초록

본고는 특사들이 도착한 1907년 6월 25일부터 네덜란드를 떠난 9월 6일까지 그들의 활동을 살펴보았다. 회의문서, 일기, 편지, 당시 신문 보도를 이용하여, 당시 특사들이 직면했던 강제(제한)적인 측면과 그러한 환경에서 어떻게 한국의 입장을 적절히 변호하고자 했는지에 대해 확인하였다. 그리고 헤이그에 모인 국제 사회의 관점에서 한국특사단을 접근하였으며, 그들의 갑작스런 파견에 대해 당시 헤이그는 어떻게 반응하였는지 살펴보았다.
1899년 헤이그 협정 가입으로 한국은 평화회의에 참석할 수 있었다. 더욱이 1899년 회의가 ‘국제 분쟁의 평화적 정착을 위한 협정’에 가입한 국가들 간의 국제 중재 원칙에 동의했다는 것을 감안한다면, 헤이그는 한국에게 일본의 한국 주권 침해에 관한 논의를 요청할 수 있는 적당한 재판 장소였다.
그러나 한국특사단은 도착한지 며칠도 채 되지 않아 현실은 그렇지 않다는 것을 알게 되었다. 대신 그들은 예상치 못한 곳에서 동지들을 발견했다. 특사단은 헤이그에서 전개되고 있는 국제 평화운동을 통해 한국의 어려운 상황을 대중들에게 알릴 수 있었다. 그러나 평화운동가들도 현실세계의 무력 외교는 염두하지 않고, 문명화의 고상한 이념과 이에 수반하는 의무만을 신뢰했다. 궁극적으로 모든 비난과 부담은 특사단의 어깨에 올려졌다. 한국은 일본을 따라잡을 수 있다는 것을 증명해야 했다. 그날이 올 때까지 한국은 자신의 운명을 받아들이고 최선을 다해야만 했다.
대중매체의 태도도 이와 같았다. 한국은 패배자로 여겨졌으며, 삶을 위한 투쟁에서 한국은 실패하고 말았다. 비록 뉴욕타임즈가 한국의 운명에 대해 상당한 관심을 보였지만, 이 관심은 궁극적으로 한국인들이 미국 정부를 정치적으로 당혹하게 할 것인가에 대한 문제로 국한되어 있었다.
이러한 조건에서도 한국특사단은, 특히 이위종은 얼마나 환경의 변화에 잘 대응했는가 하는 것은 괄목할 만하다. 그들은 헤이그에 도착하여 대표단으로서 훌륭하게 행동하였기에 언론은 그들을 주목했다. 그러나 회의로부터 차단된 그들은 평화운동과 언론에게 다시 관심을 돌렸다. 이준이 사망하고 고종이 퇴위되자, 특사단은 영국과 미국 방문에 착수했다. 이위종은 자신들을 정부보다는 인민의 지원을 받아 열강에 파견된 특사단이라고 바꾸어 말했다. 미국에서는 일본이 한국의 인민주권을 짓밟고 있다는 사실을 알림으로써 미국 여론을 동원하였다. 그런 점에서 특사단은 그들의 국가를 대표하는 진정한 사절단이었다.
이위종이 언론 플레이를 하는 기술은 강한 인상을 주었다. 이러한 노력에도 불구하고 결국, 이위종은 한국에게는 더 이상 선택의 여지가 없으며 자신의 힘에만 의지해야 한다는 사실을 받아들여야 했다. 비록 이것은 헤이그 특사의 임무가 실패로 끝났다고 보일 수 있지만, 제한된 시간 안에서 활동하면서도 한국의 상황에 대한 인식을 제고시켰다는 점을 기억해야 할 것이다.

영어초록

In this paper, I look at the activities deployed by the Korean delegation from the moment they arrived on 25 June all through their final departure from the Netherlands, on 6 September 1907. Using conference documents, diaries, dispatches and contemporary press coverage, I establish the constraints the delegation faced and how under such circumstances they proved very adequate advocates of the Korean cause in the international arena. I approach the Korean delegation from the perspective of the international community present in The Hague and its reactions to the sudden appearance of this unexpected deputation.
Adherence to the 1899 Hague Conventions warranted Korean participation in the Peace Conference. Furthermore, given that the 1899 Conference had agreed to the principle of international arbitration among states adhering to the Convention for the Peaceful Settlement of International Conflicts, The Hague was the proper venue to ask for a debate about Japanese infringements on Korean national sovereignty.
As the Korean delegates found out within days after their arrival, this was not to be. Instead, they discovered allies in unexpected corners. The international peace movement which had assembled in The Hague in conjunction with the Peace Conference offered them the opportunity to raise public awareness about Korea’s plight. As the Korean delegates discovered in the end, the interests of the peace movement were quite different from their own concerns.
Inevitably a certain condescension tinged the way the peace movement dealt with the Korean delegation, ultimately putting all the blame and the burden on their shoulders. Korea had to prove it could catch up with Japan. Until that day, it had to accept its fate and make the best of it.
The media response to the Korean plight was very much in line with this attitude. Korea was considered a lost cause. In the struggle for life, the Korean state had failed. Defeat at the hands of Japan spelled the extinction of the Korean nation.
Against all these odds, it is remarkable to see how well the Korean delegation in general, and Yi Wijong in particular, adapted his message to the changing audiences and circumstances. Arriving in The Hague, they conducted themselves as a proper delegation, and were as thus recognized by the media. Their initial efforts were directed at gaining formal recognition as a delegation. Failing that, they tried to secure a hearing at the conference. As they were barred from the conference, they refocused their attention to the peace movement and the press.
Yi Wijong’s skill in playing the media was impressive. Despite all their efforts, in the end, Yi Wijong had to conclude that under the given circumstances, Korea had no other options but to rely on its own strength. Though this may appear a further confirmation of the failure of the Korean mission, it is important to remember that the mere presence of the delegation and their activities did raise awareness, though for a limited time, of what was happening in Korea. Seen from a wider perspective, the delegation is historically meaningful as a determined attempt at making Korea an active member of the concert of nation states, mobilizing international law for the protection of its national sovereignty.
