일본 교과서 독도기술과 시마네현 독도교육 비교 검토 (A Comparative Study for Dokdo Description between Japanese School Textbook and the Education in Shimane Prefecture)

초록

2014년 1월 28일 일본 중ㆍ고등학교 학습지도요령해설서가 독도에 대한 일본 정부의 주장을 기술하도록 개정된 이후 검정을 통과한 일본의 모든 초ㆍ중ㆍ고 사회과 교과서에는 독도가 일본 영토라는 내용이 기술되었다. 교과서보다 앞서 독도교육을 주도한 것은 시마네현이다. 시마네현 竹島문제연구회 제3기 최종보고서에는 고등학교 일본사A/B 학습지도안(이하, 학습지도안)이 제시되어 있다. 제2기 竹島문제연구회 활동 기간에는 지리A/B, 공민(정치경제, 현대사회), 세계사A/B 학습지도안이 작성되었는데, 이번 학습지도안은 竹島문제연구회 차원에서의 고등학교 독도교육 완결판이라 할 수 있다.
본고의 목적은 첫째, 시마네현 竹島문제연구회 제3기 최종보고서를 소재로 일본 초ㆍ중ㆍ고 교과서의 독도기술과 시마네현 독도교육 자료를 비교 분석하는 것이다. 둘째, 시마네현이 실시하고 있는 독도교육 실태에 대한 분석을 토대로 향후 일본 학교현장에서의 독도교육 방향을 전망하고 대응방안을 모색하는 것이다.
시마네현에서 작성한 일본사 학습지도안과 교과서 기술의 공통점은 첫째, 일본이 국제법에 근거하여 독도를 편입한 사실을 가르친다는 학습 목표와 논리, 근거가 일치한다는 점이다. 둘째, 독도 편입 경위를 러일전쟁과의 관련성이 아니라 강치 잡이와 연계시켜 설명하고 있고, 편입 후 시마네현이 독도에 대해 행정력을 행사하고 어업활동이 이루어졌음을 강조하고 있다는 점이다. 시마네현에서는 ‘독도는 일본 침략에 의해 최초로 희생된 땅’이라는 한국 주장에 대한 반론을 중시하고 있다. 그리고 시마네현에서는 교원연수, 고등학교 입학 선발시험 문제 출제, ‘竹島의 날 주간’ 계기수업, 교과 시간 등을 활용한 다양한 형태의 竹島학습이 추진되고 있다. 시마네현에서 이루어지고 있는 독도학습과 교육 자료는 다른 지역에서도 모범적인 사례로 활용될 가능성이 높다.
독도에 대한 우리의 주권 행사는 역사적, 국제법적 근거와 법령에 근거를 둔 것으로 일본 교과서 기술과는 전혀 관계가 없다. 교과서 기술이 문제가 되는 것은 청소년들의 국제이해에 교과서가 미치는 영향이 매우 크기 때문이다. 일본 교과서 독도기술과 시마네현 독도학습은 한일 간 협력의 필요성이 커지는 현실과 역행하는 것으로 한일관계는 물론 동아시아 공생과 번영의 걸림돌이 된다. 따라서 대응방안도 이러한 차원에서 모색할 필요가 있다. 한일 양국의 청소년들이 정확한 역사적 사실과 자료에 근거하여 객관적으로 독도 영유권에 대해 논의하고, 이를 통해 상대방에 대한 불신과 편견을 해소하도록 해야 한다.

영어초록

After the revision of Japan secondary school class teaching guidebook which requires description of Dokdo as Japan territory by the policy of Japan government in January 28, 2014, all of the Japanese elementary and secondary school social text described Dokdo as Japan territory. By the way, Shimane Prefecture leaded Dokdo education program prior to governmental education by the textbook. Shimane Prefecture Takeshima Mondai-kenkyukai The 3rd Final Report supplied high school textbook in Japan history A/B teaching guidebook(hereunder guidebook). During the 2nd Takeshima Mondai-kenkyukai activity, the Dokdo related contents were described in Geography A/B, Public Life (Political economy, Modern Society), World History A/B teaching guidebook but this guidebook especially described Dokdo education contents in high school on the level of Takeshima Mondai-kenkyukai.
The purpose of this paper is first, to analyze the Dokdo education materials between Shimane Prefecture and the description in Japan textbook of elementary and secondary school on the basis of The 3rd Takeshima Mondai-kenkyukai Final Report comparatively. Second, review the present circumstance of Japanese education in school site and prepare future responding policy on the basis of analysis concerning Shiimane Prefecture's Dokdo education reality.
The common ideas between Japan history teaching guidebook and the textbook described by Shimane Prefecture is that, first, the learning target and the logic, or the fundamental base is coincide in the way which Japanese Dokdo annexation was based on the International Law. Second, the explanation about the proceeding of Dokdo annexation was based on sea lion fishing but not Russo-Japan War, which emphasized the fishing activity and the administration on Dokdo by Shimane Prefecture after the annexation. Shimane Prefecture seriously recognize the importance of Korean part assertion describing ‘Dokdo is the first victim of Japanese invasion to Korea’. Also, Shimane Prefecture promotes various Takeshima teaching and learning programs such as teacher training, questioning Dokdo related items in highschool entrance examination, class learning for ‘Takeshima Day Week’, and curriculum learning hours. This kind of Shimane Prefecture's education for Dokdo and the education materials might be adopted by the other regions as typical education model.
Korean territory sovereignty on Dokdo was based on history, International Law, and concerned regulation, which have no relationship with Japanese textbook description. The issue of Japanese textbook description might influence to Japanese next generation for international understanding and distort the reality. Dokdo description in Japanese textbook and the education by Shimane Prefecture may damage to the future oriented peaceful relationship with Korea and Japan and might be the stumble block for the common prosperity of East Asia. Korean policy for Dokdo education should pursuit more effective measures to emphasize future oriented respect which require Japanese wrong historic retrospect. Young generation of Korea and Japan should discuss Dokdo sovereignty on the basis of historic fact and materials in objective manner, which might resolute misunderstanding and prejudice between the two countries.
