고구려의 견고한 방어선을 뚫지 못하고 안시성에서 퇴각할 수밖에 없었다.
당 태종이 고구려원정에 나서면서 내세웠던 사방평정은 정복을 통한 영토 확장이 아니라 당이 주도하는 세계질서에 합류시키기 위한 것이다. 당 태종은 왕조의 우환이 될 강대한 세력의 출현을 억제시키는 방책에 따라 강자의 경우는 응징을 가하고 약자의 경우에는 지원해서 세력을 길러주는 방식을 채택하였다. 당 태종은위협이 되는 국가를 정벌하여, 중국의 군현으로 삼기도 했지만, 그들의 국력을 약화시키고, 내정 간섭을 통해당에 예속성이 강한 정권을 만들면서 이들을 통제하고자 한 것이다.
무엇보다 당에 의해 주도되는 경제 네트워크를 통해 경제를 예속화시킴으로써 자립의 기회를 없애고, 지배층에게는 하사를 통한 위세품을 제공함으로써 그들 국가의 피지배층과 분리시키고 정치 세력 재편에 영향을끼쳐 정치에서의 당에의 예속화를 더욱 진전시키고자 하였을 것이다. 이것이 당태종이 추구한 변경의 안정을위한 사방평정의 모습이며, 수성의 황태자인 李治에게 물려주고 싶었던 제국의 모습이었을 것이다.
