불편문화유산(Difficult Heritage)의 해석과 관리-1980년대와 1990년대 조선총독부 청사의 보존과 철거 과정을 중심으로 (Interpretation and Management of Difficult Heritage: Conservation and Destruction of the Japanese Government-General Building between the 1980s and 1990s)

초록

1996년 말, 완전 철거된 조선총독부 청사는 해방 이후 식민지배와 관련된 건축물의 유산적 가치 해석과 관리에 있어 가장 상징적인 사례라고 할 수 있다. 1980년대 전두환 정부는 조선총독부 청사를 국립중앙박물관으로 전환하는 계획을 수립하며, ‘일제 잔재를 청산’하기 위하여 해당 건물의 식민지배 역사를 교훈적, 교육적으로 활용 및 기념하고자 하였다. 이와 반대로 1990년대 경복궁 복원 계획과 함께 조선총독부 청사의 완전 철거 계획을 수립하면서, 김영삼 정부는 부정적인 역사와 관련된 조선총독부의 완전 철거를 통해 해방 이후 미뤄져왔던 ‘일제 잔재를 청산’하고자 하였다. 이처럼 부정적인 역사 및 기억과 관련된 불편문화유산(Difficult Heritage)라고 할 수 있는 조선총독부 청사의 사례에서 교훈적 의미를 강조한 긍정적인 재생과 고의적인 제거를 통해 부정적인 역사를 지우고자 한, 불편문화유산의 두 가지 접근법이 나타나고 있음을 알 수 있다. 그렇지만 각각의 접근법 모두 해당 건물을 바라보는 다른 시각을 포용적으로 받아들이지 못했다는 점에서 한계를 가진다. 이렇듯 변화하는 사회적, 시대적 요구에 따라 (불편)문화유산의 가치와 의미에 대한 해석은 달라질 수 있지만, 무엇보다 중요한 것은 다양한 가치와 의미가 대화와 기록을 통해 공존할 수 있는 유산 해석 환경을 만들어 나가는 것이라고 할 수 있을 것이다.

영어초록

It can be said that the Japanese Government-General Building that was destroyed at the end of 1996 is one of the most symbolic examples in terms of interpretation and management of colonial heritage in South Korea. After liberation in 1945, in order to deal with this giant colonial building, President Chun (term of office 1980-1988) established a plan to convert the Japanese Government-General Building into the National Museum of Korea. With this plan, he attempted to utilise this building to educate and commemorate Japanese colonial history and further ‘liquidate the remnants of Japanese colonialism. On the contrary, during the 1990s, in order to restore the Gyeongbokgung Palace, which was highly damaged during the Japanese colonial era, President Kim (term of office 1993-1998) decided to completely dismantle the Japanese Government-General Building. Although President Kim also insisted that through the destruction of this colonial building, the remnants of Japanese colonialism would be liquidated, his intention was arguably to erase all the past wrongdoings regarding not only Japanese colonialism but also the previous post-colonial governments’ practices on this building, such as the continuous uses of this building as government buildings or a museum building. It can be understood that the case of the Japanese Government-General Building, which can be called ‘Difficult Heritage’, demonstrates two contrasting approaches to mastering negative and painful past and memory associated with sites: positive rehabilitation (the 1980s) and deliberate erasure (the 1990s). Though, each approach to this colonial building has limitations in that both did not accept other interpretations of the building in an inclusive manner. The interpretation of values and meaning of (difficult) heritage may vary depending on ever-changing social and temporal needs and wants. Thus, it is essential to create a heritage interpretation environment in which various values and meanings of heritage can be respected and coexist.
