초록

This article studied about power sources development policy of the past governments from the mid 1950s to the early 1960s. As the electricity was a power source, each government knew the importance of that enough. However, power sources development policy in the period of the Liberal party did not include the will to carry out that policy.
The power sources development policy which was built for several times during the Rhee regime did not become useless. Its power sources development plan influenced the Democratic party's government to plan economic development and power sources development policy. In a word, the Democratic party's government learned a lesson from the past government's plan. As the Democratic party's government professed the economy-first-policy, it recognized any economic construction could not be possible without settling electric problem.
Therefore, the Democratic party's government tried to propel power sources development policy as its chief aim and reflected its will on the 5-year plan for economic development plan. Also the government proceeded the long-term economic development and the electric development with connectivity, but its power sources development policy came to a setback because of the miliary coup on May 16, 1961.
The military force took over the power sources development policy of the Democratic party's government and propelled as a successive project. They connected the long-term economic development plan with the power sources development policy, so the power source development was placed as the first plan to be mainly proceeded. The military force to which the economic development was a matter of life and death had a strong will to win the electric power, so they allocated 12% of the whole amount invested to the section of electric power in the 5-year-plan for economic development.
The declaration of unlimited power supply and the doubled-increase of generating station from 366,000 KW in 1960 to 769,000 KW in 1965 was seriously significant event, which marked a new era in the history of electric power in Korea. However, those results cannot be completely regarded the achievements by the military force. We should think of the fact that the whole scale of power plant and the maximum output could increase because of the completion of power plants in 1963 and 1964, which had been propelled by the Democratic party's government.
