로쉬아 몬타너의 금광 개발 문제와 루마니아의 자연친화적 심성의 연관성 (The dilemma of Roşia Montană Gold Mine project in Romania, related Life and Green Environment)

초록

본고에서 살펴볼 로쉬아 몬타너(Roşia Montană)는 15~16년간 최소 317톤의 금과 1,600톤의 은을 채굴할 수 있는 유럽최대의 노천금광 지역이다. 캐나다의 가브리엘 리소시스(Gabriel Resources)사와 루마니아 정부는 이 지역의 막대한 금광을 채굴하려는 사업 계획을 가지고 있었다. 그런데 현재 이 개발 사업은 환경문제 등의 이유로 전면 답보 상태에 놓여 있다. 개발을 원하는 가브리엘 리소시스사와 환경보존을 요구하는 로쉬아 몬타너 주민측이 서로 대립하는 상황이 오래 지속되고 있기 때문이다. 전 세계의 모든 노천 금광들은 아마도 루마니아의 로쉬아 몬타너와 같이 당장의 막대한 경제적 이득뿐 아니라 해결해야 할 환경 문제와 사회 문제도 함께 가지고 있을 것이다. 그러나 개발을 진행하는 데 있어서 로쉬아 몬타너의 사례처럼 주민과 환경단체 등의 격렬한 반대에 부딪혀 오랜 기간 동안 개발 계획의 추진 자체가 답보 상태로 남아있는 경우는 거의 없을 것이다. 다른 나라들의 사례를 보면, 환경단체 등의 반대는 어느 정도 무시하고 개발을 일단 추진하고 보는 것이 대부분이다. 로쉬아 몬타너의 금광 개발이 답보 상태에 있는 원인을 찾기 위해서는 경제, 정치, 외교 등 복잡한 사회적 이해관계를 세밀하게 따져 보아야 하겠지만, 좀 더 근본적인 원인을 찾아보려면 자연을 형제처럼 소중히 여겨온 루마니아의 전통적 심성을 알아보는 것이 훨씬 중요하다. 금광에서 얻어질 당장의 이익에 연연하지 않고 경제적으로 고된 삶 속에서도 자연의 아름다움을 지켜내기 위해 노력하고 있는 루마니아인들의 태도는 오랜 역사 속에서 형성된 자연 친화적 심성에서 기인한다고 밖에 볼 수 없기 때문이다.
루마니아는 경제적으로는 후진국으로 평가 받고 있지만 유럽에서는 자연이 가장 잘 보존된 국가 중의 하나이다. 루마니아는 사실 가진 것이 많은 나라이다. 그림같이 어우러져 있는 숲과 언덕들은 농사를 짓거나 가축을 기르기에 덧없이 좋은 환경을 제공한다. 울창한 숲에는 가치를 따질 수 없는 산림 자원이 넘쳐난다. 석유나 천연가스 등의 지하자원도 풍부하다. 트란실바니아의 비호르(Bihor) 산맥, 카르파치(Carpaţi) 산맥, 아푸세니(Apuseni) 산맥 등에는 유럽 최대 규모의 금이 묻혀있다. 그러나 현대 자본주의의 관점에서 GDP나 GNP만 따져보면 루마니아는 빈곤한 국가 중 하나로 분류된다. 루마니아 사람들은 자연을 한시적인 재화를 위해 파헤쳐지는 개발의 대상으로 보는 것이 아니라 맑은 공기와 휴식을 주는 곳으로 여기며 살아가기 때문이다.
물론 현대의 자본주의 경제 체제 하에서는 전통적인 자연 친화적 삶을 보존하려는 루마니아사람들도 더 이상 자연 속에서 느긋하게 살아 갈 수 있는 입장이 아닌 것이 사실이다. 가난에 시달리며 사회적으로 소외받던 로쉬아 몬타너의 대다수 주민들은 평생 만져 보지 못할 거금을 쥐어주는 외국인에게 자신의 산과 강을 울면서 내어주는 것이 살아가는 마지막 희망일 수밖에 없는 안타까운 현실에 처해있다. 그 상황 속에서도 일부 주민들은 가난하지만 자유로웠던 기존의 삶의 방식을 고수하면서 녹색 환경을 포기하려 들지 않는다. 경제적 수치로만 모든 것을 환산하려는 물질주의적 사고로는 이해할 수 없는 일일 것이다. 하지만 자연을 형제처럼 대하는 루마니아의 전통적 심성은 삶의 가치를, 경제적 수치로 환산하고 계산하기보다는, 인간과 환경의 친밀도에서 찾으려 한다.

영어초록

The purpose of this whole text is not only to analyze on problems related with Roşia Montană Gold Mine Project, in the political or economical view, but also to discern attitude of Romanians who prefer veritable value of the Mother Nature than ephemeral economical figures.
Romania is estimated as one of the poorest country in Europe by many economists whose subject of the survey is only financial conditions, but on the contrary, Romania is one of the richest country in the world, in terms of the harmony of a human being and nature.
Romania enjoys fantastic land forms called "The Mioritic Space", which is impressive by the sudden transition from wilderness of the Carpathian Mountains to smooth undulating landscapes of Transylvania. Almost virgin forests unexplored by man, along with agriculture traditionally practiced, made the wild animals and plants to survive there in larger numbers, than any other part of the world. In the Carpathian, Apuseni, Bihor Mountains, there are incalculable forestry resources and mineral resources including golds, coals, aluminum esc. Also, there are sufficient amount of oil and nature gas in many areas of Romania.
But still Romania is classified in Low Developed Countries, just when we figure up accounts of Romanian financial statement of GNP or GDP in the view of capitalism. Even some people say ironic that "it's miracle that Romania remains a poor country". This mention is said because although Romania has good nature conditions for economical development, it remains a country with low economic esteem. This is due to lack of strong intention for developing their land, but this mental attitude of Romanians is not negative at all. I think the above-mentioned negative opinion about Romania is nothing but just our erroneous nearsighted view contaminated by materialism.
Mountains, rivers and forest are just dear sources of the breath and places for aliments and recreation, not objects which could be torn up for ephemeral economic development, for the Romanian peasants who live harmonious with whole nature.
Undoubtedly, nowaday, under the system of capitalism, it is very hard for Romanian peasants who want to live with traditional attitude, to keep their peaceful rural life in financial difficulties.
Now Romania is in front of dilemma between conservation of environment and development of land. Roşia Montană Gold Mine Project is still withheld.
Anyhow, inhabitants of Roşia Montană who suffer dire poverty and feel alienated, seem to have no hope but to sell with tears their green environment to foreign financier for relative pronounced money. However, they are in such a difficult situation, the greater part of inhabitants of Roşia Montană choose to keep their traditional attitude of life in peaceful nature. It is very difficult to understand mentality of Romanian peasants with materialism thinking.
For us who have become slaves to the material values in complex societies, the traditional attitude of Romanian peasants based on thinking that god and nature and human being are in unity like one organism, gives us an opportunity of self-examination to contemplate what is our true value of life in the Cosmos.
