초록

조선을 식민지화한 일제는 우민화를 위한 정책의 하나로 조선에서 식민 정책 공간을 만들어 갔다. 그리고 식민지하의 조선인을 유람, 시찰, 탐승, 순례, 관광, 탐방, 수학여행 등의 유형으로 유입시키고자 하였다. 사회 전 분야에 걸쳐 철도, 도로, 항만, 항공을 장악하고, 휴일을 제정하였다. 조선을 관광지 유희의 한 장소로 선전하면서 기생관광과 호텔 등 숙박업소를 철로 주변에 신설하였다. 이는 대항이데올로기를 순화시키고 식민지 정책에 동화하기 위해서였다. 이로서 조선은 일제의 식민정책 이식의 공간으로 밀착하였다.
이에 조선의 민족 언론은 자각과 각성을 촉구하는 방안을 선택하였다. 그 방안 중의 하나로 해양관광을 주제로 <도서순례>이다. 도서순례단은 지식인, 어민, 유지, 기자들이 참여하여 황해와 동해의 주요 도서를 다니면서 역사적 문화 발굴과 재평가를 통해 민족공동체를 결성하고자 하였다. 그리고 도서 지방의 특별한 역사, 명승, 미풍양속의 사례를 언론에 게재하여 국민 모두에게 알렸다.
이제부터 <도서순례>를 통해 조선 각 도서 지방을 새로운 보고로 인식하기를 주장하였다. 1920년대 일제가 내륙에 전국적으로 조성하는 식민지 우민화와 유희 공간으로부터 벗어나기를 촉구하는 국민 자각 운동의 하나였다. 즉 일제의 식민지 우민화를 거부한 것이다. 또한 일제는 전국에 걸쳐 철도를 건설하고 내륙관광지를 조성하는 시점에 바다를 선택한 것은 일제의 밀착과 거리를 두기 위한 것이다. 도서지방 순례는 조선의 수산업 현황과 민족문화를 살피는데 있었다. 그리고 도서지역에 자율적인 자치 운영의 실태와 전통 양식을 발굴하였다. 이러한 도서순례는 일제의 신민지하의 민족단결을 주장하는 계몽운동이라 하겠다. 당시 도서순례의 내용이 민족의 교육과 단결 전통 등을 강조하고 있기 때문이다.
1, 도서순례 중에 성터, 옛 건물, 당집, 이순신, 민속, 전통 등을 소개하면서 민족의식을 고취하였다. 2, 서당, 야학, 보통학교 설립과 교육을 통해 백성들의 지식 전달의 중요성을 강조하였다. 3, 일본에 어부들에 대항하기 위한 한국 어민의 노동조합 결성과 공동생활의 중요성을 각성하기를 주장하였다. 4, 소작농 제도를 반대하고 자유로운 수산 활동을 통해 경제 자립을 역설하였다.
이러한 <도서순례>는 일제의 식민지 정책을 거부하며 조선 민족 언론이 시도한 의미 있는 민중계몽이다. 왜냐하면 일제의 우민화가 한창 진행되는 시기에 언론이 나서서 민중을 깨우치려 하였기 때문이다.
