초록

1907년 헤이그에서 개최된 제2차평화회의와 러시아의 대한정책에 대한 연구는 한국의 독립이 상실되는 과정을 이해하는데 매우 중요한 의미를 지니고 있다. 그럼에도 불구하고 이 주제는 고종의 특사파견과 이준열사의 자결사건이 중첩됨으로써, ‘密使’의 이미지와 ‘自決을 둘러싼 의문’이 증폭된 바, 역사적 사실에 대한 구명보다는 신화를 양산하는데 일조해왔음은 부인할 수 없다. 따라서 ‘신화’를 ‘역사’로 옮기는 작업은 헤이그평화회의와 이와 관련된 고종의 특사파견 사건을 올바로 이해하고 자리 매김하는 지름길이 될 수 있을 것이다.
1906년 10월 9일, 제2차 헤이그평화회의(1907년 6월15일~10월 18일)가 개최되기 8개월 전, 주일러시아공사 바흐메찌예프(Iu.P.Bakhmet’ev)는 일본 외상 하야시(Hayashi)를 만난 자리에서 헤이그 평화회의에 한국의 참가가 불가능해졌음을 통고하였다. 이는 정확히 1년 전인 1905년 10월 9일 러시아정부가 주러 한국공사 이범진에게 헤이그평화회의에 한국을 초청하기로 결정하였음을 각서를 통해 통고한 것을 완전히 뒤집는 조치였다. 짜르정부는 새롭게 소집하게 될 제2차 헤이그평화회의에 일본뿐만 아니라 한국대표를 나란히 초청함으로써, 한국의 신성불가침한 주권을 분명하게 인정하고 이를 국제적으로 공인받으려던 기존 입장을 철회하였던 것이다. 그 결과 헤이그평화회의 석상에서 을사보호조약을 강박하여 한국의 주권을 침해한 일본의 국제법위반 사실을 폭로하고 한국의 독립을 호소하고자 했던 고종의 특사들은 회의에 참석하지도 못한 채 ‘초대받지 않은 손님’이 되어버리고 말았다.
그렇다면 왜 러시아는 제2차 헤이그 평화회의에서 한국의 독립을 재확인하려는 기존의 입장을 번복하고 말았는가? 이는 러시아 외교정책의 변화와 관련이 깊다. 패전과 혁명의 위기 속에서 짜르정부는 체제유지와 내부개혁을 성공적으로 완수하기 위해서는 무엇보다 평화적인 대외환경 조성이 필수적이었다. 따라서 새로운 외교정책은 군사력에 기반한 전통적인 팽창정책에서 탈피하여 협상과 타협을 통해 안정을 도모하는 이른바 “과거와의 단절”이 그 골간인 바, 이는 신임 외상 이즈볼스키(A.P.Izvolskii, 1906~1910)의 ‘외교혁명’으로 구체화되었다. 실용주의에 입각한 그의 외교혁명은 전통적인 적성국인 영국 및 교전국이었던 일본과의 타협과 협약체결에 초점이 맞춰져 있었다. 이에 1907년 러일협약과 영러협상의 체결 과정은 시기적으로 제2차 헤이그평화회의와 맞물리게 되었다. 이 과정에서 한국문제는 대일접근을 위한 러시아의 협상카드가 되었던 바, 일본의 반발을 의식한 러시아는 한국을 헤이그 평화회의에 초청하기를 포기하게 되었던 것이다.

영어초록

The 2nd Peace Conference which held in Hague in 1907 and the research on the Korean policy of Russia have significantly important role in understanding on how the loss of independence of Korea has made. Despite of the importance of the events, because the dispatching of special Envoy, Jun Lee from the last emperor, King, Ko-Jong and the Special Envoy’s suicidal attempt, it is no doubt that the two events have more impacted on creating on myth rather than proving on the historical fact. Thus, the work of transferring from the myth into the history can be a shortcut in understanding and putting things into the right place.
In October 9, 1906, the Russian Diplomat(Lu P. Bakhmet’ev) informed to Japanese Foreign Minister Hayashi that Korea’s join in the Peace Talks in Hague might be impossible. This was a completely reversed decision from which was exactly 1 year ago from the Russian Government that they have been sent out the notice to Korean Diplomat Bumjin Lee that the Russian Government had officially decided to invite Korea in the Peace Talks in Hague. The Russian Government’s withdrawal from its previous decision about inviting Korea to the 2nd Peace Talks in Hague was not only clearly acknowledging of independency of Korea but also trying to getting an international agreement from the previous standpoint. Because of the change of Russia Government’s decision on Korea, The Special Envoy became a uninvited guest all of sudden. Then, what were the reasons for Russia to decide to change of their original decision on re-confirming of Korea’s independency in the 2nd Hague Peace Talks? The reasons are deeply related to the change of the Russian Foreign policy. In the middle of the between lost war and the revolution, arranging peaceful environment was a necessary for Russian Government in order to accomplish the success of their maintaining their system and leading the internal reconstruction. Thus, the new foreign policy was formulated and it is clearly established not from the traditional expanding policy based on the military power but from the talks and negotiation for the peace and stability. It is so-called “Disconnection from the past” and it became more precisely established into “Diplomatic Revolution” by the new Foreign Minister, A.P. Izvolskii(1906~1910). His “Diplomatic Revolution” is based on the pragmatism and it is focused on negotiation and contract deal with the traditional enemy states such as England and Japan. For that reason, in 1907, the Russia- Japan Convention and Anglo-Russian Convention had to work out with the 2nd Hague Peace Talks. In the processing of the talks, the Korea matter became an diplomatic option for Russia to approach and negotiate with Japan. Thus, Russia had decided to give up on bringing up Korea issue to the table at Hague Peace Talks eventually.
Therefore, in this paper, I would like to research why Russia had invited Korea to Hague Peace Talks and take a look into the abandoning process. Especially, I would like to investigate more precisely on V.N. Lamzdorf: Revolution in Foreign Relation. The range of this research would be from between Portsmouth Treaty(1905.9) and Russo-Japanese Convention(1907.7) and it will be divided into before and after stage from the appointment of the new Foreign Minister Izvolskii(1906.5). The Former was the Russian Government’s supporting Korean independency based on their East Asia foreign policy and the latter was to establish new friendly foreign relation with Japan; Korea as an option.
