94년 개혁회의 성립과 이념 (Establishment and Philosophy of the 1994 Reform Conference)

초록

본 고찰은 1994년에 일어난 조계종단의 개혁운동에 대해 살핀 글이다. 그중에서도 개혁을 총괄한 기구인 개혁회의 성립과 종교 정책에 나타난 이념을 분석하였다. 94년 종단개혁은 현대불교사, 조계종단사에서는 매우 중요한 역사적인 사건이었다. 그러나 지금껏 이 운동에 대해서는 연구가 미약하였다. 이런 연고로 94년 종단개혁의 역사성에 비추어 보면 개요, 전개, 성격, 영향에 대한 이해가 매우 미진하였다.
이런 전제하에서 필자는 다음과 같은 측면을 유의하여 이 글을 집필하였다. 첫째, 종단개혁에 관련된 객관적인 문헌과 증언에 의지하여 사실과 진실의 추구의 입장에서 분석하였다. 종단개혁에 대한 평가는 지금껏 찬반 양론이 심각한 대상이었다. 이런 기본 문제점을 극복하기 위해서는 중립적인 학술 분석을 수행하고자 하였다. 둘째 종단개혁의 가장 중요한 대상으로 개혁회의라는 기구의 성립을 다루고자 하였다. 그래서 이 기구의 성립을 담보한 법, 성립 경과, 구성원의 성격을 분석하였다. 셋째, 개혁회의 이념을 살피기 위해서 개혁회의가 표방한 종교 정책, 불교개혁 방향 및 노선을 살폈다. 구체적으로는 5대 개혁과제, 10대 실천공약을 살펴 보았다. 그런데 이런 개혁 노선은 8개의 승가단체로 구성된 범승가종단개혁추진회가 수립한 개혁방안에서 나온 것이다. 그래서 그 개혁방안의 개요, 성격을 조사하였다. 넷째, 개혁회의가 수행한 것은 주로 제도개혁, 불교 자주화, 문제 인물의 배척이었다. 이는 개혁회의가 불교적인 수행, 참회 및 정화 등에 대한 정신적·사상적인 정화보다는 제도개혁 및 과거 청산에 유의하였음을 말해준다.
이상과 같은 방향에서 필자가 살핀 이 글이 94년 종단개혁, 90년대 불교사의 이해에 도움이 되기를 기대한다.

영어초록

This study is a study on the reform movement of the Jogye Order that took place in 1994. Among them, the establishment of the Reform Conference, the organization that oversaw reform, and the ideology that appeared in religious policy were analyzed. The religious order reform in 1994 was a very important historical event in the history of modern Buddhism and the history of the Jogye Order.
However, studies on this movement have been weak so far. Due to this reason, in light of the historicity of the 1994 Reformation, the understanding of the outline, development, character, and influence was very poor.
Under this premise, I wrote this article with the following aspects in mind. First, it was analyzed from the standpoint of seeking facts and truth, relying on objective literature and testimonies related to the Reformation. The evaluation of religious sect reform has been a serious subject of pros and cons. In order to overcome this basic problem, we tried to conduct a neutral academic analysis. Second, as the most important object of religious religious reform, the establishment of an organization called the Reform Conference was tried to be dealt with.Therefore, the law that guaranteed the establishment of this organization, the process of establishment, and the characteristics of the members were analyzed. Third, in order to examine the ideology of the Reform Conference, the religious policy advocated by the Reform Conference and the direction and line of Buddhist reform were examined. Specifically, we reviewed the 5 reform tasks and the 10 practical pledges. By the way, this reform line came from the reform plan established by the Pan-Sangha Order Reform Promotion Association, which consisted of 8 Sangha organizations.Therefore, the outline and characteristics of the reform plan were presented. Fourth, what the Reform Conference carried out was mainly institutional reform, independence of Buddhism, and exclusion of problematic figures. This indicates that the Reform Conference paid attention to institutional reform and liquidation of the past rather than spiritual and ideological purification for Buddhist practice, repentance, and purification.
It is hoped that this article, which I have looked at in the same direction as above, will be helpful in understanding the religious reform in 1994 and Buddhist history in the 1990s.
